SPECIAL COUNCIL MEETING
BARRICADES
OCTOBER 24, 1989
The Special Council meeting of the Miami Shores Village
Council was held on Tuesday, October 24, 1989, at the C.
Lawton McCall Community Center commencing at 7:30 with the
following members present:
Mayor Courtney
Herb Spahn
Spero Canton
Stephen Loffredo
Marty Stofik
Also present:
Galt Macdonald
William Yates
Tom Benton
Jim Brenton
Mayor Courtney called the meeting to order and asked for
public Input on the barricade Issue. He stated that
barricades In general would not be discussed, rather any
specific problems or benefits that barricades have caused In
the areas with the temporary barricades.
All comments were by Miami Shores residents except for the
comments made by Mayor Eckert of El Portal.
Mr. Royal Labarre: Crime has gone down in his area since
barricades have been Installed.
Mr. J.C. Brown: Drop In police activity In his area since
barricades
Mr. Howard Albert: Loves barricades.
Ms. Mary Lou Maguire: Since barricades It's like a home town
again and Miami Shores Is much safer.
Ms. Hershey: Very happy with barricades.
Ms. Joan Hager: No more litter because of barricades and
cars are slower now.
Mr. Frank Nowlan: Whole street Is quieter but he has a
problem with the alley being used as a thru street.
Suggested closing off one end of the alley and moving the no
outlet signs so more people will see them.
Ms. Dale Ford: Barricades met and exceeded her wildest
expectations. More protected than ever.
Mr. Bill Weaver: Finest thing that has happened to his
neighborhood.
Mr. Scott Beton: In favor of barricades and suggested
closing off alleys.
Mr. Tom Weiman: Barricades will not help his street but he
Is In favor of barricades for Miami Shores.
Mayor George Eckert: El Portal residents are very unhappy
with barricades at the border between the two communities.
Mr. Don Klingner: Properties next to barricades will
Increase In value.
Ms. Trudy Lang: Unhappy because barricades are not planned
for her area at this time.
Ms. Stofik stated that barricades are placed on the perimeter
of Miami Shores so the community can see how the program will
work.
Ms. Barbara Burton: Do all of phase one now. Put 65
barricades out to bid and the temporaries can be moved to
other areas that have been approved.
Mr. Spahn stated that funding will allow 30-35 permanent
barricades per year.
Mr. Loffredo stated that If temporary barricades are left up
longer, T-type turn arounds will not be necessary because of
changes In traffic patterns that will develop.
Mr. Canton stated that the barricade program will be less
expensive If the bid Is awarded to one company for the whole
protect and the program is completed at one time.
Mr. Joe Dagoni: Opposed to removing the barricades along the
border between El Portal. Should move ahead with the program
quickly.
Mr. Tom Benton stated that Mr. Laubenthal will come before
Council with plan of present proto type barricade, It will
take 3-4 weeks to build and then we can go through the bid
procedure which will take 6-8 weeks and then It Is up to the
contractor as to how long the protect will take.
Mr. John Doll: Presented a map to the Council with his Ideas
how to restrict traffic in his area.
Mr. Kevin O'Connor: Asked that permanent barricades be put
In place and temporaries moved to new locations.
Mr. Steven Krause: Would like to see alleys closed and next
permanent barricade be constructed In his area. Bid all
barricades at one time.
Mr. Ken Prack: Concerned how close the barricade will be to
his driveway.
Mr. Castell Bryant: Move forward with the full program so
temporaries can be moved to 4th Avenue.
Mr. Franklin Grau: Publish a schedule of progress of
Barricade program.
Mr. Douglas Westley: Make barricades wide enough so cars
will not drive on lawns to get out of the street.
Ms. Ruby Farro: Has more traffic on her street because of
barricades. Lack of police visibility.
Mr. Tom Laubenthal, Landscape Architect working with the
Village,: Barricades will be harmonious with the adjacent
properties.
Ms. Christine Master: Who makes decision as to phase 2 of
the barricade plan. Mayor Courtney replied that the Council
makes that decision.
Mr. Michael Maxwell: His street will go from 50 cars per
hour to 250 cars per hour after barricades.
Mr. Spahn stated that the Council will take steps to control
traffic on streets that will have Increases in traffic.
Mr. Canton stated that barricades are not the only things
that the Council can do to effect traffic. He said that it
is the Council's responsibility to do something for streets
that will Increase in traffic flow.
Mr. Ed Harrigan spoke about barricades In relation to
annexation.
Ms. Macdonald responded saying that the annexation study will
deal with barricades In the western areas of the Shores.
Admiral Condit: Suggested checking every street before
putting In permanent barricades because of fire hydrants.
Mr. Terrell Chambers: Public will be willing to help Public
Works to Install the barricades.
Mr. Frank Nowian: Some people In El Portal are not against
barricades.
Ms. Evelyn Fecker: For barricades but concerned with
traffic.
Mr. Jerry Grimes: go ahead with the program, concerned with
speed of traffic.
Mr. Fred Rasmonson: Concerned with traffic. People In El
Portal are in favor of barricades.
Mr. Canton moved to approve staff recommendation of NW 2nd
Avenue and 101st Street as the site of the proto-type
permanent barricade. Mr. Spahn seconded the motion and the
vote was unanimous In favor.
The meeting was adjourned at 9:21 p.m.
