REGULAR COUNCIL MEETING
JUNE 18, 1991
The regular meeting of the Miami Shores Village Council
was held on Tuesday, June 18, 1991, at the Miami Shores
Village Hall commencing at 7:30 p.m. with the following
members present:
Mayor Johnson
Robert Cook
Henry T. Courtney
Herb Spahn
Stephen Loffredo
Also present: Gall Macdonald
William F. Fann
The invocation was delivered by Reverend Thomas Weber from the
Rader Memorial United Methodist Church.
ITEM *1 MINUTES
Mr. Courtney moved approval of the minutes from the Regular
Council Meeting of 6/4/91. Mr. Spahn seconded the motion and
the vote was unanimous In favor. Mr. Spahn moved approval of
the minutes from the Long Range Financial Planning Workshop of
6/11/91. Mr. Courtney seconded the motion and the vote was
unanimous In favor. Mayor Johnson acknowledged receipt of the
minutes from the following meetings:
Recreation Advisory Board 5/20/91
Fine Arts Commission 5/20/91
ITEM *2 APPOINTMENTS TO MIAMI SHORES BOARDS AND COMMISSIONS.
a. Fine Arts Commission
Ms. Macdonald stated that there Is 1 full term vacancy which will
end In 1994. She also stated that there are 2 applicants for the
position and that Ms. Anne Petersen called her and could not be
at the meeting; however, she Is very Interested in seeking
reappointment. Mr. Craig Brush spoke to the Council regarding
his qualifications for the position. Mayor Johnson stated that
Ms. Petersen called him and would like to continue her work on
the Board. The vote by paper ballot Is as follows:
Courtney - Brush
Cook - Petersen
Spahn - Petersen
Mayor - Petersen
Loffredo - Absent
Ms. Petersen was reappointed to the Board.
b. Library Board of Trustees
Mr. Spahn moved to reappoint Mr. C. James Stuart to the Library
Board. Mr. Courtney seconded the motion and the vote was
unanimous in favor.
ITEM *3 ANNUAL LIBRARY REPORT.
Mr. James Stuart delivered the Brockway Memorial Library 43rd
Annual Report. He reviewed the statistics of the Library
regarding: the size of the collection, number of members and
usage of the library. He also reviewed the programs that are
hosted by the Library.
ITEM *4 A RESOLUTION OF THE CITY OF MIAMI SHORES VILLAGE,
FLORIDA, REQUESTING RELIEF FROM PARTICIPATION IN THE COLLECTION
OF BUILDING CODE COMPLIANCE FEES ON BEHALF OF DADE COUNTY AS
CURRENTLY PROPOSED IN THE REVISIONS TO CHAPTER 8 OF THE
METROPOLITAN DADE COUNTY CODE AND PROVIDING FOR TRANSMITTAL.
Mayor Johnson read the caption of the resolution. Ms. Macdonald
reviewed the background and stated that the program proposed by
Dade County will cost Miami Shores money to administer.
Mr. Loffredo arrived at the meeting at this time.
Mr. Spahn moved for adoption of the resolution. Mr. Courtney
seconded the motion and the vote was unanimous with Mr. Loffredo
abstaining due to his absence during the discussion of the
resolution.
ITEM *5 A RESOLUTION OF THE CITY OF MIAMI SHORES VILLAGE URGING
THE FEDERAL GOVERNMENT TO ALLOW HOMESTEAD AIR FORCE BASE TO RE-
MAIN OPEN AND PROVIDING FOR TRANSMITTAL. Mayor Johnson read the
caption of the resolution and Ms. Macdonald reviewed the
background. Mr. Courtney moved to adopt the resolution. Mr.
Loffredo seconded the motion and the vote was unanimous in favor.
ITEM *6 REQUEST TO AWARD BID FOR FRONT END LOADER. Ms.
Macdonald reviewed the background. She stated that three bids
were received. One did not meet the specifications and the other
two were In the amounts of:
Kelly Tractor $53,511
Neff Machinery $50,200
She stated that the Public Works Director recommended purchasing
the unit from Kelly Tractor and that she concurs with the
recommendation. Mr. Cook Inquired as to the specifications with
which the bidder did not comply. Mr. Benton reviewed the unmet
specifications. Mr. Loffredo moved to accept the recommendation
of the Village Manager and the Public Works Director and award
the bld to Kelly Tractor. Mr. Spahn seconded the motion and the
vote was unanimous In favor.
ITEM *7 ANNOUNCEMENTS
Mayor Johnson read the announcements.
ITEM *8 COUNCIL COMMENTS
Mr. Spahn spoke about crime statistics and the good work of the
Village In reducing crime.
Mr. Cook spoke about the parade for the return of the soldiers.
Mr. Courtney welcomed former President Carter to Miami Shores.
Mr. Loffredo spoke about the 5th grade commencement at Miami
Shores Elementary being held at St. Rose
Mayor Johnson spoke about the parade In downtown Miami.
ITEM *9 PUBLIC COMMENTS
There were no public comments.
ITEM *10 ADJOURNMENT
The meeting was adjourned at 7:59 pm.
