PRE= -COUNCIL MEETING
AUGUST 1, 1989
The pre -Council meeting of the Miami Shores Village Council
was held on Tuesday, August 1, 1989 at Village Hall commencing
at 6:49 p.m. with the following members present:
Mayor Courtney
Herb Spahn
Spero Canton
Stephen Loffredo
Marty Stoflk
Also present: Gall Macdonald
Ms. Macdonald reviewed the changes with regard to the Police
Department's budget. She said to fund the additional 4 officers
for 1/2 year, 1/2 mil tax Increase Is necessary. Mr. Canton
asked what the tax Increase: would be for an additional 2
officers Instead of 4. Ms. Macdonald replied 1/4 mil. Mr.
Spahn stated that the Council has a responsibility to support
Chief Zoovas' effort In fighting crime. Ms. Stoflk stated that
she Is not in favor of funding a new Sergeant position and three
officers. Mr. Loffredo stated that the Village needs additional
coverage and supports 4 additional officers.
Mr. Canton asked about Insurance costs and why they are lower.
Ms. Macdonald explained that she recommends cancelling excess
coverage and that there was a reduction In some of the Insurance
for the Police.
Mr. Loffredo spoke about staffing for youth basketball and
suggested cutting the Assistant Athletic Supervisor position.
Mayor Courtney recommended that the position be deleted. Mr.
Canton stated that he sees no reason for the Assistant Athletic
Supervisor position and has seen no difference with the position
staffed. Ms. Stoflk stated that the Assistant Athletic
Supervisor has helped with scheduling of teams. Mr. Spahn asked
for specific reasons from Mr. JD Varney for the Assistant
Athletic Supervisor position and how the Department would suffer
without the position.
Ms. Stofik suggested cutting $6000 from the Village Manager's
budget and using the Clerk Typist to cover 10 hours a week in
Downtown Revitalization. Ms. Macdonald stated that the Clerk
Typist will be used 1/2 the time as receptionist. Mr. Canton
asked about a pay plan study. Ms. Macdonald stated that It has
been 4 years since the last study and it Is hard to fill
positions with the current pay scale. Mr. Loffredo suggested
the Council should first look at entry level positions to see If
the Council wants to commission an entire study if only a few
Positions will be affected. Ms. Stoflk stated that the staff
can make good recommendations without the study. Mr. Spahn
stated that the Village does need a study and the Village does
need help with Its pay. Ms. Stoflk stated that she agrees with
Mr. Loffredo that the Council doesn't need to review the whole
Village's pay to fix a few positions In Public Works. Mr.
Canton stated that the $8,000 figure for a pay study can be
reduced If specific areas ar-e looked at only. Mr. Spahn stated
that the Council needs to have Information from other cities in
order to make correct decisions.
