04-16-1996 Workshop MeetingMIAMI SHORES VILLAGE COUNCIL WORKSHOP TUESDAY, APRIL 16, 1996 The Miami Shores Village Council held a Council Workshop on Tuesday, April 16, 1996 at the Village Hall, commencing at 6:50 P.M. with the following members present: PRESENT: Mayor Imburgia Cesar Sastre Michael Boyle William Heffernan Mary Ross Agosta ALSO PRESENT: Michael R. Couzzo, Jr. Barbara Fugazzi Mark Ulmer Patricia Varney Mr. Coi»7o stated that the Five Year Capital Improvement Plan had been distributed to all Council members for their review and consideration. Mr. Couzzo indicated that the Finance Director, Patricia Varney, and the Assistant Village Manager/Public Works Director, Tom Benton, were present to answer questions. Mayor Imburgia asked why the information was provided on a yearly basis even though the plan was a five year plan. Mrs. Varney and Mr. Couzzo both indicated that the five year plan is submitted for planning and forecasting/budgeting purposes. The five year plan allows both Administration and the Council to view future capital expenditures. Mrs. Ross Agosta asked about the marketing department's exclusion from the five year capital plan. Mr. Couzzo stated that the marketing department does not foresee expending capital funds. Mrs. Ross Agosta asked if the Village brochures, for instance, would be included in the Operating Budget. Mr. Couzzo indicated that Mrs. Ross Agosta was correct. Mrs. Ross Agosta asked if the Council would be dealing with the capital budget on an annual basis. Mr. Couzzo stated that as the Council reviews each fiscal year's proposed budgets, the capital portion will be considered and adjustments made as necessary from year to year. Mayor Imburgia asked if there was any action required at this time. Mr. Couzzo stated that the Council would have the opportunity for further review of the capital budget when they address the operating budget during the workshop of July and that no action is required at present. Mr. Coi»zo stated that as outlined, there is no planned garbage fee increase for the fiscal year 1997. This would represent four consecutive years with no increases.
