04-20-1999 Regular Meeting• k ft MIAMI SHORES VILLAGE INAUGURAL COUNCIL MEETING The regularly scheduled Village Council Meeting was held on Tuesday, April 20, 1999 on the steps of Village Hall and commencing at 7:35 PM. The following individuals were present: PRESENT: Mayor Agosta Louis Imburgia Stephen Loffredo Herb Spahn ALSO PRESENT: Tom Benton, Village Manager Barbara Fugazzi, 'Village Clerk Richard Sarafan, Village Attorney Robert C. Blum Al Davis Mark S. Ulmer ABSENT: Cesar Sastre MAYOR'S REMARKS & PRESENTATIONS Mayor Agosta presented plaques of appreciation to her fellow Council Members: Louis Imburgia, Herb Spahn and Stephen Loffredo. Mayor Agosta thanked the community, staff and especially her husband, Andrew, for their support during her tenure as Mayor. CONSIDERATIONS 1. VILLAGE CLERK Barbara Fugazzi A. APPROVAL OF THE APRIL 6, 1999 REGULAR COUNCIL MEETING MINUTES. Mr. Loffredo moved to approve the Minutes subject to a correction in relation to the Law Suit Settlement issue, Item 2A. Mr. Spahn seconded the motion. Attorney Sarafan explained the need for the correction to the Minutes. Mr. Loffredo asked that the Minutes be amended as follows: Page 2, last line- Option 2 stipulates a payment of $10,391.80.... The vote was taken and was unanimous in favor. B. A RESOLUTION DECLARING THE RESULTS OF THE MIAMI SHORES VILLAGE COUNCIL ELECTIONS HELD APRIL 13, 1999. • The Village Clerk read the Resolution in its entirety. Mr. Spahn moved to adopt the Resolution. Mr. Imburgia seconded the motion and the vote was unanimous in favor. t • • INSTALLATION OF NEW COUNCIL MEMBERS Miami -Dade County Chief Judge, Joseph Farina, swore in the new Council Members: Robert Blum, Al Davis, Stephen Loffredo and Mark Ulmer. ELECTION OF NEW MAYOR AND VICE MAYOR Mr. Loffredo moved to elect Mark Ulmer as the 40th Mayor of Miami Shores Village. Mr. Blum seconded the motion and the vote was unanimous in favor. Mr. Loffredo moved to elect Mr. Blum as the Vice Mayor. Mr. Davis seconded the motion and the vote was unanimous in favor. APPOINTMENT OF HERB SPAHN. JR. TO THE COUNTRY CLUB ADVISORY BOARD AND PERSONNEL APPEALS BOARD. Mr. Davis moved to reappoint Herb Spahn to the Country Club Advisory Board and the Personnel Appeals Board. Ms. Agosta seconded the motion and the vote was unanimous in favor. MAYOR'S COMMENTS AND PRESENTATION Mayor Ulmer presented Mary Ross Agosta with a plaque of appreciation. Mayor Ulmer then shared his thoughts on the status of the community and his hope for unity. COUNCIL COMMENTS Steve Loffredo Mr. Loffredo expressed his thanks to his supporters and stated that it was an honor to have the opportunity to serve on the Council again. He looks forward to a great two years. Al Davis Mr. Davis thanked the residents of Miami Shores and stated that he anticipates the Council moving forward. Mary Ross Agosta Ms. Agosta stated that she was pleased to be serving with her fellow Council members and is looking forward to working with them. Bob Blum Mr. Blum stated that he is proud of the Village for the voter turn out on Election Day. Page 2 • • • ADJOURNMENT The April 20, 1999 Council Meeting was adjourned at 8:05 PM.
