10-06-1987 Pre-Council MeetingPRE -COUNCIL MEETING MIAMI SHORES VILLAGE COUNCIL OCTOBER 6, 1987 The Pre -Council Meeting scheduled for October 6, 1987 commenced at 6:35 p.m. In the Village Manager's Office with the following members present: Mayor Spero Canton Stephen Loffredo Robert S. Butler, Jr. Karen Kirby Marty Stofik Also present Elly F. Johnson, Village Manager Dottie Yates, Crime Watch Coordinator Using a Village map, Mrs. Stofik presented the concept of a neighborhood conservation program. A program which would designate 20 geographically defined neighborhoods throughout the Village. The concept would build on the dl•f- ferent assets and concerns of each of the 12-13 block areas. Positive benefits of the concept would Include communication between neighbors, improved crime watch, encouragement of code enforcement and beautification programs. Mrs. Stofik suggested this be used as a mechanism for discussion of limited access proposals and In turn to discuss the conser- vation program. A zoning overlay or a Resolution identifying the established neighborhoods could be completed. Geo- graphic and historic names would identify the designated areas. There was much positive discussion on the program. Mr. Johnson suggested waiting until after the limited access study was presented before specifically setting up the neighborhoods. Dr. Butler warned that the program might be misconstrued as a negative subdivision of the Village. Mr. Loffredo expressed concern over public reception and recommended reviewing with the public before implementation. Mayor Canton recommended developing a plan for follow-up. He felt the program had potential for organizing spirited groups for self policing of neighborhoods, mobile patrol and code watch. There was discussion on promoting the concept through the Sun Fest and Unity Day. Mrs. Stofik sugested the limited access discussions be held with these neighborhoods and that each Council member conduct four discussions over a period of a month. Mayor Canton advised that further discussion of the limited access proposal would be presented at the Council Meeting. The meeting adjourned at 7:15 p.m. ATTEST: Elly F.
