REGULAR COUNCIL MEETING
NOVEMBER 2, 1993
The Regular Council meeting of the Miami Shores Village
Council was held on November 2, 1993, at the Miami Shores
Village Hall commencing at 7:30 p.m. with the following
members present:

Mayor Heffernan
Robert Cook
Richard Fernandez
Michael Boyle
Steven J. Johnson
Also present: Michael R. Couzzo Jr.
Scott W. Davis
Mayor Heffernan Introduced the new Village Manager Michael
Couzzo.
ITEM *1 MINUTES
Mr. Johnson moved approval of the minutes from the Regular
Council meeting of 10/19/93. Mr. Boyle seconded the motion and
the vote was unanimous In favor. Mayor Heffernan acknowledged
receipt of the minutes from the following meeting:

ITEM *2 DISCUSSION AND POSSIBLE ACTION REGARDING APPOINTMENT TO
THE PLANNING AND ZONING BOARD. Mr. Couzzo asked to table this
Item to allow staff to readvertlse the position. He stated that
it should be ready to come back before Council the first of the
year. Mr. Johnson moved to table the item. Mr. Fernandez seconded
the motion and the vote was unanimous in favor.
ITEM *3 DISCUSSION AND POSSIBLE ACTION REGARDING EXPENDITURE OF
FORFEITURE FUNDS. Mr. Couzzo Introduced the item. Chief Zoovas
explained the request and stated that the total Is for $5,995. Mr.
Cook asked if air time can be charged to the forfeiture account.
Chief Zoovas stated that it could not after the first year. Mr.
Cook moved approval. Mr. Johnson seconded the motion and the vote
was unanimous in favor.
ITEM *4 DISCUSSION AND POSSIBLE ACTION REGARDING THE ADOPTION OF
A RESOLUTION SUPPORTING UNFUNDED MANDATES DAY, OCTOBER 27, 1993.
Mr. Couzzo reviewed the background and recommended approval. Mr.
Fann explained the purpose of the resolution. Mr. Johnson
reviewed the history of the funding of State mandates to local
government. He also spoke about federal mandates to local
governments. Mr. Johnson moved to adopt a resolution of Miami
Shores Village, Florida, endorsing efforts of National League of
Cities to inform citizens of the Impact of federal mandates on
local government. Mr. Boyle seconded the motion and the vote was
unanimous in favor.

Mayor Heffernan read the announcements.

Spoke about traffic accidents in the
Shores and asked about police
officer's attendance at Council
meetings.
Welcomed Mr. Couzzo.
Spoke about amending the requirement
for a permit to paint a house in
Miami Shores.
Spoke about noise In her
neighborhood.
ITEM *8 COUNCIL COMMENTS
Mr. Fernandez welcomed Mr Couzzo and spoke about the clean up of
Second Avenue.
Mr. Couzzo spoke about his ideas to beautify 2nd Avenue.
Mr. Cook welcomed Mr. Couzzo and spoke about neighborhood meetings
with the Mayor and Halloween Howl.
Mr. Johnson welcomed Mr. Couzzo and stated that Halloween Howl was
a great event.
Mr. Boyle welcomed Mr. Couzzo and spoke about elections in other
communities and how good it is In Miami Shores.
Mayor Heffernan welcomed Mr. Couzzo and spoke about neighborhood
meetings.
Mr. Couzzo gave a brief presentation regarding the warm reception
that he received. He also distributed Miami Shores caps to the
Council.

The meeting was adjourned at 8:01 p.m.
