BUDGET WORKSHOP MEETING
JULY 15, 1992
The Budget Workshop of the Miami Shores Village Council
was held on July 15, 1992, at the Miami Shores Community
Center commencing at 7:17 p.m. with the following members
present:
Mayor Steven Johnson
Henry T. Courtney
Herb Spahn
Stephen Loffredo
Robert Cook
Also present: Gall Macdonald
William F. Fann
Mayor Johnson convened the meeting at 7:17.
ITEM *1 LIBRARY
Mr. Loffredo asked why the budget for the Library is lower than
two years ago. Ms. Esper responded that 1 position has been
cut. Ms. Macdonald reviewed the items that were cut from the
budget and the ways that the Library can acquire alternate
funding for the Items. Mr. Courtney proposed adding back the
lighting requests. Mayor Johnson agreed with Mr. Courtney. The
consensus of Council was to add back the lighting needs.
ITEM *2 PUBLIC WORKS
STREETS:
Ms. Macdonald spoke about repair of sidewalks and the creation
of Special Benefit Districts. She stated that tax exempt
entitles are not excluded from paying their fair share. She
introduced Mr. Bob Sheets from David Griffith Inc. Mr. Sheets
gave a presentation regarding funding local programs with non -ad
valorem tax revenue. Mr. Loffredo asked Mr. Sheets If schools
and churches also have to pay. Mr. Sheets responded that the
Institutions cannot escape paying. Ms. Macdonald suggested
using this years resurfacing funds to pay for a study performed
by David Griffith Inc. Mr. Spahn stated that institutions are
not on streets that would be resurfaced and asked how it would
work. Mr. Sheets responded. Mr. Spahn asked what the cost
would be for the study. Ms. Macdonald responded that It Is
unknown at this time but would be approximately $20,000. Mr.
Courtney stated that he likes the general idea of the proposal.
He suggested Investigating the situation and reporting back to
Council. Ms. Macdonald suggested allocating street resurfacing
funds In the amount of $20,000 for a study and the balance for
other protects. Mayor Johnson suggested leaving the funds In
the budget for resurfacing and reallocate the funds for a study
at a later date If the Council decides to proceed In the future.
Mr. Sheets stated that he can complete the study In 90 days.
Mr. Brian Gart: Suggested seeking legal advice
before proceeding.
WASTE
Ms. Macdonald spoke about recycling and contracting out. She
recommended contracting with Community Recycling to do Miami
tnat tney wiii accept Mr. bpann s suggestion.
ITEM *3 VILLAGE MANAGER
Discussion ensued regarding the attendance at educational
conferences. Mr. Cook asked about graduate studies. Ms.
Macdonald replied that it Is a 50/50 proposition and that it was
agreed upon when she was hired.
Ms. Jean Blum: Asked about car allowances.
Mayor Johnson discussed car allowances.
ITEM *4 FINANCE
Mr. Loffredo spoke about the Finance Department In relation to
the Country Club. Ms. Macdonald stated that the Department has
reduced personnel since the divestiture of the Club. Mr.
Loffredo suggested cutting out the Assistant Finance Director
position. Ms. Varney responded to the suggestion. Mr. Loffredo
withdrew his suggestion.
Mr. Ed Harrigan: Spoke about different areas of the
Finance Department.
Mr. Brian Gart: Asked about the Village auditors.
Mayor Johnson described the auditing of the Country Club books.
Ms. Varney discussed the cost of auditing.
Mr. Richard Fernandez: Spoke about auditing the Country
Club books.
Mayor Johnson stated that the Finance Department should look at
the Club Contract to see what extent the Village can look at the
Country Club books. He also stated that the Village should
check the reporting requirements of a private entity when
dealing with a government.
