MIAMI SHORES VILLAGE COUNCIL
JANUARY 5, 1988
A Pre -Council Meeting of the Miami Shores Village
Council was held on Tuesday, January 5, 1988, at Village Hall
commencing at 7:00 p.m. with the following members present:
Mayor Spero Canton
Stephen Loffredo
Robert S. Butler, Jr.
Karen Kirby
Marty Stofik
Also present Elly F. Johnson, Village Manager
William F. Fann, Jr., Village Attorney
Mayor Canton announced that a time schedule for the
various budgeted capital items for the 1987-1988 budget year
and a month by month schedule of protects to be done at the
golf course had been received. Dr. Butler requested
clarification on quarterly scheduling of capital protects for
Improvement to the golf course and discussion on the
condition of the golf course. Mrs. Kirby expressed concern
about deterioration of the greens and requested Information
so that problems could be avoided In the future.
Mr. Johnson advised the Council that all the money
budgeted was not spent. Items were not ordered and some
equipment which had been ordered was only recently received,
i.e. spray rig, truckster with a top dresser, sleader tongs.
Dr. Butler identified 3 specific problems: soil Is
compact on many tees, overseeding does not appear to have
taken, and greens have not been airified on a weekly basis as
recommended by the United States Golf Association. He
expressed concern that capital Improvements which the
Council recommended were not followed-up, i.e. golf carts and
a sprinkler system.
Mr. Johnson explained the difficulties In getting pri-
vate contractors to submit plans and specifications. He
would be proposing a waiver .of normal bid procedures In the
regular Council meeting for the repair of the irrigation
system as 90% of the system is Rain Bird and there Is only
one supplier In the area.
Robert Toski, Golf Course Superintendent, stated the
biggest problem had been getting vendors to bid.
Dr. Butler asked what the Council could do to expedite
improvements. Mr. Johnson responded that it is a slow
process and getting contractors to do a small Job Is diffi-
cult. As soon as designers submit specifications for the
cart paths, this will go out to bid and as soon as the archi-
tects complete specifications for the cart barn this will go
to the Advisory Board and then the Council.
Mr. Loffredo stated he made a commitment In June as
rates were raised to Justify the capital loan. He wants to
see a return for Increases In cart fees, guest fees, greens
fees, and walker fees. He Is especially concerned about the
poor condition of tees, sand pits, and the rebuilt greens and
would not support any further greens rebuilding until plans
are made to reverse current trend.
William Mercer, a member of the Advisory Board, stated a
celebrity tournament was scheduled for February 15. Greens
and tees are unacceptable for play. Maintenance priorities
Include: Tees need to be punched, top dressed, and over -
seeded In rye grass and greens need to be overseeded in
specific areas. The second priority is the sprinkler system.
Mrs. Stoflk stated USGA reports repeatedly indicate the
same problems and the bidding process which has been
identified as a slow process has always been In effect.
Mr. Johnson recommended scheduling a Pre -Council meeting
on February 2 to discuss action updates.
Mr. Toski stated In preparation for the tournament there
will be a lot of fertilizing, bare spots will be worked up,
and there will be airification.
Seals Oxford, 9330 N.E. 12th Avenue, stated there were
serious problems which had previously been presented to the
Council.
Lou Gentry, 700 N.E. 94th Street, expressed concern that
as fees have Increased problems have not been resolved and
fears that members will leave.
Dale Peck, 1230 N.E. 130th Street, stated greens were In
good condition In July but had deteriorated since that time.
The meeting adjourned at 7:50 p.m.
