Regular Council Meeting
January 3, 1995
The regular meeting of the Miami Shores Village Council was
held on January 3, 1995 at the Village Hall, commencing at
7:35 p.m. with the following members present:

Mayor Heffernan presented certificates to winners of the
Holiday Outdoor Display Contest.
Mr. Dennis Kleinman, outgoing President of the Greater Miami
Shores Chamber of Commerce, introduced Lew Soil, the new
General Manager of the Chamber.

Mr. Johnson moved approval of the minutes from the Regular Council
meeting of 12/6/94. Mr. Fernandez seconded the motion and the
vote was unanimous In favor.
ITEM *2. VILLAGE CLERK: Mr. Scott Davis
A. AN ORDINANCE AMENDING SECTION 518 (B) OF MIAMI
SHORES VILLAGE, ORDINANCE NUMBER 270, AS AMENDED;
LIMITING AUTHORIZED FENCING MATERIALS FOR CERTAIN
CORNER LOTS; PROVIDING EFFECTIVE DATE. SECOND AND
FINAL READING
The Village Clerk read the caption of the ordinance. Mr.
Fernandez discussed the changes In the ordinance and the
ambiguity of some of the terms used in the ordinance. He
discussed three areas of concern which were as follows:
1. Taking it to the Planning and Zoning Board for
approval.
2. A change in material such as wood in the front yard
where is was not allowed in the past.
3. Cleaning up the ordinance so that definitions are in
place for future clarification.
In response to questions from Mayor Heffernan, regarding
having more Items come before the P&Z Board and allowing wood
pickets In the front yard. Mr. Lubien spoke about the
motives of the P&Z board on presenting the ordinance to the
Council for enactment in response to the Mayor's questions.
Mr. Couzzo suggested that the Item be tabled for future
consideration. Mr. Cook asked for a memo from the Village
Manager to answer Council's questions on the matter. Mr.
Cook moved to table the Item. Mr. Johnson seconded the
motion and the vote was unanimous in favor.
B. AN ORDINANCE AMENDING SECTION 516 (C) (2) al;
LIMITING LOCATION OF DISH ANTENNAS TO REAR YARD.
First Reading
The Village Clerk read the caption of the ordinance. Mr.
Fernandez moved to approve. Mr. Johnson seconded the motion
and the vote was unanimous In favor.
C. A RESOLUTION DECLARING THE RESULTS OF THE MIAMI
SHORES VILLAGE SPECIAL ELECTION ON MIAMI SHORES
VILLAGE CHARTER AMENDMENTS HELD ON NOVEMBER 8,
1994.
The Village Clerk read the caption of the resolution. Mr.
Johnson moved approval. Mr. Fernandez seconded the motion
and the vote was unanimous In favor.
D. A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL IN
SUPPORT OF TEAM MIAMI - SOUTHCOM TO LOCATE THE
UNITED STATES SOUTHERN MILITARY COMMAND IN GREATER
MIAMI.
The Village Clerk read the caption of the resolution. Mr.
Fernandez explained the resolution and recommended approval.
Mr. Johnson moved approval. Mr. Cook seconded the motion and
the vote was unanimous in favor.
E. A RESOLUTION OF THE MIAMi SHORES VILLAGE COUNCIL
ENCOURAGING AND SUPPORTING THE APPOINTMENT OF MIAMI
BEACH COMMISSIONER DAVID PEARLSON TO THE FLORIDA
COMMISSION ON TOURISM.
The Clerk read the caption of the resolution. Mr. Fernandez
explained the resolution and stated that the Dade League of
Cities Is recommending approval. Mr. Johnson moved approval.
Mr. Cook seconded the motion and the vote was unanimous In
favor.

ITEM *5 COUNCIL COMMENTS
Mr. Cook wished everybody a happy New Year.
Mr. Johnson wished a happy New Year and stated that he is
proud to be a resident and business owner in Miami Shores.
Mr. Fernandez spoke about the Summit and the good job done by
Dade County. He also spoke about the orange bowl event.
Mayor Heffernan spoke about an article In the Miami Daily
Review, Unity day and the Mayor's Balt.
