REGULAR COUNCIL MEETING
DECEMBER 1, 1992
The regular meeting of the Miami Shores Village Council
was held on December 1, 1992, at the Miami Shores Village
Hall commencing at 7:35 p.m. with the following members
present:
Mayor Steven Johnson
Herb Spahn
Stephen Loffredo
Robert Cook
Also present: Gall Macdonald
William F. Fann
Absent: Henry T. Courtney
ITEM *1 MINUTES
Mr. Cook moved approval of the minutes from the Regular Council
Meeting of 11/17/92. Mr. Spahn seconded the motion and the vote
was unanimous In favor. Mayor Johnson acknowledged receipt of
the minutes from the following meetings:
Recreation Advisory Committee 10/12/92
Historic Preservation Board 11/10/92
Planning and Zoning Board 10/22/92
ITEM *2 A RESOLUTION OF MIAMI SHORES VILLAGE COUNCIL EXPRESSING
OPPOSITION TO STATE LEGISLATION REQUIRING MUNICIPALITIES TO
TOTALLY FUND STATE BUREAU THAT REVIEWS MUNICIPAL PENSION FUNDS.
Mayor Johnson read the caption of the resolution and Ms.
Macdonald explalned the background and recommended approval.
Mr. Loffredo moved approval of the resolution. Mr. Spahn
seconded the motion and the vote was unanimous In favor.
ITEM *3 A RESOLUTION OF THE CITY OF MIAMI SHORES VILLAGE,
FLORIDA REQUESTING THE FLORIDA LEGISLATURE TO PROVIDE DADE
COUNTY WITH THE FINANCIAL ABILITY TO RECOVER FROM HURRICANE
ANDREW BY EQUITABLY DISTRIBUTING THE INCREASED SALES TAX DOLLARS
WHICH ARE BEING COLLECTED AS A DIRECT RESULT OF HURRICANE
ANDREW. Mayor Johnson read the caption of the resolution. Ms.
Macdonald explained the background. Mr. Spahn moved approval.
Mr. Loffredo seconded the motion and the vote was unanimous In
favor.
ITEM *4 AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING
THE CODE OF ORDINANCES OF MIAMI SHORES VILLAGE BY ENACTING AND
ADDING THERETO A NEW CHAPTER TO BE NUMBERED 22 ENTITLED "FLOOD
DAMAGE PREVENTION"; PROVIDING FOR PENALTY, REPEAL AND
SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. First Reading,
Mayor Johnson read the caption of the ordinance. Ms. Macdonald
stated that the ordinance must be passed on first and second
reading by January 19th so the residents of Mlaml Shores will be
able to purchase flood Insurance. She stated that the
ordinance can be sent back to P&Z for review after it is passed
and can be amended at a later date If necessary. She
recommended approval on first reading. Mr. Fann recommended
proceeding with the ordinance so residents can get flood
Insurance. Mr. Spahn moved approval of the Flood Damage
Prevention Ordinance. Mr. Loffredo seconded the motion and the
vote was unanimous in favor.
ITEM *5 AN ORDINANCE AMENDING SECTION 400 OF ARTICLE IV, MIAMI
SHORES VILLAGE ZONING ORDINANCE NUMBER 270, AS AMENDED;
ESTABLISHING LANDSCAPING DESIGN AND MAINTENANCE STANDARDS AND
DEFINITIONS IN CONNECTION THEREWITH; PERMITTING VEGETABLE
GARDENS; PROVIDING FOR EFFECTIVE DATE. Second and Final
Reading. Mayor Johnson read the caption of the ordinance and
Ms. Macdonald recommended approval. Mr. Cook moved approval.
Mr. Loffredo seconded the motion and the vote was unanimous In
favor.
ITEM *6 AN ORDINANCE AMENDING SUBPARAGRAPHS (4) (f), (4) (g)
and (4) (h) of SECTION 225 OF MIAMI SHORES VILLAGE ORDINANCE
NUMBER 270, AS AMENDED, BY REDESIGNATING SAID SUBPARAGRAPHS TO
BE SUBPARAGRAPHS (4) (g), (4) (h) and (4) (I) RESPECTIVELY;
ESTABLISHING NEW SUBPARAGRAPH (4) (f) TO INCLUDE APPROVAL OF
METAL OR FABRIC ROOFS FOR PORCHES, PATIOS AND CARPORTS UNDER
CERTAIN CONDITIONS; AMENDING SECTION 1002 THEREOF BY
ELIMINATING REQUIREMENT THAT NOTICE BY MAIL BE REGISTERED;
PROVIDING EFFECTIVE DATE. Second and Final Reading, Mayor
Johnson read the caption of the ordinance. Ms. Macdonald
clarified the points of the ordinance and recommended approval.
Mr. Cook so moved. Mr. Spahn seconded the motion and the vote
was unanimous In favor.

Mayor Johnson read the announcements.
ITEM *8 PUBLIC COMMENTS
There were no public comments.
ITEM *9 COUNCIL COMMENTS
Mr. Cook spoke about holiday painting at the post office and the
David M. Griffith contract expenses and the new North Miami
reoccupancy ordinance.
Mr. Loffredo wished the public a happy Thanksgiving and also spoke
about the new ordinance In North Miami.
Mayor asked the public to attend Miami Shores fun holiday events
and to support events In the Shores.

The meeting was adjourned at 8:12 p.m.
