REGULAR COUNCIL MEETING
APRIL 21, 1992
The regular meeting of the Miami Shores Village Council
was held on April 21, 1992, at the Miami Shores Village Hall
commencing at 7:31 p.m. with the following members present:
Mayor Johnson
Herb Spahn
Stephen Loffredo
Robert Cook
Also present: Gall Macdonald
William F. Fann
Absent: Henry T. Courtney
Mayor Johnson presented a proclamation to the Deputy Village
Clerk proclaiming May 3rd - May 9th as Municipal Clerk Week In
Miami Shores.
ITEM *1 MINUTES
Mr. Loffredo moved approval of the minutes from the 3/17/92
Regular Council meeting. Mr. Spahn seconded the motion and the
vote was unanimous In favor. Mayor Johnson acknowledged
receipt of the minutes from the following meetings:
Pension Board 2/27/92
Historic Preservation Board 3/16/92
Country Club Advisory Board 3/25/92
Recreation Advisory Committee 3/9/92
Planning and Zoning Board 2/27/92, 3/12/92
Code Enforcement Board 4/2/92
ITEM *2 AWARD OF BID FOR VILLAGE BANKING SERVICES. Ms. Macdonald
Introduced the Item and stated that Barnett Bank has provided
banking services for the the past 6 years. She also stated that
the Village has gone out to bid this year, not because of any
problems with Barnett Bank, but because the banking industry Is in
a state of flux. Ms. Macdonald stated that the Village received 2
bids: Barnett Bank and Sun Bank. She recommended awarding the bid
to Barnett Bank who was the low bidder. Mr. Cook so moved. Mr.
Loffredo seconded the motion and the vote was unanimous In favor.
ITEM *3 DISCUSSION AND POSSIBLE ACTION REGARDING REVISION OF
VILLAGE BUILDING PERMIT SYSTEM. Mr. Cook introduced the Item and
reviewed the current building permit system. He requested the
Planning and Zoning Board Investigate a system of acquiring a new
type of permit described by Mr. Cook called a "Notice to Perform
Building Maintenance/Repair". He stated that this permit would be
only for repairs that in no way Increase the value of the property
and that the permit' would cost In the range of $10 - $12. Mr.
Spahn asked If the repairs would have a dollar limit to qualify
for this type of permit. Mr. Cook replied that that
decision should be left to the P&Z Board. Mr. Spahn stated that
determining fees is part of the budget process after a
recommendation from the Village administration. Mr. Loffredo
stated that he was concerned that without a dollar limitation who
Is going to say what is a repair and what Is remodeling? Mayor
Johnson stated that this Is a good 'Idea that would Increase
compliance; however, a dollar limitation Is necessary. Mr. Cook
suggested that possibly only the property owner could take
advantage of the notice to repair permit. Mr. Loffredo suggested
letting the Village administration work on it first.
ITEM *4 ANNOUNCEMENTS
Mayor Johnson read the announcements.
ITEM *5 COUNCIL COMMENTS
Mr. Spahn spoke about the Public Hearing on May 5th regarding
street closures.
Mr. Loffredo spoke about the ground breaking at the site of the
new Phyllis Miller Elementary School.
ITEM *6 PUBLIC COMMENTS
Mr. Condit spoke about the Council spending the Village's funds
and about street closures.
Ms. Loretta Olson spoke about the .need for programs for the
elderly at the Community Center.
Mr. Loffredo asked to place programs for the elderly on the agenda
for a report.
Mr. Mike Maguire spoke about his study of the street closures and
that street closures cause more crime.
Mr. Buechele spoke about street closures and emergency response
from outside agencies.
