04-18-1989 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING APRIL 18, 1989 The regular meeting of the Miami Shores Village Council was held on Tuesday, April 18, 1989, at Village Hall commencing at 7:30 p.m. with the following members present: Mayor Spero Canton Stephen Loffredo Robert S. Butler, Jr. Karen Kirby Marty Stoflk Also present: Gall Macdonald William F. Fann, Jr. Henry Courtney Herb Spahn The Invocation was given by Dr. Harold A. Davenport from the Miami Shores Community Church and Mayor Canton led the Pledge of Allegiance. ITEM *1 MINUTES Mayor Canton acknowledged receipt of the following minutes: Pension Board 3/14/89 Fine Arts Commission 3/21/89 Country Club Advisory Board 3/29/89 Code Enforcement Board 4/6/89 ITEM *2 RESOLUTION DECLARING THE RESULTS OF MIAMI SHORES VILLAGE COUNCIL ELECTION HELD ON APRIL 11, 1989. Ms. Macdonald read the resolution. Dr. Butler moved approval and Mr. Loffredo seconded the motion. The vote was unanimous In favor. ITEM *3 RESOLUTION DECLARING THE RESULTS OF ELECTION ON TUESDAY, APRIL 11, 1989, ON REFERENDUM PROPOSAL FOR AMENDMENT TO SECTION 518 (a) OF MIAMI SHORES VILLAGE ZONING ORDINANCE NUMBER 270 TO PERMIT SEVEN FOOT HEDGES IN SIDE AND REAR YARD. Ms. Macdonald read the resolution. Dr. Butler moved approval and Mr. Loffredo seconded the motion. Dr. Butler asked Mr. Fann what the effective date would be for seven foot hedges. Mr. Fann replied that the day after the election it became law. The vote was unanimous In favor. ITEM *4 RESOLUTION DECLARING AND CONFIRMING RESULTS OF REFERENDUM ON PROPOSAL TO LEVY A TAX OF UP TO 1/2 MIL FOR A PERIOD OF TIME NOT TO EXCEED FIVE YEARS FOR THE PURPOSE OF RAISING FUNDS TO BE UTILIZED IN THE ERECTION OF ENVIRONMENTAL DESIGN CONCEPTS REGULATING THE MOVEMENT OF MOTOR VEHICLES FOR THE PURPOSE OF REDUCING CRIME AND BURDENSOME TRAFFIC. Ms. Macdonald read the resolution. Mr. Loffredo stated that the word concepts In the above resolution should be devices. Mr. Loffredo stated he most proudly moved for approval and Ms. Stoflk seconded the motion. The vote was unanimous In favor. ITEM *5 INSTALLATION OF NEWLY ELECTED COUNCIL Circuit Court Judge Joseph P. Farina gave the oath of office to the following newly elected council persons: Mr. Henry Courtney Mr. Herb Spahn Ms. Marty Stofik ITEM *6 ORGANIZATION OF NEW COUNCIL - ELECTION OF MAYOR AND VICE MAYOR. Ms. Stoflk stated following In the tradition of Miami Shores, she would move that Hank Courtney be elected Mayor for the following two years. Mr. Loffredo seconded the motion and the vote was unanimous In favor. Mr Loffredo moved to appoint Mr. Herbert Spahn as Vice Mayor. Ms. Stofik seconded the motion and the vote was unanimous In favor. Mayor Courtney presented plaques to past Mayor Canton, Dr. Butler and Ms. Kirby from the citizens of Miami Shores for dedicated service. ITEM *7 MAYOR'S COMMENTS Mayor Courtney spoke on Issues he plans to address during his term of office such as unity, quality of life, barricades, downtown revitalization, the Country Club and others. ITEM *8 APPOINTMENT OF COUNCIL MEMBER TO PENSION BOARD Mr. Loffredo moved to appoint Mr. Spahn to the pension board. Mr. Canton seconded the motion and the vote was unanimous In favor. ITEM *9 APPOINTMENT OF COUNCIL MEMBER AND ALTERNATE TO DADE LEAGUE BOARD. Mr. Loffredo moved that the Mayor serve as the member and that the former mayor serve as the alternate. Mr. Canton seconded the motion and the vote was unanimous In favor. ITEM *10 REQUEST FOR APPROVAL OF FREE STANDING SIGN ON 96th STREET MEDIAN AT GRAND CONCOURSE. Ms. Macdonald explained the request and stated that Mr. LuBlen can give more details. Mr. LuBlen gave more details about the request and stated that W. Mr. Rossi could give the Planning and Zoning's reasons for approving the original request. Mr. Rossi gave a brief background behind the request. Mr. Canton stated that there Is a need In the Village for the sign and that it would be used as a communication tool. Mr. Spahn asked for Mr. Fann's opinion. Mr. Fann stated that the sign and Its proposed location Is contradictory to the Village code and strongly urged the Council to Instruct him to proceed to Include In the definition of incidental signs, signs and notices by any governmental agency. Mr. Spahn moved to proceed and direct Mr. Fann to draw up the revision to the ordinance. Mr. Loffredo seconded the motion. The vote was unanimous was In favor. Ms. Stoflk moved to grant the request of the Village for approval of the sign as recommended by Planning and Zoning. Mr. Spahn seconded the motion and the vote was unanimous. ITEM *11 APPOINTMENT TO THE DOWNTOWN REVITALIZATION BOARD. Ms. Macdonald stated that Ms. Catherine Spinnenweber-Salow was the only applicant for the vacancy on the board. Ms. Stofik moved to appoint Ms. Salow. Mr. Canton seconded the motion and the vote was unanimous In favor. ITEM *12 DISCUSSION OF ON GOING COMMITTEES REGARDING PUBLIC RELATIONS AND SEWERS AND CONTINUATION OF MEMBERSHIP PARTICIPATION. Ms. Macdonald stated that while Mr. Canton was Mayor he appointed a Mayors Ad-hoc task force for both sewers and public relations. Mr. Canton discussed in detail the task forces and the need to continue the groups. Mayor Courtney asked that the next agenda have an Item to set guide lines or time frames for the continuation of the task forces. ITEM *13 VILLAGE MANAGERS REPORT Ms. Macdonald explained that at the 2nd meeting of each month a Country Club financial report Is given to the Council members. Ms. Macdonald reviewed the current reports for the Council. April 24th and 26th at 7:30 will be the dates for the new Council members orientation with the staff. May 9th at 7:30 was set aside for the a Country Club workshop. ITEM *14 ANNOUNCEMENTS Mayor Courtney read the announcements. ITEM *15 COUNCIL COMMENTS Ms. Stofik spoke about the lockout on state library funding. She also Invited residents who opposed the barricades to work together with the barricade supporters to make the barricade program the best It can be. Mr. Canton spoke about his goals and accomplishments that he had during his term as Mayor. Mr. Spahn spoke about workshops on the police department, code enforcement, the Country Club and sewers. Mr. Loffredo welcomed the new Mayor and Vice Mayor and spoke about barricades and how to proceed with the program. Mayor Courtney spoke about the Shores Performing Arts Theater and asked the other candidates to work together to make the Shores what "we" want it to be. ITEM *16 PUBLIC COMMENTS Ms. Ann Vigneron asked why 96th street and Grand Concourse was chosen for the location for the sign. Mr. Canton responded.
