REGULAR COUNCIL MEETING
MAY 5, 1992
The regular meeting of the Miami Shores Village Council
was held on May 5, 1992, at the Community Center commencing
at 7:37 p.m. with the following members present:
Mayor Johnson
Henry T. Courtney
Stephen Loffredo
Robert Cook
Also present: Gail Macdonald
William F. Fann
Absent: Herb Spahn
ITEM *1 MINUTES
Mr. Loffredo moved approval of the minutes from the 4/21/92
Regular Council meeting. Mr. Cook seconded the motion and the
vote was unanimous in favor. Mayor Johnson acknowledged
receipt of the minutes from the following meetings:
Planning and Zoning Board 3/26/92,4/2/92,4/9/92
Mr. Loffredo asked that an emergency Item be placed on the agenda
entitled: 39ers BUS REQUEST. Mr. Cook seconded the request. Mr.
Loffredo asked for a few programs for the 39ers in May and June.
Ms. Loretta Olson asked for support for senior citizen programs.
Ms. Macdonald stated that the bus Is not air conditioned and that
the Village will provide programs in May and June for the 39ers.
Mr. Courtney moved to approve this item. Mr. Loffredo seconded
the motion and the vote was unanimous In favor.
ITEM *2 PRESENTATION OF RESULTS OF TRAFFIC STUDY. Ms. Macdonald
Introduced the item and reviewed the 7 remediation locations
studied by the traffic engineers. The following Is a summary of
their findings:
Location *1 - NE 111 Street at NE 2 Avenue
Recommendations: Install semi -actuated traffic signal at NE 111 Street and
NE 2 Avenue (T -Intersection with a west leg) when final
approval is granted by Dade County based on the signal
warrants and justification provided In this report.
Location *2 - NE 96 Street East of Biscayne Boulevard
Recommendations: Generally reduce roadway width on NE 96 Street Between
Biscayne Boulevard and NE 12 Avenue to 24 feet with strip-
ing and regularly spaced planting areas which would still
allow cars to park on the street. Design for the required
number of Intersection approach lanes and their storage
lengths so that the proposed two lane Ilnk level of
service on NE 96 Street would be preserved.
'cation *3 - NE 10 Avenue South of Biscayne Boulevard
ecommendations: Implement the following on the north and south approaches
of NE 10 Avenue to Biscayne Boulevard and at NE 98 Street
and Biscayne Boulevard: remove asphalt of receiving land
and remove the double yellow center line currently striped
to the stop bar at Biscayne Boulevard; attach "RIGHT TURN
ONLY" signs on stop sign posts.
ocation *4 - NE 100 Street West of Miami Shores Country Club
ecommendations: Install "all -way" stop signs at intersection of Club Drive
and NE 100 Street, and at NE 9 Avenue and NE 100 Street.
Location *5 - NE 105 Street East of NE 2 Avenue
Recommendations: Install traffic dlverter modification on NE 105 Street
east of NE 2 Avenue; post "No Left Turn" sign to be re-
stricted to before and after school hours only, on south
approach of NE 5 Avenue at NE 105 Street; conduct delay
study on eastbound left turns from NE 103 Street to NE 5
Avenue and on eastbound right turns from NE 105 Street to
NE 6 Avenue after the above Improvements are in place to
determine If construction of turn lanes Is Justified as a
result of the rerouted school traffic.
Location *6 - Park Drive at NE 95 Street
Recommendations: Restrict the hours that the children can use the play-
ground so that they will not be crossing Park Drive be-
tween 8:30 am and 9:30 am; remove parking spaces on Park
Drive adjacent to crosswalk north of NE 95 Street to im-
prove sight distance and parking efficiency.
'_ocation *7 - NE 102 Street and NE 101 Street at NE 6 Avenue
ecommendations: Install "school hours" turn prohibition signs for north
and southbound traffic on NE 6 Avenue at the intersection
of NE 102 Street, and NE 101 Street.
Mr. David Plummer delivered his report to the Council and stated that there
will not be a problem with the traffic diverted by the street closures
studied.
ITEM *3 DISCUSSION AND POSSIBLE ACTION REGARDING TRAFFIC REMEDIATION
RECOMMENDATIONS.
Mayor Johnson asked for public comments for each remediation location.
twenty three residents gave their views regarding traffic remediation at
each location.
ITEM *4 DISCUSSION AND POSSIBLE ACTION REGARDING PHASE II OF STREET
CLOSURE PROGRAM.
Mayor Johnson asked for public comments regarding Phase II of the street
closure program. Fifty-five residents responded.
Mr. Courtney stated that the N. Miami Avenue plan is not In the best
interest of the whole Village and that 95th Street and 103rd Street would
be overburdened with traffic. He stated that he was not In favor of a
street closure at the end of Grand Concourse. He also stated that perimeter
barricades are good; however, interior barricades are divisive. Mr.
Loffredo stated that the N. Miami Avenue plan appears to create a huge
Ivision In the community and it would be a mistake. Mr. Cook stated that
e cannot support the N. Miami Avenue plan because it would divide the
Dmmunity. He stated that he was not in favor of closing 105th Street at
. N 2nd. He also stated that he was In favor of closing 105th Street at NE
2nd Avenue and Park Drive at 95th Street. Mayor Johnson urged the public
to get Involved and stay Involved in the community. He stated that he was
In favor of closing 112th Terrace and NW 5th Avenue. He also stated that
there was a real problem north of 103rd between 2nd Avenue and N. Miami
Avenue. There was a consensus of Council to close streets at:
NE 104 Street West of NE 2 Avenue
NE 105 Street West of NE 2 Avenue
NE 106 Street West of NE 2 Avenue
NW 112 Terrace East of NW 5 Avenue
NW 1st Court North of NW 95 Street
NW 1st Avenue North of NW 95 Street
.NE 1st Avenue North of NE 95 Street
NE 97th Street East of Biscayne Blvd.
NE 98th Street East of Biscayne Blvd.
Regarding the 7 locations for traffic remediation studied by
the traffic engineers there was a consensus of Council to
approve the following:
Location *1 - NE 111 Street at NE 2 Avenue
Request semi -actuated traffic signal at NE 111 Street and NE 2
Avenue. Install a right turn lane at same location. Investi-
gate timing of traffic Tight at NE 111 Street and No. Miami
Avenue.
Location *2 - NE 96 Street east of Biscayne Boulevard
Arrange a meeting with residents on 96th Street and Village
Staff to discuss alternatives.
Location *3 - NE 10 Avenue South of Biscayne Boulevard
Implement the following on the north and south approaches of NE
10 Avenue to Biscayne Boulevard. Remove asphalt of receiving
lane and remove the double yellow center line currently striped
to the stop bar at Biscayne Boulevard; attach "RIGHT TURN ONLY"
signs on stop sign posts. Remove asphalt on NE 98 Street at
Biscayne Boulevard and grass over area.
Location *4 - NE 100 St. West of Miami Shores Country Club
Install "all -way" stop signs at intersection of Club Drive and

