REGULAR COUNCIL MEETING
JUNE 5, 1990
The regular meeting of the Miami Shores Village Council
was held on Tuesday, June 5, 1990 at Village Hall commencing
at 7:35 p.m, with the following members present :
Mayor Courtney
Herb Spahn
Spero Canton
Stephen Loffredo
Also present : Gall Macdonald
William F. Fann .
ITEM *1 MINUTES
Mr . Spahn moved approval of the minutes from the Regular Council
meeting of 5/15/90. Mr . Canton seconded the motion and the vote
was unanimous in favor . Mayor Courtney acknowledged receipt of
the following minutes:
Recreation Advisory Committee 4/9/90
Planning and Zoning Board 4/26/90, 5/10/90
Pension Board 3/15/90
ITEM *2 APPOINTMENT TO THE FINE ARTS COMMISSION.
Ms. Lea Nickless spoke about why she would like to be on the
commission . Mr .• Canton moved approval of Ms. Lea Nickless to be
appointed to the Fine Arts Commission until June of 1994 and
follow the Village Manager 's recommendation to have the
remaining vacancy be advertised for appointment at the next
Council meeting. Mr . Spahn seconded the motion and the vote was
unanimous In favor .
ITEM *3 DISCUSSION AND POSSIBLE ACTION REGARDING BARRICADE BIDS.
Ms. Macdonald reviewed the background. She said the Village
received 4 landscaping and 6 paving bids and suggested refecting
all of the bids and authorizing the staff to negotiate with the
two lowest bidders in each category. Ms. Macdonald also
recommended that the Council proceed with all 43 permanent
barricades to save funds. Mr . Spahn suggested that Public Works
complete some of the barricades In January and February and save
the Village $50,000. Mr . Benton stated that it was doable if
the winter is as cold as this past winter was. Ms. Macdonald
suggested that the staff come back to the Council with a
recommendation on Mr . Spahn 's suggestion . Mayor Courtney agreed
with Ms. Macdonald 's original suggestion of negotiating with the
low bidders. Mr . Laubenthal stated that he would be cautious
before Public Works attempts construction of the remaining
barricades. Mr . Canton moved to not accept any final bids. Mr .
Spahn seconded the motion . Mr . Condit spoke about refecting
bids. The vote was unanimous . in favor . Mr . Canton moved to
authorize the Village Manager to negotiate with the two lowest
bidders and report back to the Council with final bid
recommendations at the first meeting In July. Mr . Spahn
seconded the motion and the vote was unanimous in favor . Mr .
Canton asked for a consensus of the Council that a permanent
barricade be constructed on Biscayne Boulevard in the first
group of contracted barricades. All present agreed.
ITEM *4 DISCUSSION AND POSSIBLE ACTION REGARDING INTRA-CITY
JITNEY SERVICES. Ms. Macdonald reviewed the background . Mr .
Canton stated that Jitneys are a hazard and that they are
accidents waiting to happen . Mr . Canton moved to enjoin and ask
the Dade League of Cities to take some type of action through
the Joint liaison committee In trying to restrict the intra-
city Jitneys on the grounds that they are unsafe for the people
who are riding inside. Mayor Courtney stated that the Jitneys
stop ale any location not Just at bus stops. Mayor Courtney
passed the gavel to Mr . Spahn and seconded the motion. Mr .
Spahn stated that Jitneys fill a need and it might be better to
regulate them. Mr . Fann reviewed the recent legislation
regarding Jitney service. The vote was taken and was unanimous
In favor .
ITEM *5 DISCUSSION AND POSSIBLE ACTION REGARDING "HOUND DOG
DERBY" Due to Mr . Loffredo's absence at this point in the
meeting this Item was not discussed.
ITEM *6 ANNOUNCEMENTS
Mayor Courtney read the announcements.
ITEM *7 COUNCIL COMMENTS
Mr . Canton spoke about the schedule of the budget workshops. He
suggested 3 evenings Instead of 1 all day session. He also
spoke about Bel Mar Estates and the article in the Miami Herald .
Mayor Courtney spoke about meeting with the public on Monday at
9 am.
ITEM *8 PUBLIC COMMENTS
Mr . Condit spoke about barricades and traffic on 96th Street .
He also spoke about emergency vehicles.
Mr . Peter Mollers spoke about barricades and that there is no
way to walk through them. He suggested building them with walk
ways.
Mr . Joe Pasteris spoke about the temporary barricades and the
problems he is having.
Mr . Loffredo arrived at this time In the meeting .
Mr . Canton spoke about the barricade plan being voted on by the
voters. He said the Village should look towards the future.

The meeting was adjourned at 8:23 pm.
