06-04-1991 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING JUNE 4, 1991 The regular meeting of the Miami Shores Village Council was held on Tuesday, June 4, 1991, at the Miami Shores Village Hall commencing at 7:30 p.m. with the following members present: Mayor Johnson Robert Cook Henry T. Courtney Herb Spahn Stephen Loffredo Also present: Gall Macdonald William F. Fann The invocation was delivered by Wyborn Osborn from the Miami Shores Christian Church. ITEM *1 MINUTES Mr. Spahn moved approval of the minutes from the Regular Council Meeting of 5/21/91. Mr. Loffredo seconded the motion and the vote was unanimous in favor. Mayor Johnson acknowledged receipt of the minutes from the following meetings: Historic Preservation Board 4/15/91, 5/20/91 Recreation Advisory Board 4/8/91, 4/29/91 ITEM *2 AN ORDINANCE AMENDING SECTION 24 OF THE MIAMI SHORES VILLAGE CHARTER BY ADDING A PARAGRAPH THERETO ESTABLISHING A PROCEDURE FOR FILLING A VACANCY IN CANDIDACY IN COUNCIL CAUSED BY DEATH, WITHDRAWAL OR REMOVAL FROM THE BALLOT OF QUALIFIED CANDIDATE; ESTABLISHING AN EFFECTIVE DATE. Mayor Johnson read the caption of the ordinance. Ms. Macdonald reviewed the background and recommended approval. Mr. Spahn moved approval. Mr. Loffredo seconded the motion and the vote was unanimous In favor. ITEM *3 DISCUSSION AND POSSIBLE ACTION REGARDING RESTRUCTURING OF DOWNTOWN REVITALIZATION BOARD. Mayor Johnson passed the gavel to Mr. Cook and explained the background of the Item. Mayor Johnson moved that an ad hoc committee be appointed consisting of the following persons: Herb Spahn representing the Council Richard Fernandez representing the Planning and Zoning Board Brenda Marshall representing the Downtown Revitalization Board Owen Henderson representing the Chamber of Commerce George Frix as a commercial property owner Roy Llera as a Downtown business owner Vince Schafineister as citizen representative with Rick Fernandez to serve as chairman of the committee. In addition, staff support would be provided by the current DRB staff, Barbara Witte and Sheryl Piper, who it Is anticipated would attend all meetings of the committee. This committee is charged with study of the activities and responsibilities of the Downtown Revitalization Board with the express purpose of reporting to Council specific recommendations as to the following: Appropriate activities to be continued by the Village and activities to be encouraged to be undertaken by other groups, such as the Chamber of Commerce; Composition, form and structure of any entity proposed to replace the DRB; and goals, purpose and scope of the restructured DRB or replacing entity. Final report to be made to the Village Council no later than the August 6, 1991 Council meeting. Mr. Courtney seconded the motion. Ms. Macdonald requested that a 45 day reporting period be used to have the information for the budget hearings that will occur In July. Mr. Cook stated that he concurred with Ms. Macdonald, however the motion was not so amended. The vote was taken and was unanimous In favor. Mr. Cook passed the gavel back to Mayor Johnson. ITEM *4 DISCUSSION AND POSSIBLE ACTION REGARDING COUNCIL PARTICIPATION IN BARRY UNIVERSITY STUDENT COUNCIL. Mr. Cook reviewed the background. He stated that there Is a need to establish a means of communication between Barry University students and the Village. Mr. Courtney stated that he was In favor of Including Barry University students and faculty In Miami Shores and increasing their use of Miami Shores facilities and businesses. Mr. Loffredo stated that he agrees to serve on Barry University's Student Council if the Council is Invited. He suggested instructing Ms. Macdonald to send Barry University a letter stating that If invited the Village Council Is Interested in participating. Mayor Johnson suggested inviting a University student to be a liaison to attend Village Council meetings. There was a consensus among the Council to support Mayor Johnson and Mr Loffredo's suggestions. ITEM *5 ANNOUNCEMENTS Mayor Johnson read the announcements ITEM *6 COUNCIL COMMENTS Mr. Cook spoke about the Code Enforcement Workshop. Mr. Loffredo spoke about a sailing program at Bayfront park In Miami Shores. ITEM *7 PUBLIC COMMENTS Mr. Ed Abdella spoke about code enforcement In Miami Shores.
