WORKSHOP MEETING
FEJ RUARY 1, 1995
The Workshop meeting of the Miami Shores Village Council was held on February 1, 1995 at the
Village Hall , commencing at 6:00 p.m. with the following members present:

ITEM #1 PROPOSAL TO PURCHASE 9990 N.E. 2ND AVENUE BUILDING FOR
POLICE DEPARTMENT FACILITY.
Mr. Couzzo introduced the item and reviewed the background. Chief Zoovas showed a video of
the building. He introduced Mr. Roy Cowell of Stottler Stagg and Assoc. who are architects,
engineers and planners. Mr. Couzzo stated that the current police facilities are 4,000 square feet
and the proposed new facilities would be 6,000 square feet. He stated that the engineers would
try to utilize the current wall structure to meet the needs of the Police Department. Mr.
Fernandez asked if the cost of an engineering study could come from forfeiture funds. Chief
Zoovas replied that it could. Mr. Boyle asked about the cost of the building. Mr. Couzzo stated
that the Archdiocese is asking $260,000 and that he was led to believe that it is a firm price Mr.
Fernandez spoke about the appraisal of the building and that the comparisons are not accurate.
He also spoke about rent rolls for 2nd Avenue and that the roof on the building needs to be
replaced. Mr. Fernandez stated that he was concerned with the total cost with all of the
associated costs included. He suggested that the Village should engage a planner to answer
questions that have arisen. He stated that the price is too high with what needs to be done to the
building Mayor Heffernan stated that when the building is inspected it will be a disaster and
substantial dollars will need to be spent to get it up to speed. He stated that there are a lot of
pluses for the proposed building and that the Village needs to point out areas that need repair to
the Archdiocese to determine the selling price. He stated that the risk that the Village is taking is
that we may do the study, spend the funds and the archdiocese may not agree with the Village .
Mr. Fernandez stated that Mlami Shores gives a heck of a lot of services to the Archdiocese and
they return nothing to the community. Mayor Heffernan stated that the Archdiocese gives to the
community in other ways. Mr. Fernandez agreed. Mr. Boyle suggested that the Village proceed
with a study to see what needs to be done with the building and what are the associated costs.
Mr. Fernandez stated that the building suffers from functional obsolescence, that it is zoned B1
and that Village property is zoned differently. Mr. Fann stated that it would not be a problem to
put the Police Department in a B1 district. He also stated that if the building is vacant it should
be placed back on the tax rolls. Mr. Fann stated that the Village should get a letter from the
Archdiocese stating that they will not sell it out from under the Village while reports are being
completed. Mr. Boyle asked how long will an evaluation take to complete and how much will it
cost. Mr. Cowell replied that it would take 2-3 weeks and would cost approximately $10,000.
Mayor Heffernan stated that at the end of the study he would like to have drawings that the
Village can get bids from. Mr. Fernandez suggested that an item be placed on the next agenda
directing the Village manager to expend funds for a study. The Consensus of the Council was to
do a study to find out what are the costs involved in renovation of the building. Mr. Couzzo
stated that the numbers will not be bid numbers, rather expert educated guesses. He also stated
that it would be a very prudent investment to spend less than 2% of the total costs to get the
information that is needed. Mr. Boyle asked that his name be placed on an agenda item to direct
the Village manager to go out and get the study.

Reviewed areas that need to be looked at. He stated that
the Village needs to purchase a new building for the police.
The Village needs a larger facility for the police department.
