MIAMI SHORES VILLAGE
BUDGET HEARING - FISCAL YEAR 2000-2001
The first of two Public Hearings on the Fiscal Year 2000-2001 Budget was held on Tuesday,
September 5, 2000 at the Miami Shores Village Hall. The Hearing was called to order at 7:05
PM with the following members present:

1) PRESENTATION AND DISCUSSION OF PROPOSED BUDGET AND PROPOSED
MILLAGE RATE (8.3627 + 0.5151) FOR OPERATING BUDGET AND DEBT
SERVICE RESPECTIVELY.
Mr. Benton outlined the budget numbers for the various funds and the proposed millage rates for
the fiscal year beginning October 1, 2000. Mr. Benton indicated that all of the Village
Department Heads were present and available to answer any questions regarding the budget.
2) ADOPTION OF TENTATIVE MILLAGE RATES.
The Clerk stated that the first resolution tentatively adopts the ad valorem tax levies for general
operating and debt service purposes for Fiscal Year 2000-2001 beginning October 1, 2000 and
ending September 30, 2001. The ad valorem tax levy for FY 2000-2001 is 8.3627 mills for
General Operating purposes, representing a 6.07% increase over the rolled -back rate of 7.8843
mills. The tax levy for voter -approved debt service is 0.5151 mills, a 9.92% decrease from the
rolled -back rate of 0.5718 mills.
The Clerk then read the caption of the resolution: A Resolution of the Miami Shores Florida,
Village Council establishing tentative ad valorem tax levies for general operating and voter -
approved debt service purposes for the fiscal year beginning October 1, 2000; providing for an
effective date.

3) ADOPTION OF TENTATIVE BUDGET.
The Clerk stated that the second resolution tentatively adopts the operating and voter approved
debt service budgets for Fiscal Year 2000-2001 beginning October 1, 2000 and ending
September 30, 2001. The general fund budget increases $351,282 to $8,330,755 or 4.4% greater
than the amended FY 1999-2000 budget. For debt service purposes, the budget is $235,135. All
other funds for FY 2000-2001, including the Village's Special Revenue, Enterprise, and Internal
Service Funds total $4,470,945. Detailed budget amounts are disclosed in the actual resolution,
copies of which are available from the Village's Finance Department. This resolution also sets
the date for the final public hearing at 7:00 PM on Tuesday, September 19, 2000. Following that
hearing, the Village Council will adopt final millage levies and the corresponding operating
budgets for the new fiscal year.
The Clerk read the caption of the resolution: A Resolution of the Miami Shores Florida Village
Council tentatively adopting the FY 2000-2001 operating and debt service budgets; setting the
time, date and place of the second of two public hearings to discuss the ad valorem tax levies and
corresponding budgets; and, providing for an effective date.
Mayor Ulmer opened the Public Hearing and invited anyone present to speak on either
Resolution. As no one in the audience wished to comment on the proposed budgets or proposed
millage rates, Mayor Ulmer closed the Public Hearing.
Mr. Davis moved to adopt the Resolution as provided for in Item 2. Ms. Agosta seconded the
motion. Mr. Loffredo confirmed with the Finance Director that the debt service ad valorem tax
rate may fluctuate from year to year. The vote, when called, was unanimous in favor.

motion and the vote was unanimous in favor.
4) ADJOURNMENT
The first Public Hearing on the Fiscal Year 2000-2001 Budget was adjourned at 7:17 PM.
