MIAMI SHORES VILLAGE
BUDGET HEARING - FISCAL YEAR 1999-2000
THURSDAY, SEPTEMBER 9, 1999

The Miami Shores Village Council held its first Public Hearing on the Fiscal Year 1999-2000
Budget on Thursday, September 9, 1999 in the Council Chambers of the Village Hall. The
Hearing was called to order at 6:35 PM with the following members present:

1) PRESENTATION OF TENTATIVE BUDGET.
Mr. Benton briefly outlined the information contained within the transmittal letter, including the
proposed millage rates for the FY1999-2000 operating budgets and debt service. Mr. Benton
indicated that the operating millage rate represents the rolled -back rate of 8.3627 and that the
garbage fees were not raised for the 7th consecutive year. Mayor Ulmer asked that the budget
"process" be reviewed. Mr. Malatak explained the budget process began with the workshop held
in July and will be completed at the second public hearing which will take place on September 21,
1999 at 6:30 PM, with the new year starting October 1.
2) DISCUSSION OF PROPOSED MILLAGE RATES (8.3627 + 0.6065) FOR
OPERATING BUDGET AND DEBT SERVICE RESPECTIVELY.
The Council did not have any questions with respect to the millage rates.
3) DISCUSSION OF PROPOSED FY1999-2000 OPERATING & CAPITAL BUDGETS.
The Council did not have any questions regarding the proposed budgets.

410 4) A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE,
FLORIDA, TENTATIVELY ADOPTING THE PROPOSED LEVY OF AD VALOREM
TAX RATES FOR GENERAL OPERATING AND VOTER -APPROVED DEBT
SERVICE OBLIGATIONS FOR MIAMI SHORES VILLAGE FOR FISCAL YEAR
1999-2000; PROVIDING FOR AN EFFECTIVE DATE.

The Clerk read the caption of the Resolution. Mr. Loffredo moved to tentatively approve the
millage rates for general operating and for the voter -approved debt service. Mr. Davis seconded
the motion. Mayor Ulmer invited public comment. There was no one present who wished to
speak. Mr. Loffredo thanked the staff for their work in accomplishing the task of lowing the
millage rate. Mr. Loffredo reminded the public that due to the debt service associated with the
new aquatic center, residents would pay a slightly higher combined tax to the Village. The vote
was taken and was unanimous in favor.
5) A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE,
FLORIDA ESTABLISHING TENTATIVE OPERATING AND DEBT SERVICE AD
VALOREM MILLAGE LEVIES FOR FISCAL YEAR 1999-2000; SETTING THE
TIME, DATE AND PLACE OF THE RESPECTIVE PUBLIC HEARINGS ON THE
PROPOSED FY 1999-2000 BUDGETS AND TENTATIVE MILLAGE RATES.
The Clerk read the caption of the Resolution. Mr. Davis moved to tentatively approve the
proposed FY1999-2000 Budgets and millage rates. Mr. Loffredo seconded the motion. Mayor
Ulmer invited public comment, hearing none, he called for the vote which was unanimous in
favor.
The Clerk advised that the second and final public hearing seeking comments on the proposed ad
valorem tax levies for operating and debt service, as well as the adoption of operating and capital
budgets will be held on Tuesday, September 21, 1999 at 6:30 PM.
6) ADJOURNMENT.
The first Public Hearing on the Fiscal Year 1999-2000 Budget was adjourned at 6:50 PM.
