06-09-1992 Workshop MeetingMIAMI SHORES VILLAGE 5 YEAR CAPITAL PLAN WORKSHOP JUNE 9, 1992 The workshop meeting of the Miami Shores Village Council was held on June 9, 1992, at the Miami Shores Village Hall commencing at 6:30 p.m. with the following members present: Mayor Johnson Henry T. Courtney Herb Spahn Stephen Loffredo Robert Cook Also present: Gall Macdonald Absent: William F. Fann Mayor Johnson called the meeting to order. Mr. Spahn stated that $60,000 was not included In the plan to be set aside for the pool. LIBRARY Mr. Cook asked about computers for the library. Ms. Esper replied that maybe In the future for the administration but not for the public. She stated that the funds would come from donations. FINANCE DEPARTMENT/NON DEPARTMENTAL Mayor Johnson asked about the request for a laser printer. Ms. Varney stated that Epson has the most functions and will grant a maintenance contract. Mr. Loffredo stated that he has received many complaints regarding VIIIage Hall phone system. Mr. Spahn stated that the Village should waft until the new phone numbers are published before any changes are made in the system. Ms. Varney described our current system and the proposed system. Mr. Spahn asked for a net proposal with all of the changes Included. Mr. Courtney stated that the current phone system Is not serving the residents well. Mayor Johnson and Mr. Cook both stated that the big problem Is that callers must hang up to get the desired department. Mr. Loffredo stated that he cannot support the present proposal. BUILDING AND ZONING Mr. Spahn asked why LuBien replied that driver can see over report on the miles car. a van Is needed and not a compact car. Mr. a van Is taller than a compact car and the walls and bushes. Mr. Spahn asked for a per gallon rating for a van and a compact POLICE DEPARTMENT Chief Zoovas described the purchasing program and the operating procedures for the department's fleet. He also described the use of forfeiture funds. RECREATION DEPARTMENT Detailed discussion ensued regarding the pool. Mr. Loffredo stated that he was against hiring engineers to study the pool. Mr. Varney stated that paving the tot lot walkways would help keep the kids cleaner. Mr. Varney described the Athletic Booster Club. The consensus of Council was to eliminate the court lights and the sprayer from the budget. DOWNTOWN REVITALIZATION Mr. Courtney stated that he was not In favor of the expenditure for the crosswalk pavers. Mr. Loffredo stated that he was in favor of installing the pavers at the intersections of NE 2nd and 95th and 96th Streets. Mr. Spahn stated that the public is against the crosswalk pavers. Mayor Johnson stated that he was In favor of 95th and 96th Streets. Mr. Cook stated that his position has not changed and he Is still against the protect. PUBLIC WORKS Mr. Benton described the recycling of plastics and the need for a new recycling vehicle. Mr. Cook stated that the Industry Is changing and the Council should hold off. Mr. Spahn asked for a proforma on plastic recycling and an update on the entire recycling program. He also suggested an education program for residents west of N. Miami Avenue who are not participating In recycling. Mr. Benton described the 103rd Street beautification program. Mr. Courtney stated that it Is very Important for the Image of the Shores to initiate the project. Mr. Loffredo stated that the project should be funded by barricade tax funds. Mr. Courtney left the meeting at this time. Mr. Loffredo stated that the seawall railings can last 1 more year. Mr. Benton described the sidewalk repair program. He stated that the sidewalks would only be repaired around the trees that the Village Is responsible for. Mr. Spahn suggested not contracting out the sidewalk repair work and hiring more men to do the work. The consensus of Council was to eliminate the following Items from the budget: Recycling vehicle Seawall railings Village Hall air handler A wheel balance machine and car lift was also eliminated from the budget to be paid for with forfeiture funds.
