09-01-1992 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING SEPTEMBER 1, 1992 The regular meeting of the Miami Shores Village Council was held on September 1, 1992, at the Miami Shores Village Hall commencing at 7:35 p.m. with the following members present: Mayor Steven Johnson Stephen Loffredo Robert Cook Also present: Gall Macdonald William F. Fann Absent: Herb Spahn Henry T. Courtney ITEM *1 MINUTES Mr. Cook amended the minutes from the 8/4/92 Regular Council meeting to add the word October In his discussion regarding placing the barricade Issue on the ballot, and moved approval as amended. Mr. Loffredo seconded the motion and the vote was unanimous In favor. Mayor Johnson acknowledged receipt of the minutes from the following meetings: Recreation Advisory Committee 7/13/92 Fine Arts Commission 6/9/92 Pension Board 7/23/92 ITEM *2 VILLAGE MANAGER'S REPORT. Ms. Macdonald delivered her report regarding the effects of Hurricane Andrew on Miami Shores. She outlined the resultant cost: 1.4 million total and $175,000 out of pocket If the Village has to pay a percentage. Ms. Macdonald expressed her gratitude to Village staff and especially to Mr. Benton whom she said was the backbone of the recovery operation. Mayor Johnson also expressed his gratitude to Mr. Benton for his efforts In Miami Shores. Mr. Loffredo commended the Police and Public Works Departments on efficiency In handling the crisis. Mr. Loffredo asked whether the Village will get reimbursed for replacement trees. Ms. Macdonald responded yes. Mr. Benton spoke about the amount of debris In the Village and why it is being burned. Mr. Cook thanked the employees of the Village and commended Public Works for picking up trash before the hurricane. He also thanked Mr. LuBien for being tough on building codes. ITEM *3 PUBLIC HEARING REGARDING EXISTING TEMPORARY BARRICADES. Ms. Macdonald Introduced the item and Mayor Johnson asked for public Input. Mr. Mark Sell: Asked about costs for the protect. Mr. Cook stated that he wanted to broaden public comments to Include the cost of the barricade program. Reverend Don Flachmeier: N.E. 104 Street west of 2 Avenue Adversely effects exit from his parking lot. Mr. Leon Newman: N.W. 1 Court north of N.W. 95 Street Mr. Jim Condit: Ms. Alicia Magnum: Mr. Mike Maguire: Ms. Roxanne Davies: Mr. Joe Duffey: Mr. Brian Smith: Ms. S. Lapinski: Use of alley Is a problem. N.E. 97 Street east of Biscayne Boulevard Asked why Install barricade at this location. N.E. 105 Street west of 2 Avenue Barricade working well. Spoke about negative effects of barricades. 104th, 105th 106th Streets at 2nd Avenue Barricades working well. N.E. 104 Street west of 2 Avenue Barricade is an Improvement over nothing at all at that location. Back off barricade protect and opposed to barricades at 104th, 105th and 106th Streets. N.W. 1 Court north of N.W. 95 Street N.W. 1 Avenue north of N.W. 95 Street Opposed to barricades at these locations due to problems exiting her property. Ms. Loretta Olson: Against barricades especially with debris In the streets. Ms. Nancy Williams: N.E. 106 Street west of 2 Avenue Enjoying barricade. Mr. Cory Gittner: N.E. 105 Street west of 2 Avenue Difficult to get to his home from work. Mr. Larry McClure: N.E. 106 Street west of 2 Avenue Thanked Council for barricade at this location. Mr. Loffredo stated that he was In favor of the barricades as presented; however, he Is concerned with the barricades at N.W. 1 Court north of N.W. 95 Street and N.E. 104 Street west of 2 Avenue. Mr. Cook stated that he was concerned with the barricade at N.W. 1 Court north of N.W. 95 Street. He proposed contacting residents In the area to see If there are any problems with that location. Mayor Johnson concurred with Mr. Loffredo and Mr. Cook's comments. ITEM *4 AN ORDINANCE AMENDING SECTION 9-42 OF THE CODE OF ORDINANCES OF MIAMI SHORES ADOPTING ANNUAL CHARGES FOR WASTE COLLECTION; PROVIDING FOR EFFECTIVE DATE. Mayor Johnson read the caption of the ordinance. Ms. Macdonald explained the ordinance. She stated that the garbage fee for the upcoming year will be $384 and recommended passage of the ordinance on an emergency basis. Mr. Loffredo moved approval in passage of the ordinance on an emergency basis. Mr. Cook seconded the motion and the vote was unanimous In favor. ITEM *5 REQUEST TO APPROPRIATE FUNDS BUDGETED FOR ANNUAL POLICE CHIEF'S DINNER TO BE DONATED TO HURRICANE DISASTER RELIEF FUND. Ms. Macdonald Introduced the item and reviewed the background. She stated that the request is for $1903 to be reallocated to hurricane relief funds. Mr. Cook moved approval of the request to appropriate funds budgeted for the annual police chief's dinner and that the funds be donated to the hurricane disaster relief fund. Mr. Loffredo seconded the motion and the vote was unanimous In favor. Ms. Macdonald asked to place an emergency Item on the agenda regarding K9 competition and the use of forfeiture funds. Mr. Loffredo moved to place the item on the agenda on an emergency basis. Mr. Cook seconded the motion and the vote was unanimous in favor. Mr. Cook explained what forfeiture funds are. Mr. Loffredo moved approval of the use of forfeiture funds. Mr. Cook seconded the motion and the vote was unanimous in favor. ITEM *6 ANNOUNCEMENTS Mayor Johnson read the announcements. ITEM *7 PUBLIC COMMENTS Mr. Mike Maguire: Mr. Mike Boyle: Mr. Brian Smith: Ms. Loretta Olson: Mr. Mark Sell: Spoke about barricades. Spoke highly of Public Works and the Police Department regarding their efforts during the hurricane. Spoke about his appreciation of Village Services and about heavy equipment on private property. Spoke about crime In the Village and barricades. Spoke about the Barricade vote In October. ITEM *8 COUNCIL COMMENTS Mr. Cook spoke about holding an additional budget workshop, the cost of hurricane clean-up and reimbursement from FEMA. Mr. Loffredo stated that he was Impressed by the speed of the response of Public Works and the professionalism of the Police. He suggested using Miami Shores facilities to shelter people who are homeless as a result of the hurricane. Mayor Johnson complimented Village staff and stated that Mr. Loffredo's Idea regarding using Miami Shores facilities Is an excellent Idea.
