09-13-1990 Pool Workshop Meeting MIAMI SHORES VILLAGE POOL WORKSHOP SEPTEMBER 13, 1990 The Pool Workshop of the Miami Shores Village Council was held on Wednesday September 13, 1990 at the Community Center commencing at 7:32 p.m. with the following members present : Herb Spahn Spero Canton Stephen Loffredo Marty Stofik Also Present : Gail Macdonald Absent : William F. Fann Mayor Courtney Mr . Spahn convened the meeting and asked Mr . Seller to present the plans for the pool . Mr . Seller reviewed the plans for a new pool on the South parking lot of the Country Club. Ms. Stofik asked about the net gain or loss of parking spaces. Mr . Loffredo replied it would be a loss of 48 spaces. Mr . Seiler stated that the old pool is the wrong size for swimming meets and the proposed pool would be the correct size. He said that it is cheaper to tear down the old pool and build a new pool . Ms. Stofik asked what is the surface space of the proposed pool vs old pool . Mr . Varney replied that the proposed pool is slightly larger and Is in an "L" shape for better usage. Mr . Varney stated that it would be questionable whether the old pool could be used during construction of the new pool . Mr . Spahn asked about the proposed food court and concession . Mr . Varney replied that it Is harder for pool users with the new pool to get to the Country Club food service consequently a vender would be approved to sell food at the pool . Mr . Seiler spoke about what is Involved in repairing the old pool . He said that the cost of repairs is going up 8-10% per year and suggested going out to bid early next year . Ms. Stofik asked how long would the whole process take. Mr . Seiler replied that It would take: 4 months for design 1 month for bidding 9-12 months to build the pool . Mr . Spahn asked why the old pool can ' t be operated during construction of the new pool . Mr . Seller replied that parking would be a problem. Mr . Loffredo asked if the old pool is demolished first then start construction on the new pool , how long would the city be without a pool . Mr . Seiler replied 9-12 months. Mr . Canton stated that he was totally against closing the pool for a year . Mr . Varney stated that Mr . Hart has been very supportive of constructing a new pool while the old pool Is in operation. Mr . Loffredo asked the other Council members if they were Interested In the construction of a larger pool on the North lot . Ms. Stofik stated that she does not see a need for it . Mr . Canton stated that the North end could be used to get more ad valorem taxes. Mr . Spahn stated that PCM wants to build a 3 hole golf course at that location . Mr . Spahn stated that It makes no sense to spend $380,000 to repair the old pool . Mr . Seiler stated that the proposed Pool is $900,000 and reviewed what that figure Includes. Mr . Canton spoke about using a pool company to build the pool at a lower cost . Ms. Varney reviewed the different types of financing for a pool . Ms. Stofik spoke about the 10 mill cap and how the pool financing would effect the Village's millage. She said the Issue should not go to referendum and the Council should make the decision . She said it will cost $74,260 over what a loan would cost for a bond Issue and she doesn 't think It would pass. Ms. Macdonald stated that whether the funding Is in the 10 mil cap or outside will not be significant in the future. PUBLIC COMMENTS Mr . Gary Pappas stated that a pool is not a luxury rather an amenity that the Village provides. He said that not all amenities pay for themselves and a referendum would fall . Mr . Owen Henderson spoke about the referendum process and that the Village would go ahead with the expenditure win or lose. Ms. Ann Connor asked why the Village needs a new pool and stated that the residents should vote on the Issue. Mr . Seller stated that repairing the old pool would provide a 20 year life and a new pool would have a 40 year life. Mr . Bob Karl spoke about maintenance of the new pool due to Its proposed location so close to Biscayne Boulevard . Ms. Stofik stated that it doesn't make sense to have residents vote on a $900,000 bond Issue then go and spend $500,000 to repair the old pool If the referendum falls anyway. Mr . Canton stated that the Council should appropriate the money from the general fund. Mr . Loffredo stated that If more than 1 /2 of the residents don ' t want a new pool why should the Council build a new pool . Mr . Spahn stated that he has a problem spending $500,000 to repair the old pool . Ms. Stofik stated that if the Council doesn't think that the Village can afford it, why is the Council proposing to put it on the ballot . Ms. Macdonald stated that the value of 1 mill is going up and in 20 years $93,000 would equal . 15 of a mill .. Mr . Loffredo suggested that the Village should get in writing that PCM would agree that the old pool could be used during construction of the new pool . The meeting was adjourned at 9:37 pm. / ryV4.
