BARRICADE WORKSHOP
SEPTEMBER 27, 1988
The barricade workshop of the Miami Shores Village Council
was held on Tuesday September 27, 1988, at Village Hall
commencing at 7:36 with the following members present:
Mayor Spero Canton
Stephen Loffredo
Robert S. Butler
Karen Kirby
Marty Stofik
Also Present:
Elly F. Johnson
William F. Fann
Mayor Canton suggested going area by area. Ms. Stofik
stated that the Council has a barricade policy and the
Council needs to follow it or make a new one. Mr. Loffredo
agreed with Ms. Stofik but he stated that parties outside the
Village have changed the rules. Dr. Butler Stated that he
also agrees with Ms. Stofik. He went on to say that the
Council has set certain standards but that the council has
let outside Influence direct the Council.
Mr. Loffredo stated that the Council needs to not talk
concepts or proposals and start to make decisions.
Mayor Cantos stated that as the Council comes along In a
pilot program they learn things as they go along. He Went on
to say that things have been changing and the Council is
trying to change with it.
Ms. Stofik stated that the Council needs to make
decisions to move the program forward and to come up with a
plan. She said the Council Is missing plans for a funding
mechanism.
Mr. Johnson stated that If the Council gives him a map
with the barricades they want, he will get with his staff to
come up with cost for the program. Ms. Kirby asked Mr.
Johnson what Is the minimum specifications for the
landscaping of the perminant barricades. She stated minimum
landscaping could be used to cut costs. Mr. Johnson stated
that would be no problem.
Mr. Loffredo stated the Council should leave what they
have as the Master Plan for the traffic study and discuss a
funding program.
Mayor Canton stated that he voted for the current plan
as a comprimise and that residents habe brought In petitions
for barricades In the interior of Miami Shores. He said the
Council should not totally Ignore them.
Dr. Butler stated that he objected to taking the
decision making out of the hands of practically and puting it
in the hands of residents. He went on to say that the
Council is looking atgetting a professional engenering
study. He said that the Council misled the residents with
petitions having the residents think that the Council could
do what ever they wanted. Mayor Canton stated that the
Council did not mislead the residents.
Ms. Stofik stated that there are answere to questions of
relief of residential problems with out errecting barricades
in every situation. She said the Internal barricades are the
next step.
Mr. Loffredo stated that he Is not opposed to Internal
barricades. He said the Council has a plan to get a price on
a traffic study now. He went on to say that the Council
shopuld not bite off more than they can chew.
Ms. Kirby stated that the Council overwhelmed Dade
County with the number of barricades. She said everyone
agrees that the permitter barricades are Important. Seh sais
that the Council should stick with what they have now.
Dr. Butler stated that the Council should not change
what the council presented to the county. He said it will
confuse them and the Issue.
Ms. Stoflk stated that the test program was to test East
of Byscane Blvd. and the South central part, establish a
system to get feedback from residents, compile information on
crime rates and do a traffic study on Impacted areas and hold
public hearings after 6 months. During the test program
the Council was to:
Accept petitions from residents
Add aditional barricades as funds becane available
Using the information from the test employee a
professional planneer and a traffic engineer
Determine funding method to be used
Hold a referendum whether Miami Shores should have
a street closure program not a specific plan.
Ms. Stoflk stated that If all the Council Is going to do
is the perimiter In the next two years all the Council needs to
do is decide how they will pay for it. She continued saying If
the Council is going to Implement the interior barricades then
they should decide where they will go at tonights meeting.
Mayor Canton stated that the County representatives said
Miami Shores could subtract barricades from the Master Plan but
that none could be added to the plan without a new traffic
study.
Ms. Kirby stated she feels the current plan Is a good plan
and not wattered down.
Mr. Loffredo stated the Village could always have a
traffic study on a limited scale later on.
Dr. Butler stated that he was hesident to chalenge the
power of the Dade County Commission. He said the Council
should stick with a specific program. He Went on to say that
the top priority Is to determine how the Council will fund the
program.
Ms. Stoflk stated that If the Council did a traffic study
now and it it took 5 years to Implement the program, by that
time the current figures would be useless and the County would
request us to conduct a new traffic study.
Ms. Kirby made a motion to accept the plan that was voted
on last week
Mayor Canton asked what ways does the Council have for
funding the program. Dr. Butler replied a special taxing
district. Mr. Loffredo suggested a special taxing district the
same size as the village. He said it would require a vote of
the village.
