WORKSHOP
THURSDAY, NOVEMBER 3, 1988
The Long Range Financial Planning Workshop of the Miami
Shores Council was held on Thursday, November 3, 1988 at 8:00
PM at the Miami Shores Country Club with the following
members present:

William F. Fann
The meeting was called to order at 8:16 PM.
Mayor Canton stated that this Is a very Important workshop
that will set a blue print on what the Council will do In the
future as far as meeting the ever increasing cost of services
that is facing the Village.
Mayor Canton stated that at this workshop the Council would
be reviewing a report that was prepared for the Village
Council In 1985 which outlined options to deal with the long
range financial problems.
Ms. Stofik explained how the report was prepared.
Mr. Johnson said his office checks Into grants periodically
but there Is no money available. He went on to say that
annexation Is the only choice for the Council. He has looked
Into providing services for the surrounding areas. They were
not willing to pay the price of what It would cost. The
services that were offered were police and code enforcement.
Mr. Johnson said it will be 3 years until the next critical
year and that budget cuts will hold the Village for now.
Ms. Stofik stated that annexation of Quayside and the area
between the Village and Davis Harbour was discussed when the
original study was done.
Mayor Canton asked what was done In the past In trying to
annex Quayside. He stated the Council should do a
presentation before Quayside residents. Ms. Stofik stated
that when Ms. Kirby was Mayor there were discussions between
the Village and the Developer of Quayside. She said that to
her knowledge there has never been a resident meeting with
any formal presentation.
Mr. Loffredo stated it would save residents of Quayside money
to have Miami Shores police patrol their area.
Mayor Canton stated that after the Council gets the facts and
figures on Quayside, the Council might have quite an offer to
present to the residents.
Mr. Fann stated that the residents know what Miami Shores has
to offer. If they could save money they might be agreeable.
Mr. Johnson asked what could the Village give the residents
that they don't have. He said the Council should get an
estimate for a study to look at Interested areas.
Ms. Stoflk stated that If the Council wants the support of
the residents don't go hand In hand with the developers.
Mayor Canton said the Council should make a priority list for
annexation.
Mr. Johnson said the Council should concentrate on the Davis
Harbour area.
Mayor Canton said the third area In question Is the area west
of Miami Shores.
Mr. Loffredo stated the problem with the area west of the
Village Is that there are some good houses and some shacks
and many unharmonlous areas.
Ms. Stoflk stated the West area Is getting worse not better.
Mr. Fann stated Quayside should get all of the Council's
attention.
Mr. Johnson said the Council needs a professional to come In
and put an annexation package together.
Ms. Stoflk asked If there is anything the council can do
about the way the county assesses Miami Shores taxes. Mr.
Johnson replied there Is not much the Council can do. He
said there Is a section of law which allows a city to fight
the assessments, but other municipalities have not been
successful.
Mayor Canton asked If there Is any formal thing the Council
can do to let the county know how the Council feels about the
assessments. Mr. Johnson replied It won't have any effect.
Ms. Stoflk asked If Miami Shores could do their own census.
Mr. Johnson replied yes but that It would be very expensive.
Mr. Johnson stated that the Council should be aware of what
Is happening at the race track. He said revenues were down
and it the Village's biggest source of tax revenue.
Ms. Stoflk said If any of the 3 race tracks close It will be
Biscayne. Mr. Johnson said all sources of gambling Is
hurting the dog track.
Mr. Johnson said Church property Is hurting taxes.
Mayor Canton asked about having a charge for a city sticker
for cars. He said anyone who has a car would have to
purchase a sticker.
Mr. Fann stated the state won't allow It.
Ms. Stofik asked about the area around the Country Club.
Mayor Canton stated a feasible use of the area would be a
tennis park. He said It would be a big cost at first but
there Is no tennis park In this area.
Mayor Canton said the Village needs a salesman to market the
fringe areas to developers. Mr. Johnson replied developers
will want zoning variances and sewers.
Mr. Johnson stated the thing to do with the problem areas Is
to have a developer redevelop the whole area with the problem
kept In mind.
Mayor Canton stated there were two recommendations that were
developed at the workshop. First: annexation of Davis Harbour
and Quayside and Second: question the property assessments
for the Village.
The meeting was adjourned at 9:20 with a rousing Happy
Birthday to Mr. Loffredo.
