FINAL BUDGET HEARING
SEPTEMBER 14, 1994
The Final Budget Hearing of the Miami Shores Village
Council was held on September 14, 1994 at the Miami Shores
Village Hall commencing at 5:30 p.m. with the following
members present:

ITEM *1 PRESENTATION OF GENERAL FUND AND CAPITAL PROJECTS
FUND BUDGETS
The Mr. Couzzo presented the total General Fund budget for
FY95 in the amount of $7,996,069, which he stated represents
a decrease of $644,755 or a 7% decrease from the revised
Fiscal Year 1994 budget. He stated that the proposed Capital
Protects Fund budget for FY 95 is $715,556 compared to
$650,252 In FY 94.
Mayor Heffernan stated "In accordance with Florida Statute
200.065, the first substantive Issue to be discussed tonight
shall be the percentage Increase In mlllage over the
roll -back rate. The City Council has tentatively adopted a
General Fund Budget of $7,996,069 supported by a millage of
8.66, which is a 5.66% increase over the roll -back rate.
Also, the Council has tentatively adopted the Capital
Projects Fund In the amount of $715,556. At this time, I
will entertain discussion first from the Village Council and
then from the public regarding the tentative millage rate/or
proposed General Fund and Capital Projects Fund Budgets."
There was no Council discussion of the budget.
ITEM*2 PUBLIC DISCUSSION OF FY 95 BUDGET
Ms. Helen Carakobitis: Spoke about a Town that doesn't
pay taxes.
Mr. Mark Juanlco: Spoke three times and spoke
about Increases In property
values and the date and time of
the meeting.
Mr. Couzzo spoke about his visit to the Dade County Tax
Assessors office and the increase In property values In Miami
Shores. Mayor Heffernan spoke about property values
increasing and the County's plan to Increase values this year
to get the values at or near real values. He stated that
after this year Increases will be limited to 3%. He also
stated that the Village's mi1lage Is proposed to stay at the
same level as last year at 8.66. Mr. Cook spoke about the
timing and the date of the meeting.
Ms. Helen Perez: Asked how her property values
could raise so abruptly.
Mr. Johnson spoke about the millage not changing but that
property values are changing. He explained the concept of
the roll back rate.
Ms. Carol King: Spoke about property values
around the County. She asked
why the millage is not going
down.
Mayor Heffernan responded to her questions. Mr. Cook spoke
about previous budget cuts and that now the Council can take
care of problems that occured because of the previous budget
cuts.
Mr. Mike Maguire: Spoke on a variety of subjects.
Mr. Tom Cole: Spoke about reducing staff and
costs In the Village to save
funds.
Mr. Luis Aloislo: Spoke about Improving traffic on
2nd Avenue.
Mr. Pham: Spoke about the budget and what
the numbers mean to him.
Mr. Ron Soretti: Spoke about law enforcement in
the area.
ITEM *3 A RESOLUTION FIXING THE FINAL MILLAGE RATE FOR 1994
TAX LEVY OF MIAMI SHORES VILLAGE
Mr. Cook moved to approve the Resolution. Mr. Johnson
seconded the motion and the vote was unanimous In favor.
ITEM*4 AN ORDINANCE ADOPTING THE MIAMI SHORES VILLAGE ANNUAL
BUDGETS FOR FISCAL YEAR BEGINNING OCTOBER 1, 1994
Mr. Johnson moved to approve the ordinance on an emergency
basis. Mr. Cook seconded the motion and the vote was
unanimous in favor.
Mr. Cook apologized to the public for loosing his temper
during the meeting.
