05-11-1993 Special MeetingMIAMI SHORES VILLAGE SPECIAL COUNCIL MEETING MAY 11, 1993 The special meeting of the Miami Shores Village Council was held on May 11, 1993, at the Miami Shores Village Hall commencing at 7:05 p.m. with the following members present: Present: Also present: Mayor Heffernan Steven J. Johnson Michael Boyle Robert Cook Richard Fernandez Tom Benton William F. Fann Scott W. Davis ITEM *1 DISCUSSION AND POSSIBLE ACTION REGARDING COMPENSATION OF INTERIM VILLAGE MANAGER. Mr. Benton reviewed the background and requested a $181.00 Increase in his salary. Mr. Boyle stated that he was concerned that Mr. Benton was too conservative in his request. Mr. Fernandez stated that he agrees with Mr. Boyle and moved to Increase Mr. Benton's salary $269 per week, with $144 per week to the retirement account, $37 per week for Insurance and the rest as straight salary. Mr. Boyle seconded the motion. Mayor Heffernan stated that at the last meeting he was opposed to the motion to accept the previous manager's resignation and that he felt that this unnecessary expense was the result of that vote but that In the interest of showing unanimous support for Mr. Benton he would vote for the motion. The vote was unanimous In favor. The consensus of Council was to not object to Mr. Benton carrying over his vacation past his anniversary date. Mr. Fernandez stated that he wanted the new Village Manager to be cognizant of the many hours that Mr. Benton has devoted to the Village and that he will need to use some of his accrued vacation time. ITEM *2 DISCUSSION AND POSSIBLE ACTION REGARDING FIVE YEAR CAPITAL PLAN. Mr. Benton reviewed the background. Mayor Heffernan asked where the requests for capital Improvements come from. Mr. Benton replied that the Department Heads prioritize the needs for their departments. BUILDING & ZONING Mr. Lublen stated that the department has not had new vehicles In a few years and that he would prefer new vehicles rather than used police cars. Mr. Cook stated that Mr. Lublen has had this request for the past 2 years. FINANCE Ms. Varney spoke about the need for new computer equipment. Mr. Fernandez asked how long the proposed system will be sufficient. Ms. Varney stated that the system can be expanded to make the system be sufficient longer. Mayor Heffernan asked how much the current system cost. Ms. Varney responded that the Village spent $30,000 in 1983 and $20,000 In 1986. Mayor Heffernan spoke about special taxing districts and the need for more applications with the present system. Mr. Fernandez complimented Ms. Varney on the format of the capital plan documents. NON -DEPARTMENTAL Ms. Varney requested a new copy machine to replace the current 1988 machine. POLICE Chief Zoovas gave a brief history of his department with regard to forfeiture funds and vehicle usage. Mr. Boyle asked how many officers are on duty on any one shift. Chief Zoovas replied at least 3 and often, 7 plus 1 complaint officer. Mr. Cook asked about financing of police cars. Ms. Varney responded. RECREATION Mr. Johnson asked Mr. Varney about play equipment. Mr. Varney responded that the equipment was for the Tot Lot to replace old equipment and to add new equipment. Mr. Fernandez asked if the Recreation Advisory Board reviews the purchase of play equipment. Mr. Varney replied yes. Mr. Cook asked about facility repair for the future. Mr. Fernandez spoke about the 5 acres north of the Club for use as a vita course. Mr. cook suggested a training facility for the police. The consensus of Council was to remove the pool lift Item from the 5 year capital plan. LIBRARY Mr. Cook spoke about the use of new technology at the Library to make it a media center. Mayor Heffernan stated that Ms. Esper should be encouraged to propose more Items for the Library. Mayor Heffernan inquired about having volunteers paint the Library. PUBLIC WORKS Mayor Heffernan suggested that the gas pumps and containment assessment report could be paid for from forfeiture funds. Mr. Boyle asked if, with planning, could the underground locator be eliminated. Mr. Benton stated that It could be eliminated. Mr. Boyle suggested striking the downtown banners from the budget. Mr. Fernandez suggested looking at the banners in 1994-95 to see how they look. The consensus of Council was to delete the banners. Mr. Benton described the railings at Bayfront Park. Mr. Cook asked about the tree crane and sidewalk repair. Mr. Benton responded. FUNDING Ms. Varney described the funding method for the 5 year plan. She spoke about special assessment funding. Mr. Fernandez spoke about how the districts will be created. Mr. Johnson stated that all groups will have to participate in special assessment districts and that no group will be exempt. The Council members expressed concern regarding how the Village would be divided up to create different districts. Mr. Boyle suggested having the Village as 1 district so everybody would be assessed the same. He stated that if more than one district was necessary then have as few as possible so the fees will be as uniform as possible. WASTE FEES Ms. Varney described how the waste fees are calculated. She stated that the proposed fee for 1993-94 Is $446.00. Mayor Heffernan spoke about the benefits of the use of debt for capital funding. Mr. Cook suggested spreading out the cost of garbage trucks such as that done with police cars. Mr. Johnson stated that the Council shouldn't rule out the use of debt in the future. Mr. Johnson and Mayor Heffernan suggested spreading out the cost of waste removal to reduce the 93-94 waste fee. Mr. Fernandez objected to the use of debt solely for the ease of accounting when the actual cost to the taxpayers would be significant. Mr. Benton stated that the Village doesn't have the mi1lage left in the 10 mil cap to set aside millage Indefinitely for future projects. STORMWATER Mr. Benton stated that the Village has signed an Interlocal Agreement with Dade County to assess our community to pay for the stormwater project.
