04-04-1989 Regular MeetingMIAMI SHORES VILLAGE REGULAR COUNCIL MEETING APRIL 4, 1989 The regular meeting of the Miami Shores Village Council was held on Tuesday, April 4, 1989 at Village Hall commencing at 7:30 p.m. with the following members present: Mayor Spero Canton Stephen Loffredo Robert S. Butter Karen Kirby Marty Stofik Also Present: Elly F. Johnson William F. Fann The Invocation was given by Father Michael Hoyer from Saint Rose of Lima Church and Mayor Canton led the Pledge of Allegiance. ITEM *1 MINUTES Ms. Stofik moved approval of the minutes from the regular Council meeting of 3/21/89 and Dr. Butler seconded the motion. The vote was unanimous In favor. Mayor Canton acknowledged receipt of the following minutes: Country Club Advisory Board 3/1/89 Code Enforcement Board 3/1/89 Planning and Zoning Board 3/9/89 Planning and Zoning Board 3/23/89 Recreation Advisory Board 3/13/89 Ms. Kirby moved to place on the agenda In position 5a as an emergency Item: TENNIS MEMBERS DISCUSSION. Ms. Stofik seconded the motion. The vote was unanimous In favor. ITEM *2 APPEAL OF PLANNING AND ZONING BOARD DECISION REGARDING CARPORT. Mr. LuBlen explained the background behind the appeal. Dr. Butler stated that precedent has been set In the past that If the party requesting the appeal Is not present that the Issue Is dead. Ms. Kirby moved to uphold the decision of the planning and zoning board denying this transaction. The motion was seconded and the vote was unanimous In favor. ITEM *3 DISCUSSION REGARDING A LANDLORD LICENSE ORDINANCE. Mayor Canton explained the background behind the request and explained what a landlord ordinance would do. Ms. Stofik suggested that the ordinance be sent to the Village Attorney's office with a request that It be brought back within a given period of time In a manner that would be appropriate to Miami Shores code, for the Council to consider adopting. Mr. Fann stated that In 30 days he would be better able to give a time frame for the creation of an ordinance. Mr. Loffredo stated that he agreed with Ms. Stofik. He went on to say that a report should be received from the Village attorney on taking a look at present zoning In Miami Shores and then looking at the ordinance to see how it could be adopted to suit Miami Shores. Mr. Fann stated that the minutes from the Code Enforcement Workshop were not signed. Ms. Stofik stated that the the group has not met since 3/28 to approve the minutes. Ms. Kirby moved to direct the City Attorney to look over the ordinance and report back to Council In 2 Council meetings. Ms. Stofik seconded the motion and the vote was unanimous In favor. ITEM *4 REQUEST FOR APPROVAL OF USE OF MEMORIAL PARK. Mr. Johnson explained the request and recommended that the request be approved. Ms. Kirby moved approval of the request. Mr. Loffredo seconded the motion and the vote was unanimous In favor. ITEM *5 APPEARANCE OF RESIDENTS FROM 104TH, 105TH AND 106TH STREETS BETWEEN N. MIAMI AVENUE AND NE 2ND AVENUES, REGARDING TEMPORARY BARRICADE PLAN. Mr. Duffy, a Miami Shores resident, explained the reason that he and his neighbors came to the meeting. He presented a petition containing 36 signatures that requested to be Included In the Phase 2 Barricade Plan. Ms. Kirby stated that the Council should look at the Impact of Phase One on the surrounding streets. Mayor Canton stated that the residents In that neighborhood have come up with a viable plan that works for them and might work for other areas. Ms. Stofik stated that she was Impressed with the groups accomplishments. ITEM e5A TENNIS MEMBERS DISCUSSION Ms. Kirby spoke about the situation at the tennis area. Ms. Barbara Broeder and Ms. Babs Hewitt, both Miami Shores Village residents, passed around pictures of the tennis facilities. Ms. Hewitt stated that the tennis members are requesting that the facilities be repaired. Ms. Kirby asked the Village Manager and the Club Manager how they might solve the problems at the tennis area. Mr. Johnson stated that If the tennis members have things that need to be repaired they should tell Mr. Klug or Russ at the Country Club and the repairs will be completed. Mr. Kiug stated that he agrees that the repairs need to be made and requested that he meet with the tennis director twice a week to take care of these problems. Mr. Chad Chumbley a Miami Shores resident stated that the problem Is with communications. Ms. Stofik told Mr. Klug that If he sees something that needs to be done at the tennis facilities to just go ahead and get It done. Mr. Richard Crawford a Miami Shores resident stated that what Is being discussed at this meeting has been discussed many times before In years past. Ms. Kirby stated that it was up to management to take care of the problems. ITEM *6 ANNOUNCEMENTS Mayor Canton read the announcements. Mr. Ed Abdella spoke about the Police Appreciation Day. ITEM *7 COUNCIL COMMENTS Ms. Stofik spoke about special assessments for stabilizing and Improving retail business districts. Dr. Butler extended his appreciation to the Shores residents for entrusting to him their faith while he has served for the past four years. He also spoke about the election. Mr. Loffredo spoke about little league and the hound dog derby. He also spoke about barricades. Ms. Kirby spoke about the membership drive at the theater. Mayor Canton spoke about the theater. He also thanked the Council members for the class that they have brought to the Council meetings. ITEM *8 PUBLIC COMMENTS Ms. Betty Zern a Miami Shores resident thanked Dr. Butler for his work on the Council. She also spoke about 7 foot hedges.
