04-02-1991 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING APRIL 2, 1991 The regular meeting of the Miami Shores Village Council was held on Tuesday, April 2, 1991, at the Miami Shores Village Hall commencing at 7:30 p.m. with the following members present: Herb Spahn Spero Canton Stephen Loffredo Steven J. Johnson Also present: Gall Macdonald William F. Fann Absent: Mayor Courtney Due to Mayor Courtney's absence Mr. Spahn was acting Mayor. The Invocation was delivered by Father Michael Souckar from St. Rose of Lima Catholic Church. ITEM *1 MINUTES Mr. Loffredo moved approval of the minutes from the Regular Council Meeting of 3/19/91. Mr. Canton seconded the motion and the vote was unanimous in favor. Mr. Spahn acknowledged receipt of the minutes from the following meetings: Fine Arts Commission 2/18/91 Historic Preservation Board 3/18/91 Planning and Zoning Board 2/28/91 ITEM *2 DISCUSSION ON PHASE II OF STREET CLOSURE PROGRAM: SETTING HEARING DATES AND ESTABLISHING PROCEDURES. Mr. Loffredo suggested having the first hearing at the first Council meeting In May. Ms. Macdonald stated that the City Planner from the University of Miami who is working on a study for Miami Shores will have a recommendation by the beginning of May. Mr. Canton stated that the Village should work very closely with the City Planner. Mr. Loffredo stated that he Is getting complaints about traffic problems at the area around Miami Avenue south of 103 Street and 2nd Avenue at 105th Street. Mr. Spahn suggested inviting the public to start getting petitions together for street closures. Ms. Macdonald stated that Dade County will require a traffic study for Phase II of the street closure program. Mr. Loffredo stated that If the Council uses petitions only for street closures, people will think that it Is "closures on demand". Mr. Spahn suggested using petitions as a starting point because signatures of 51% of the residents are necessary for any one location. Ms. Macdonald suggested drafting an article for the newsletter advising the residents of the date of the hearing and that interested residents should start their petitions now. The article would also advise the residents of the necessary steps Involved In selecting a location for a street closure. She suggested June 30th for the deadline for petitions and that each petition should be for 1 street closure. Mr. Canton stated that the Council should earmark some of the closure money for beautification and alteration of main streets which are getting Increased traffic. ITEM *2A REQUEST TO RETURN A PORTION OF THE SHORES HERITAGE COUNCIL'S DONATION. Mr. Canton moved to place the Item on the agenda. Mr. Loffredo seconded the motion. There was no vote on the motion. Ms. Macdonald advised that the Heritage Council is requesting $297 that was donated to the Historic Preservation Board be returned to cover an event sponsored by the Heritage Council. She recommended granting the request. Mr. Canton so moved. Mr. Loffredo seconded the motion and the vote was unanimous In favor. ITEM *3 ANNOUNCEMENTS Mr. Spahn read the announcements. ITEM *4 COUNCIL COMMENTS Mr. Johnson spoke about voter turnout at the upcoming election. Mr. Canton spoke about being on the Council for the last four years. Mr. Loffredo spoke about the election and the past years with Mr. Canton. Mr. Spahn spoke about the past 4 years, the Police Department, street closures, recycling, sewers and the Country Club. ITEM *5 PUBLIC COMMENTS Mr. Patrick Duffy asked when will petition forms be ready. Ms. Macdonald replied the end of next week. He spoke about the necessity of Phase II. Mr. Condit suggested that the whole program be decided on so the traffic study will not cost additional funds. Mr. Joe Dugoni spoke about the school problem and boundary lines. Mr. Ed Harrigan spoke about Mr. Canton leaving the Council. Mr. Terrell Chambers spoke about street closures. ITEM *6 ADJOURNMENT The meeting was adjourned at 8:20 pm.
