REGULAR COUNCIL MEETING
TUESDAY, DECEMBER 6, 1988
The regular Meeting of the Miami Shores Village Council
was held on Tuesday, December 6, 1988, at Village Hall
commencing at 7:33 PM with the following members present:
Mayor Spero Canton
Stephen Loffredo
Marty Stofik
Robert S. Butler, Jr.
Karen Kirby
Also present: Elly F. Johnson
William F. Fann
The invocation was given by Rev. Morrell S. Robinson, of the
Rader Memorial United Methodist Church and Mayor Canton led
the pledge of allegiance.
Santa Claus came early this year and gave candy canes to all
of the Council people who have been good this past year.
ITEM *1 MINUTES
Ms. Stofik moved to approve the minutes from the Regular
Council Meeting of 11/1/88. Mr. Loffredo seconded the motion
and the vote was unanimous In favor.
Ms. Stofik moved to approve the minutes from the Regular
Council Meeting of 11/15/88. Mr. Loffredo seconded the motion
and the vote was unanimous In favor.
Ms. Stofik moved to approve the minutes from the Long Term
Financial Planning Workshop of 11/3/88. Ms. Kirby seconded the
motion and the vote was unanimous In favor.
Mayor Canton acknowledged receipt of the following minutes:
Downtown Revitalization Board 11/16/88
Historic Preservation Board 11/21/88
Beautification Committee 11/7/88
Pension Board 8/16/88
Code Enforcement Board 12/1/88
ITEM *2 REQUEST FOR ZONING VARIANCE FOR HAITIAN MISSION AT 8817
BISCAYNE BLVD. Mr. Ron Mensinger spoke for the Church
explaining how the mission Improves the area.
Ms. Kirby stated that the Council cannot grant the variance as
to use. Mr. Fann stated the ordinance specifically prohibits
granting a variance. Mr. LuBIen stated the mission has been
Issued a violation and has 30 days to comply with the
ordinance. Mr. Loffredo stated the Council will not be willing
to change the Village's zoning In this case but he recommended
to the Planning and Zoning Board to withhold any punitive
action, within a reasonable time, until the mission can
reestablish themselves. Mayor Canton said the Council Is bound
by the Village's ordinances. Mr. Johnson sald he and Mr.
Lubien would handle the situation.
PRESENTATION OF PLAQUES AND CERTIFICATES TO PROPERTY OWNERS OF
HISTORIC LANDMARKS. Mayor Canton and Ms. Vivian Rodriguez
presented the awards.
ITEM *3 OPENING OF SEALED PROPOSALS FOR A TRAFFIC ENGINEER TO
ASSIST THE VILLAGE IN A TRAFFIC STUDY. Mr. Johnson opened the
three proposals that he had received. The three firms are as
follows:
David Plumber and Assoc., of Coral Gables
Klmiey-Horn and Assoc., of Ft. Lauderdale
Walter H. Keller Jr. Inc., of Coral Springs
Mr. Johnson advised the Council that the law states the Village
cannot ask for prices In advance. The Council must first rank
the 3 firms then negotiate the price.
ITEM *4 ACKNOWLEDGEMENT OF CERTIFICATION OF SIGNATURES ON
PETITIONS SUBMITTED BY MS. CHERI BRUM. Mr. Johnson stated the
County has certified that Ms. Brum has 500 signatures of
registered voters on her petitions.
ITEM *5 ANNOUNCEMENTS
Mayor Canton read the announcements. Mr. Johnson stated there
will be a Council Workshop on a Village Comprehensive Plan on
Tuesday, December 13th, at 7:00 at Village Hall.
