02-21-1995 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING FEBRUARY 21, 1995 The regular meeting of the Miami Shores Village Council was held on February 21, 1995 at the Village Hall Council Chambers, commencing at 7:30 P.M. with the following members present: PRESENT: Mayor Heffernan Michael Boyle Robert Cook Steven Johnson ALSO PRESENT: Michael R. Couzzo, Jr. Barbara A. Fugazzi William F. Fann ABSENT: Richard Fernandez PRESENTATIONS: Mayor Heffernan introduced the new principal of Horace Mann Middle School, Ms. Enid Weisman. She spoke regarding her warm welcome to the area and Miami Shores specifically. Mayor Heffernan and Mrs. Nel Kroboth, presented Mobile Crime Watch Awards to Mobile Crime Watch Patrollers. CONSIDERATIONS: ITEM #1 CONSENT AGENDA A. Minutes 1. Regular Council Meeting 2/7/95 2. Council Workshop 2/1/95 3. Recreation Advisory Board 1/9/95 4. Fine Arts Commission 1/10/95 B. Award of Bid for 1995 Three Wheel Turf Truck to Pifer, Inc., in the amount of $8,172.00 C. Request to appropriate forfeiture funds for attendance at the "Planning, Design, and Construction of Police Facilities' conference for the Village Manager and Chief Zoovas, in the amount of $3,800.00. D. Request to appropriate forfeiture funds to erect fencing around new K-9 Training area at Barry University in the amount of $1,500.00 The Clerk read the items on the Consent Agenda. Mr. Johnson moved approval of the Consent Agenda. Mr. Cook seconded the motion. Mr. Boyle indicated that there was a resident's name incorrectly spelled (Mr. Grody should be Mr. Drody on Page Four, Item #4) in the February 7, 1995 Regular Council Meeting Minutes. The vote was unanimous in favor. ITEM #2 VILLAGE CLERK A. ORDINANCE AMENDING SECTION 518(B) OF MIAMI SHORES VILLAGE ORDINANCE NUMBER 270, AS AMENDED; LIMITING AUTHORIZING FENCING MATERIALS FOR CERTAIN CORNER LOTS; PROVIDING EFFECTIVE DATE. Second and Final Reading The Clerk read the caption of the Ordinance. Mr. Boyle moved approval. Mr. Johnson seconded the motion and the vote was unanimous in favor. B. RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL ACCEPTING RECOMMENDATION OF THE HISTORIC PRESERVATION BOARD TO DESIGNATE THE PROPERTY AT 374 N.E. 95TH STREET A MIAMI SHORES HISTORIC LANDMARK COVENANT IN THE PUBLIC RECORDS OF METROPOLITAN DADE COUNTY. The Clerk read the caption of the Resolution. Ms. Kimberly Logan -Hynes spoke on behalf of the homeowners as a representative of the Historic Preservation Board. She gave details of the house as to its architectural style, date of construction, and builder. Mayor Heffernan, for the benefit of the public, asked Ms. Logan -Hynes to explain the benefits of having an historically designated home. Ms. Logan -Hynes and Mr. Bittner, Chairman of the Historic Preservation Board, stated a number of benefits to the homeowner, including the possibility of future tax advantages if the Village Council approves of a plan which the Historic Preservation Board will propose at a future meeting. Mr. Cook expressed his support of tax concessions for historically designated homes and his hope that when the issue is raised, the next seated Council considers the benefits to the surrounding neighborhood for increased property values. Mr. Boyle moved approval of the Resolution. Mr. Johnson seconded the motion and the vote was unanimous in favor. Page 2 ITEM #3 ANNOUNCEMENTS The Clerk read the announcements. ITEM #4 PUBLIC COMMENTS Loretta Olsen Spoke about Unity Day and the speedy construction of the Fire Station. Prospero G. Herrera, II Spoke about a Yard Sale at the Miami Shores Presbyterian Church on Saturday, February 25, 1995. ITEM #5 COUNCIL COMMENTS Mr. Johnson Spoke about the Mayor's Ball. Stated that he is proud to be a resident and businessman in Miami Shores. Mr. Boyle Spoke about the Mobile Patrollers' dedication to the Village. He also commended the Village Hall staff for the high marks earned in the recent "Rootman" survey. Mayor Heffernan Spoke about the Mayor's Ball and thanked all the people involved in making it such a success. ITEM #6 ADJOURNMENT The meeting was adjourned at 7:59 P.M. X5a/A ‘r1 Barbara A.