Mayor Canton asked If there was another way to create a
special taxing district other than a referendum. Mr. Johnson
replied not that he knows.
Dr. Butler stated that the Council must come up with a
number of barricades and a cost. He said the Council must
determine what the additional cost for manpower and equipment
will be.
Mr. Loffredo stated that 30 barricades means about 1 more
man is needed. He said that he feels 3 or 4 additional people
will be needed, and the cost of maintenance will be part of the
special taxing district.
Ms. Kirby suggested putting It on the April ballot.
Dr. Butler stated that the Council should get Mr. Benton
to give the councllan Idea of the cost based on a finiet number
of barricades and design. He went on to say then the Council
can ask the residents on the April ballot.
Ms. Stofik asked how does the Council determine the number
of final barricades. Ms. Kirby replied the Council should look
at the number after the traffic study.
Mr. Johnson stated that there are problems that the
Council hasn't addressed yet. He gave the example of driving on
lawns around the barricades. Mr. Johnson said the council
should get detail drawings and then cost it out, then schedule
another meeting 3 to 4 weeks after the specifications are
determined and he will have all the answeres for them.
Mr. Loffredo suggested planting hedges on the adjoining
property to prevent people driving around barricades.
Dr. Butler disagreed stating that it should be up to the
property owner.
Ms. Stofik stated that If the referndum Is only for the
permiter barricades than to Imp-lement interior barricades the
Council will need a second referndum.
Ms. Kirby stated the council should walt until the
Information comes back from the County before the Council
decides.
Mr. Fann stated that because the county Is our tax
collector the tax for the barricades must go before the County
Commission.
Dr. Butler stated that until the council can get feedback
from the County the council cannot decide how the referrumdum
will be presented. He went on to say that the council should
direct the village Manager on the design and get the cost from
Mr. Benton.
Ms. Stofik asked If the Council has to come up with a
dollar figure to put on the ballot.
Mr. Fann replied not on a legal basis, but to sell the
referendum you do.
Mr. Loffredo stated that Davie has done it and the Council
should look at how they did It.
Mr. Johnson stated that the council doesn't have have to
say on the referendum that the money Is for 50 barricades but
for a program village wide.
Ms. Stofik stated that the council Is talking about
$300,000, approxametly 1/2 mil after the cost is spread among
the residents. She went on to say the Council could put It on
the ballot for up to 5-6 years.
Mr. Johnson stated that most taxing districts put a cap on
how high the tax can go. In this way it limits furure taxes he
said.
Dr. Butler stated the Council can't ask residents for a
blank check. He sasid property values are not going to
Increase enough to offset the cap.
Mr. Loffredo suggested 1/2 mill for the first 5 years and
1/10 mill after that.1
Ms. Stoflk suggested that the council go for a longer
period of time to Implement barricades that come up later. She
said that she agrees with Dr. Butler that the Council must have
all the figures before they go to the public.
Ms. Barbara Burton a Miami Shores resident stated that the
Council should try to get grant money from the state such as
the Safe Streets Act.
Mr. Johnson stated there Is no money available from the
Safe Streets Act to build barricades and that none of the
expense prior to the grant can be funded with the grant money.
Ms. Stoflk stated that she agrees with Ms. Burton that the
council needs to get the applicaation ready so the council can
get state money. Possibly next year the council can get state
money to build barricades she said.
Admirll condit asked If the referndum falls will the
Village take out the barricades. Mr. Loffredo stated that the
Council will possibly Implement barricades In Just part of the
Village.
Admirll Condit asked how the barricades will effect fire
saftey. Ms. Kirby asked Mr. Johnson to get statisticts on how
many fires Miami Shores has had In the past year.
Mayor canton stated that saftey will not be comprimised.
Mr. Johnson stated that a fire truck will be able to get
arround tempory barricades and over perminant barricades.
Dr. Butler stated that the Council must make provisions
for turn arounds so cars will not be turning around on
residents lawns. Mr. Loffredo stated that it will make the
program more expensive. Dr. Butler replied that he agrees that
It will but that It will be a big expense but people will still
need the turn around to turn around in and come back out.
Mayor Canton stated that barricades will make cars that
done belong stand out.
Dr. Butler stated that even with signs people drive to the
end of the block and turn around.
Mr. Johnson stated that the workshop for the direction of the
Country Club scheduled for the 6th of October should be changed
to another date. The date was changed to October 27th at 7:30.
The meeting was adjourned at 9:21.
