12-13-1988 Comprehensive Plan Workshop MeetingMIAMI SHORES VILLAGE COMPREHENSIVE PLAN WORKSHOP TUESDAY, DECEMBER 13, 1988 The Comprehensive Plan workshop of the Mlaml Shores Council was held on Tuesday, December 13, 1988 at Village Hall with the following members present: Mayor Spero Canton Stephen Loffredo Karen Kirby Robert S. Butler, Jr. Also Present: Elly F. Johnson William F. Fann Gall Macdonald Tom Benton The meeting was called to order at 7:14 PM. Mr. Stephen Pitkln from the firm of Robert K. Swarthout Incorporated a Planning, Zoning and Community Development Consulting Firm, spoke about the Department of Community Affalrs (DCA) comments on Mlaml Shores' Comprehensive Plan. Mr. Pitkin stated some of the comments were good and most of the comments were helpful. Dr. Butler Inquired about population and traffic counts. Mr. Pitkin stated he has used new updated figures which satisfies State requirements. He went on to say that Miami Shores should adopt the County's traffic comprehensive plan. Mayor Canton stated the County's Idea of a traffic plan and Mlaml Shores' are very different. Mr. Loffredo stated that to widen Biscayne Boulevard from approximately 89th to approximately 69th Street a large commercial district which abuts the Boulevard would need to be condemned. He asked Mr Pitkin If the State reallzes this. Mr. Pitkin replied yes. Dr. Butler inquired about wetlands which were not shown on the land use map. Mr. Pitkin replied he would add reference to wetlands on the map. Mr. Loffredo Inquired about the areas In the SE part of the Village. Mr. Pitkin replied that that area was designated for possible future redevelopment. Mayor Canton asked Mr. Pitkin if annexation should be In the Plan. Mr. Pitkin replied that annexation Is referred to In the Pian. Mayor Canton also mentioned the County's lack of code enforcement and how It affects the Village. Mr. Pltkin agreed. General discussion was held on state mandate to local communities without means to pay for the mandated services. Mr. Fann Inquired about the legal description of the plan so he could create an ordinance.
