PUBLIC HEARING ON STREET CLOSURES
DECEMBER 10, 1990
The street closure Public Hearing of the Miami Shores
Village Council was held on Monday, December 10, 1990, at the
Community Center commencing at 7:00 p.m. with the following
members present :
Mayor Courtney
Herb Spahn
Spero Canton
Stephen Loffredo
Steven J . Johnson
Also present : Gail Macdonald
Mayor Courtney convened the meeting and asked for public
comments.
Mr . Philip Cahill : Positive about street closures
9100 N. Bayshore near his house.
Dr . David Robinson : Spoke about street closures at the
999 NE 99th Street end of the Country Club Parking
lot . He asked that the street
closure be moved across the street
from Its present location.
Ms. Macdonald responded that the official map that was sent to
the County showed the street closure at Its present location.
She said that In the proposed location 99th Street would not be
blocked . Dr . Robinson suggested a no right turn sign. Mr .
Benton spoke about how cars will go through any space in street
closures. He suggested an additional street closure at 10th .
Mr . Loffredo spoke about concerns that he has about exiting from
the Club. Mayor Courtney stated that the Village could try a
one way street in that location . Mr . Loffredo suggested that
the street closure be adjacent to Biscayne Boulevard . Mr .
Spahn suggested using temporary street closures to block both
streets. Mr . Loffredo stated that there is a traffic hazard if
a street closure is placed on 10th Avenue. Mr . Benton spoke
about the time Involved in obtaining permits for closisng State
roads. Mr . Loffredo stated that he was in favor of a test at
that location.
Mr . Jim Condit : Spoke about cutting off one of the
entrances to the Club.
Mr . John Geraci : Spoke about 4 way stop signs at
1041 NE 96th Street 12th Avenue and blocking alley
ways. He suggested narrowing 96th
to 2 lanes to slow down traffic.
Mayor Courtney stated that the Council is concerned with 96th
Street and committed to solving any problems that may arise from
street closures. Mr . Loffredo spoke about narrowing the street
as a test .
Mr . John Shepherd : Concerned that traffic has
1278 NE 93rd Street Increased on his street . He
suggested lowering speed limit to
15 mph .
Ms. Elisha Manghan: Stated that 1 /2 of her neighbor-
125 NE 105th Street hood is street ciosured and
traffic has Increased. She asked
that additional streets be closed.
Mr . Loffredo spoke about how the present street closure plan was
developed . Mr . Spahn spoke about the future and the next Phase
of the street closure project . He said that the Village has an
agreement with the County for the present project .
Mr . William Raupp: Spoke about cars exiting the Club
824 NE 100th Street He said that he favors 1 way signs
Instead of totally blocking the
street .
Ms. Dottie Yates: Spoke about alley usage and asked
NE 109th Street why her alley Is not closed.
Ms. Macdonald explained the petition process to close alleys.
She suggested re-timing the light on North Miami Avenue. Mr .
Loffredo suggested looking at all tights in Miami Shores for
re-timing and taking a comprehensive plan to the County.
Mr . Frank Baltra: Spoke about the map that was
161 NE 105th Street printed in the newspaper and the
traffic study that was conducted.
Mr . Loffredo stated that there was never a street closure
proposed for 105th Street .
Mr . Canton arrived at the meeting at this time in the discussion .
Mr . Spahn stated that the Council will look at the situation on
105th Street .
Mr . Robert Moody: Spoke about the speed of cars on
950 NE 100th Street his Street . He suggested a 3 way
stop on NE 9th Avenue and 100th
Street .
Mr . Canton stated that stop signs are handled by the County, not
by the Village.
Ms. Hilsenbeck : Spoke about the Increase of
9350 NE 12th Avenue traffic on 12th avenue.
Mr . Sam Michaelson : Traffic reduced in his area.
Ms. Ingrid Boulos: Suggested speed bumps on streets.
900 NE 100th Street
Mr . Canton suggested rumble strips on some problem streets.
Mr . Louis Aloislo: Spoke about the traffic in his
183 NE 110th Street alley.
Mr . Charlie Smith : Spoke about the speed of traffic
198 NE 92nd Street on 10th Avenue.
Mr . Canton spoke about developing a buffer between the traffic
and the houses on 96th Street . Mr . Loffredo spoke about the
Intersection of 10th and 96th and the speeding problem on 10th
Avenue.
Mr . Todd Johnson : Asked how to keep in touch
874 NE 99th Street regarding progress on the street
closure changes.
Mayor Courtney replied that any Inquiries should be directed to
Ms. Macdonald. Ms. Macdonald explained the street closure
placement process.
Mr . Frank Nowlan: Spoke about getting ready for
91st and N. Miami Avenue Phase 2 of the street closure
Plan. He asked for the street
closure at his corner to be
landscaped as soon as possible.
Ms. Macdonald stated that the street closure at Mr . Nowian's
corner should be landscaped by the end of February.
Mr . Ronald Marrocco: Asked that no outlet signs be
1044 NE 94th Street lowered for better visibility.
Mr . Benton responded that the sign must be 7 feet from the
ground according to regulations.
Dr . John Hilsenbeck : Spoke about the traffic doubling
9350 NE 12th Avenue on his street since the street
closures were installed .
Ms. Macdonald spoke about the process of solving traffic
problems due to the closing of streets.
Dr . Bob Sherman : Spoke about the reduction of crime
1008 NE 94th Street and the Increase In traffic.
Mr . Spahn spoke about the reduction of crime statistics In Miami
Shores. Mr . Canton spoke about the Increase in property values
In Miami Shores. Mr . Loffredo spoke about alleviating problems
and the consistency of the street closure program.
Ms. Margaret Bryant : Spoke about the speed of traffic
705 NE 92dnd Street In her area and the additional
traffic caused by Barnett Bank .
Mr . John Davies: Spoke about safety regarding
150 NE 106th Street street closures and the speed of
traffic.
Ms. Elspeth Hotchkiss: Spoke about street lights and the
174 NE 106th Street speed of the traffic in her area.
Mr . Jim Condit : Spoke about property values rising
96th Street all around the County and fire
plugs being Isolated by street
closures.
Mr . John Austin : Stated that the quality of life
1205 NE 91st Terrace has been Improved by street
closures. He suggested strict
police enforcement in the Shores.
Mr . DB Hughes: Spoke about stop signs on 96th
1245 NE 94th Street Street .
Mr . Loffredo spoke about other areas of the County that have had
a reduction in property values.
Mr . Moody: Stated that street closures have
950 NE 100th Street worked.
Dr . Robinson : Spoke about the necessity of a
walk way through the street
Mr . Louis Aloisio: Spoke about the traffic in his
183 NE 110th Street alley.
Mr . Charlie Smith : Spoke about the speed of traffic
198 NE 92nd Street on 10th Avenue.
