REGULAR COUNCIL MEETING
DECEMBER 3, 1991
The regular meeting of the Miami Shores Village Council
was held on Tuesday, December 3, 1991, at the Miami Shores
Village Hall commencing at 7:33 p.m. with the following
members present:
Mayor Johnson
Henry T. Courtney
Herb Spahn
Stephen Loffredo
Also present: Gail Macdonald
William F. Fann
Absent: Robert Cook
The Invocation was delivered by Reverend Porizky from the Miami
Shores Presbyterian Church.
Chief of Police, Charlie Skalaski from the Coral Gables Police
Department presented a $90,307.80 check to Chief Zoovas and the
Miami Shores Police Department for their participation In the
"Operation Greenback" program. Deputy Chief Jim Butler, from the
Coral Gables Police Department, presented a plaque to Miami
Shores Detective Bruce Campora for his participation in the
"Operation Greenback" program.
Mr. Hank Gaggstatter presented a plaque for historical landmark
designation to Mr. Ken Lang's representative.
ITEM *1 MINUTES
Mr. Loffredo asked for additions to the minutes from the
11/19/91 Regular Council meeting for clarification purposes and
moved approval of the minutes as amended. Mr. Spahn seconded
the motion and the vote was unanimous In favor. Mayor Johnson
acknowledged receipt of the minutes from the following meetings:
Fine Arts Commission 10/21/91
Recreation Advisory Committee 10/21/91
ITEM *2 REQUEST FOR APPROVAL TO EXECUTE INTERLOCAL AGREEMENT WITH
DADE COUNTY FOR ONE-STOP FILM PERMITTING. Ms. Macdonald reviewed
the background and recommended that the Council authorize the
Village Manager to execute the agreement. Mr. Courtney stated
that one-stop film permitting Is good for the County, the film
Industry and Miami Shores. Mr. Loffredo stated that he was In
favor of the agreement. Mr. Courtney moved to authorize the
Village Manager to execute the Interlocal agreement. Mr. Loffredo
seconded the motion and the vote was unanimous In favor.
ITEM *3 DISCUSSION AND POSSIBLE ACTION REGARDING TRAFFIC
ENGINEERS FEE PROPOSALS. Ms. Macdonald reviewed the background
and stated that the proposed traffic study Is broken down Into 3
phases. She stated that the bid for the three phases Is as
follows:

Ms. Macdonald recommended that the Village Council authorize David
Plummer and Associates to proceed with Phase 1 and Phase II of the
traffic study at a total cost of $34,650. She introduced Mr. John
Taylor, Vice President and General Manager of David Plummer and
Assoc. Mr. Loffredo moved to adopt the proposal of the Village
Manager and engage David Plummer and Associates to conduct Phase 1
and Phase II of the traffic study. Mr. Spahn seconded the motion
and asked If the study and public hearings are all that Is
necessary to satisfy the County. Ms. Macdonald replied yes. Mr.
Taylor described what Is Involved in the study. Mr. Loffredo
suggested including studying turning counts at 95th and NE 2nd
Avenue. Mr. Taylor stated that he will include Mr. Loffredo's
suggestions in the study at no additional cost.
Mr. Jim Condit: Asked if the study was an Independent
study.
Mr. Taylor replied that the study is Independent with the Village
as the client.
Mr. Mark Sell: Asked what the cost of Phase II of the
street closure program is and why Is
the Issue not going to the P&Z Board.
Ms. Macdonald replied the cost Is roughly $165,000 and Mr. Spahn
stated that the Village is using outside experts Instead of the
P&Z Board. The vote was unanimous in favor.
ITEM *4 DISCUSSION REGARDING CAPS ON CODE ENFORCEMENT FINES.
Ms. Macdonald reviewed the background and proposed having 1 cap of
$10,000 for all offenses to streamline the system. Mr. Spahn
spoke about the problem with repairing homes of people who don't
keep up with repairs and charging it like a mechanics lien. Mr.
Fann stated he would study the issue. The consensus of the
Council was to move forward with the ordinance.

Mayor Johnson read the announcements.
ITEM *6 COUNCIL COMMENTS
Mr. Spahn thanked Chief Zoovas for upgrading the Police
Department.
Mr. Courtney spoke about encouraging residents to turn In hand
guns and the visit of Estelle Getty to the Miami Shores Theater.
Mr. Loffredo commended the Police Chief and the Police Department
for their good work and the upcoming boundary meeting for State
School V.
Mayor Johnson congratulated the Police Department for
professionalism and the quality of the department.
ITEM *7 PUBLIC COMMENTS
Mr. Jim Condit:
Asked about the money received by the
Police Department and spoke about the
potential problems with garbage trucks
backing up in the Village.

The meeting was adjourned at 8:30.
