02-05-1991 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING FEBRUARY 5, 1991 The regular meeting of the Miami Shores Village Council was held on Tuesday, February 5, 1991, at the Miami Shores Village Hall commencing at 7:33 p.m. with the following members present: Mayor Courtney Herb Spahn Stephen Loffredo Steven J. Johnson Also present: Gall Macdonald William F. Fann Absent: Spero Canton The invocation was delivered by Dr. Harold Davenport from the Miami Shores Community Church. Mayor Courtney presented "Mayor For A Day" proclamation to Cushman Student, Matthew Gaetz. Mayor Courtney presented a certificate of appreciation to Country Club member Joeseph Schwartz. ITEM *1 MINUTES Mr. Spahn moved approval of the minutes from the Regular Council Meeting of 1/15/91. Mr. Loffredo seconded the motion and the vote was unanimous In favor. Mayor Courtney acknowledged receipt of the minutes from the following meetings: Fine Arts Commission 11/19/90 Public Hearing 1/25/91 Downtown Revitalization Board 2/9/91 ITEM *2 REQUEST TO CLOSE ALLEY BETWEEN 109TH AND 110TH STREET. Ms. Macdonald explained the background and stated that she received a petition with 58% of the residents in the affected area. She recommended approval. Mr. Spahn moved approval. Mr. Loffredo seconded the motion and the vote was unanimous in favor. ITEM *3 REQUEST TO CLOSE ALLEY BETWEEN NE 97TH AND 98TH AT 10TH AVENUE. Ms. Macdonald explained the background and stated that she received a petition with 54% of the signatures of the area residents. Mr. Spahn moved approval. Mr. Johnson seconded the motion and the vote was unanimous In favor. ITEM *4 PRESENTATION OF THE RESULTS OF THE JANUARY BUDGET EXECUTION REVIEW. Ms. Macdonald reviewed the financial situation in the Village. She spoke about the reduction In State shared revenues and the lack of vacancies in Village positions. Ms. Macdonald recommended a budget transfer of $1,300 from the Finance Department and $700 from the Non -Departmental Budget to the Village Manager's budget for continuing education. Mr. Loffredo moved approval. Mr. Johnson seconded the motion and the vote was unanimous In favor. ITEM *5 DISCUSSION AND POSSIBLE ACTION REGARDING DADE COUNTY SCHOOL BOARD'S "ABC" COMMITTEE. Due to Mr. Canton's absence, Mayor Courtney stated that this Item would be deferred until a subsequent meeting. ITEM *6 A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE URGING THE LEGISLATURE OF THE STATE OF FLORIDA TO FULLY FUND THE UNIVERSITIES' INSTITUTES OF GOVERNMENT IN 1991-1992 FISCAL YEAR. Mayor Courtney read the caption of the resolution. Ms. Macdonald explained the background and recommended approval. Mr. Spahn moved approval. Mr. Loffredo seconded the motion and the vote was unanimous In favor. ITEM *7 REQUEST TO DESIGNATE MARTIN LUTHER KING'S BIRTHDAY AS A MUNICIPAL HOLIDAY. Mr. Spahn explained the background. He stated that Miami Shores should be a leader In making Martin Luther King's birthday a Village holiday for general employees. Mr. Loffredo stated that he supports Mr. Spahn on this item. Ms. Macdonald reviewed the financial Impact. Mr. Loffredo moved to designate Martin Luther King's birthday as a Municipal Holiday. Mr. Spahn seconded the motion and the vote was unanimous in favor. ITEM *8 REQUEST TO WAIVE BID PROCEDURE FOR PURCHASE OF FRONT END LOADER. Ms. Macdonald stated that after further consideration the request is being withdrawn and the front end loader purchase will go out to bid. ITEM *9 VILLAGE MANAGERS REPORT. Ms. Macdonald delivered her report. She spoke about Miami Shores' upcoming election, trees and Phase 2 of the street closure program. ITEM *10 ANNOUNCEMENTS Mayor Courtney read the announcements. ITEM *11 COUNCIL COMMENTS Mr. Johnson spoke about getting Involved in Miami Shores and the theater. Mr. Spahn spoke about sales at the Country Club and their payments to the Village. Mr. Loffredo spoke about the excellent Job performed by the Public Works Department on recycling and the street closure program. Mayor Courtney spoke about the mobile patrol, recycling at Barry University and clean up on 95th street and 103rd Streets. ITEM *12 PUBLIC COMMENTS Mr. George Frix spoke about sewers downtown. Mr. Spahn spoke about receiving the reports before a decision can be made. Mr. Frix stated that the property owners would subsidize a restaurant downtown for 1 1/2 years. Mr. Loffredo asked If the Village has received the report from the County. Ms. Macdonald replied yes and that the report stated it Is not feasible to run the sewers down the alleys. She said that the property owners would not have to tear up their foundations to connect to the sewers. Mayor Courtney stated that he thought that the new studies were performed for the benefit of the property owners. Mr. Johnson stated that government moves slowly. He stated that he needs all of the facts before he can make up his mind. Mr. Loffredo stated that the vacancy rate Is not the Council's fault and that it Is due to other factors. He said he would like to move on the Issue as quickly as the Council can. Mr. Spahn stated that he Is willing to vote after the report comes In. Mr. Prospero Herrera spoke about Martin Luther King's birthday becoming a Village holiday for general employees. Mr. Ed Harrigan spoke about downtown crosswalks. Ms. Macdonald stated that the crosswalk Issue Is deferred until the sewer Issue Is concluded. Mr. Joe Dugoni spoke about the portables at Barry University and about school boundaries. ITEM *13.
