09-19-2000 Budget Hearing Meeting• • • MIAMI SHORES VILLAGE BUDGET HEARING - FISCAL YEAR 2000-2001 The Miami Shores Village Council held the second and final public hearing on the Fiscal Year 2000- 2001 Budget on Tuesday, September 19, 2000 at the Village Hall commencing at 7:08 PM with the following members present: PRESENT: Mayor Ulmer Bob Blum Al Davis ALSO PRESENT: Tom Benton, Village Manager Barbara Fugazzi, Village Clerk Richard Sarafan, Village Attorney Mark Malatak, Finance Director ABSENT: Steve Loffredo Mary Ross Agosta Mr. Malatak made opening remarks regarding the budget process, indicating that there had been no changes made to either the proposed budgets or the millage rates. Mr. Malatak advised that there had been an error on the part of the Miami Herald relating to the noticing requirements but that the advertisements were in compliance with the Truth-in-millage regulations. Mr. Malatak further advised that there had been a typographical error excluding interest earnings in the Debt Service and Enterprise Funds totaling $10,418. This amount was contained within the budget documents but excluded from the resolution as adopted. This error has no impact on the proposed tax levies. Mr. Malatak presented information regarding the tax levies of 8.3627 mills, representing a 6.07% increase over the rolled back rate of 7.8843 mills for general operating purposes. A mill rate of 0.5151 or a 15.0% decease from the current levy, representing a 5.72% decrease from the FY 2001 rolled back rate of 0.5718 mills is levied for the voter approved, debt service tax. Mr. Malatak stated that the all -funds budget is proposed at $17,228,365 for the fiscal year beginning October 1, 2000 and ending September 30, 2001. Mayor Ulmer opened the Public Hearing and as there was no one in the audience who wished to speak or comment on the proposed budgets or millage rates, Mayor Ulmer closed the Public Hearing. A RESOLUTION OF THE MIAMI SHORES, FLORIDA, VILLAGE COUNCIL ESTABLISHING FINAL AD VALOREM TAX LEVIES FOR GENERAL OPERATING AND VOTER -APPROVED DEBT SERVICE PURPOSES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2000; PROVIDING FOR AN EFFECTIVE DATE. The Clerk read the caption of the Resolution. Mr. Davis moved adoption of the Resolution.
