REGULAR COUNCIL MEETING
AUGUST 7, 1990
The regular meeting of the Miami Shores Village Council
was held on Tuesday, August 7, 1990 at Village Hall
commencing at 7:30 p.m. with the following members present :
Mayor Courtney
Herb Spahn
Stephen Loffredo
Spero Canton
Also present : Gail Macdonald
William F. Fann.
Absent : Marty Stofik
ITEM *1 MINUTES
Mr . Spahn moved approval of the minutes from the Barricade
Public Hearing of 7/10/90. Mr . Canton seconded the motion and
the vote was unanimous In favor . Mr . Canton moved approval of
the minutes from the Budget Workshop of 7/23/90 and the Regular
Council Meeting of 7/17/90. Mr . Spahn seconded the motions and
the vote was unanimous for both motions. Mayor Courtney
acknowledged receipt of the following minutes:
Advisory Board on Handicapped Services 5/15/90
Fine Arts Commission 7/2/90
Planning and Zoning Board 7/12/90
ITEM *2 APPOINTMENT TO THE LIBRARY BOARD OF TRUSTEES.
Ms. Macdonald explained that Ms. Jacquelyn Rheny Scott has
served on the Board for 5 years and is seeking an additional 5
year term. Mr . Canton moved approval and Mr . Loffredo seconded
the motion . The vote was unanimous in favor .
ITEM *3 REQUEST FOR INSTRUCTIONS REGARDING DOT REQUIREMENTS FOR
BARRICADE INSTALLATION AT 99TH STREET. Ms. Macdonald explained
the background . She said the Village is causing the problem and
the Village should fix it . She recommended approval . Mayor
Courtney asked if this plan was ok with Mr . Godfrey. Ms.
Macdonald replied yes. Mr . Canton moved approval of the request
to reform the circular driveway on 99th Street and having Ms.
Macdonald take care of any future problems in the same manner .
Mr . Spahn seconded the motion . Mr . Loffredo stated that the
Council should be advised of future problems that occur . Mr .
Spahn suggested putting a limit on expenditures before Council
approval is necessary. Ms. Macdonald stated that policy
dictates that the Village Manager cannot spend more than $1000
without Council approval . The vote was unanimous In favor .
ITEM *4 NOMINATION OF COUNCILWOMAN STOFIK'S HOME, 341 NE 92ND
STREET, AS AN HISTORICAL LANDMARK.
Ms. Macdonald explained the background and recommended approval .
Mr . Loffredo so moved and Mr . Canton seconded the motion . Mayor
Courtney stated that the Stofiks have done a beautiful fob in
maintaining their home. The vote was unanimous In favor .
ITEM *5 REPORT AND RECOMMENDATION REGARDING ANNEXATION OF BEL
MAR. Ms. Macdonald delivered a report regarding the annexation
of the Bel Mar area. She stated that the Bel Mar residents were
not in favor of Miami Shores Code Enforcement and additional
taxes. She also recommended not pursuing annexation of Bel Mar
or any other enclave area. Mr . Canton stated that he disagreed
and recommended that an economic case be presented to the Bel
Mar residents to show the benefits of Miami Shores. He said
Miami Shores and Bel Mar would benefit from annexation. Mr .
Loffredo spoke about code enforcement laws and that it was
premature to terminate annexation efforts. Mayor Courtney
stated that 99% of the people who attended the meeting were not
In favor of annexation. Mr . Spahn stated that a total cross
section of Bel Mar residents were at the meeting . He said that
they came angry and left angry. He said that the Bel Mar
residents do not want to be told what to do and they are not
Interested in Increased taxes. Mr . Canton stated that the
reasons given against annexation were not valid. He suggested
having one more meeting to try to tell the Bel Mar residents the
correct facts. Mr . Ronald Efting a Bel Mar resident spoke about
the cost and benefits of a guard gate and about the anger of
residents against annexation. Mr . Loffredo stated that he
supports the recommendation to not proceed with the annexation
of Bel Mar although he is in favor of continuing the annexation
of other areas. Mr . Canton stated that he agrees with Mr .
Loffredo. Mr . Spahn moved to cancel any further discussion on
annexation of Bel Mar . Mr . Canton seconded the motion and the
vote was unanimous in favor . Mr . Canton spoke about the tax
base Increase. He asked for a report on the cost to annex
other areas and he suggested the East side of 2nd Avenue at the
North end of the Shores. Mayor Courtney stated that he agreed
with Ms. Macdonald that the Village should not pursue any
annexation at this time. Mr . Loffredo suggested waiting a month
or two and decide on other areas to be annexed . Mr . Spahn
stated that the Village doesn't have the money to pursue
annexation .
ITEM *6 PRESENTATION OF JULY BUDGET EXECUTION REVIEW.
Ms. Macdonald reviewed the report and recommended approval . Mr .
Canton so moved. Mr . Spahn seconded the motion and the vote was
unanimous in favor .
ITEM *7 DISCUSSION REGARDING FY 91 BUDGET
Mr . Spahn spoke about budget workshops and the budget process.
He suggested getting the budget to the roll back rate. Mr .
Spahn spoke about making cuts In the Police Department and asked
the rest of the Council to go over the budget and make further
cuts. He suggested trying to get $230,000 out of the budget .
Mr . Canton spoke about imposing future restraints on the budget
which would allow Department Heads to Increase the budget by a
fixed percent . Mr . Spahn stated that the problem Is not the
Department Heads rather the Council . Mr . Loffredo spoke about
the Recreation Department budget and suggested a 2 prong
approach to the new pool . A larger pool on the North lot with a
bond Issue or if the Issue does not pass a smaller pool on the
South lot . Mr . Canton spoke about the Downtown area and
expressed concern that if the projects are not completed it will
cost more in the future.

Mayor Courtney read the announcements.
ITEM *9 COUNCIL COMMENTS
Mayor Courtney spoke about permanent barricades that have been
constructed .
ITEM *10 PUBLIC COMMENTS
Mr . Condit spoke about annexation of Bel Mar , the budget,
barricades and downtown revitalization. Mr . Ed Harrigan spoke
about downtown revitalization.
ITEM *11 ADJOURNMENT
The meeting was adjourned at 8:47 pm.