Location *5 - NE 105 Street East of NE 2 Avenue

Rotate stop sign at NE 95 Street and Park Drive so traffic on
Park Drive is required to stop at that location.
Location *7 - NE 102 St. and NE 101 Street at NE 6 Avenue
Install "school hours" no stopping/standing signs for north and
southbound traffic on NE 5 Avenue at NE 102 Street, NE 101
Street, NE 103 Street and NE 104 Street.
ITEM *5 REQUEST FOR AUTHORIZATION TO TRANSMIT TRAFFIC STUDY TO
DADE COUNTY FOR FORMAL APPROVAL. Mr. Loffredo moved to submit
the following traffic and remediation plan to Dade County:
A request for street closures and barricades at the following
locations:
NE 104 Street West of NE 2 Avenue
NE 105 Street West of NE 2 Avenue
NE 106 Street West of NE 2 Avenue
NW 112 Terrace East of NW 5 Avenue
NW 1st Court North of NW 95 Street
NW 1st Avenue North of NW 95 Street
NE 1st Avenue North of NE 95 Street
NE 97th Street East of Biscayne Blvd.
NE 98th Street East of Biscayne Blvd.
Location *1 - NE 111 Street at NE 2 Avenue

Mayor Johnson read the announcements.
ITEM *7 COUNCIL COMMENTS
Mr. Courtney stated that Miami Shores is getting better every
day.
Mr. Loffredo stated that there was a good group of Interested
residents at tonight's meeting.
Mayor Johnson asked the public to stay Involved In Village
Issues and projects.
ITEM *8 PUBLIC COMMENTS
Ms. Cheryl Sell, Messrs. Bob Blum, John Baldwin, Dan Owens,
Chuck Farley, Mark Sell and Mike Maguire spoke about the street
closure program.

The meeting was adjourned at 12:34 a.m.
