SPECIAL COUNCIL MEETING
BUDGET HEARING
SEPTEMBER 12, 1990
The Special meeting of the Miami Shores Village Council
was held on Tuesday, September 12, 1990 at the Community
Center commencing at 7:30 p.m. with the following members
present :
Mayor Courtney
Herb Spahn
Spero Canton
Stephen Loffredo
Marty Stofik
Also Present : Gail Macdonald
William Yates
Absent : William F. Fann
Mayor Courtney convened the meeting and asked Ms.
Macdonald to present the proposed budget . Ms. Macdonald
stated that the budget Is based on an aggregate amount of
$7,484, 161 with a proposed millage rate of 8.38. She
reviewed the personnel and operational costs that made up the
budget . Ms. Macdonald explained the roll back procedure
stating that the roll back rate Is 7.63 which would
necessitate a cut in the proposed budget of $250,000 to reach
this rate. She spoke about Items that were not Included in
the budget but must be considered and she reviewed what could
be cut to bring the millage back to the roll back rate. Ms.
Macdonald recommended that the Council approve the cuts that
were outlined . Mayor Courtney stated that the Village
Manager has presented a budget of $7,257,474 with a millage
rate of 7.63 .
Mr . Condit asked about cutting back the dollar amount for
barricades. Mayor Courtney stated that the work has been
contracted out at the present level of funding. Mr . Spahn
stated that the entire barricade program will be funded as a
commitment to the voters.
Ms. Betty Jensen spoke about Public Works personnel doing
barricade work . She also spoke about problems on 111th
Street .
Ms. Mary Sanfilipo asked what percent are the Village's
employees salary Increases. Ms. Macdonald replied 6.9%.
Mr . Jim Stewert asked about the pay and Classification plan .
Ms. Macdonald explained how the plan would be Implemented .
Mr . Stewert spoke about cuts In the Library book budget . Mr .
Canton stated that every department was Involved in the
cutting process. Mr . Loffredo spoke about financing for the
swimming pool .
Ms. Ilajean Horawitz, from the Alliance for Aging, asked for
funds for people over age 60. She said that there are 2868
people in the Shores over age 60 and that her
organization was requesting $2868.
Mr . Ed Harrigan asked about the Country Club capital
Improvement loan amortization schedule.
Ms. Pat Dahne spoke about cuts In the Downtown Revitalization
Budget . She said with Increases in property values now is
not the time to cut projects. Mr . Canton spoke about the
proposed Improvements downtown . Mr . Spahn spoke about
expenditures and stated that the Village does not have the
means to make the proposed expenditures. Mr . Loffredo spoke
about DRB projects and how it will benefit the Village. Mr .
Spahn stated that the DRB projects are not fiscally
responsible. Mr . Canton stated that the Village Is in better
shape than last year . He said that the Council should take
some of the money from the Increase in property values and
Invest it back in the Village. Ms. Betty Jensen spoke about
the traffic at Barry University. Mr . Canton proposed an
alternative to Ms. Macdonald's proposed cuts. He outlined
what he would like to cut . Ms. Stofik stated that the
Council should cut the budget down but not to the level that
the Village was at 3 years ago. She said it will cut
services to the residents and the barricade 1 /2 mill is only
for 4 more years. She said the original proposed operations
budget now is at 7.88. Ms. Stofik spoke about raising
revenues and suggested different ways to Increase them. She
suggested $50,000 for street resurfacing Instead of $77,000
and limiting Increases in personnel costs. She also stated
that she has a problem with cutting the book budget at the
Library and it would be prudent to keep the fire alarm in the
budget . Ms. Stofik stated that she was In favor of improving
the Image of Miami Shores and improving the Infrastructure
downtown. She outlined what she was in favor of cutting from
the budget . Mr . Loffredo spoke about charging for non
resident use of the basketball courts. He said It would
raise $1000 and could save some recreation programs. Mr .
Loffredo outlined what he was in favor of cutting from the
budget . Mr . Canton stated that he would like to try not
cutting the additional police officer . Mayor Courtney stated
that he is a great supporter of downtown revitalizationi ;
however , he is in favor of reducing the budget . Mr . Canton
suggested a compromise of a $162,000 budget cut which would
be at a 7.84 mills levet . Mr . Benton spoke about not
reducing the paving budget because of barricades, He said in
the future the Village will be caught up with paving but now
the village is catching up and recommended not cutting the
paving budget . Ms. Stofik stated that the Village's streets
are in good shape. Mayor Courtney asked for a consensus on
budget cuts. He said that the new cuts (based upon the
attached list of budget cuts) would total $178,839 with a
millage rate of 7.79. Ms. Stofik asked for a vote to reduce
the paving budget to $50,000. The vote was 4 to 1 not to
reduce the paving budget . Mr . Canton moved to adopt 7.79 as
the tentative miilage rate and reducing expenditures by
$178,839. Mr . Loffredo seconded the motion and the vote is
as follows. Mayor Courtney, Mr . Canton, Mr . Loffredo and Ms.
Stofik, Yes, and Mr . Spahn, no. Ms. Varney stated that the
new aggregate amount of the budget is $7,305,322 . Mr .
Loffredo moved to adopt the tentative budget In the aggregate
amount of $7,305,322. Mr . Canton seconded the motion and the
vote was as follows. Mayor Courtney, Mr . Canton, Mr .
Loffredo and Ms. Stofik, Yes, and Mr . Spahn, No.
The meeting was adjourned at 9:26 pm.
