09-08-1987 Budget HearingBUDGET HEARING MIAMI SHORES VILLAGE COUNCIL September 8, 1987 The First Public Hearing on the Operating Budget for Fiscal Year 1987-1988 was held on Tuesday, September 8, 1987 at 7:30 p.m. at the Community Center. The following members were present: Also Present Mayor Spero Canton Stephen Loffredo Robert S. Butler, Jr. Karen Kirby Marty Stofik Elly F. Johnson, Village Manager William F. Fann, Jr., Village Attorney Gall Macdonald, Finance Director Other Village Department Heads Mrs. Stofik made a motion to adopt a tentative 6.995 millage. Dr. Butler seconded and It passed unanimously. Mrs. Stofik made a motion to adopt the tentative general fund budget for $6,235,138. Mr. Loffredo seconded. Mr. Johnson advised the Council of the following add- itions to the budget after discussions from the Budget Work- shops: 1. Public Relations - budget of $30,000 with one half to be received from private donations. 2. The Clerk Typist position In the Village Manager's budget. 3. $25,000 for a concrete block storage building with slab roof for the Recreation Department. 4. $38,000 for the purchase of a bus or two vans for the Recreation Department. 5. $9,000 for a Jacuzzi with one half matching funds from donations. Monies will not be disbursed until these funds are received. 6. $12,000 for a limited access study in the Public Works, Street Department budget. Mrs. Stofik expressed concern over police vehicle maintenance expenses and requested a reevaluation of expenses as a result of the reduction In the police fleet. Mr. Johnson advised this would be available at the next meeting. Mrs. Kirby stated the Downtown Revitalization budget did not Indicate a true account of expenses as costs were hidden in other budgets. Mayor Canton requested more Information for the next meeting on maintenance procedures and costs as well as safety precautions for the Jacuzzi. Mrs. Kirby made a motion to provide a budget of $9,000 for the purchase of a Jacuzzi with offsetting donated funds to go toward maintenance expenses. Mr. Loffredo seconded and stated this was a meritorious protect which would serve the community as a whole and round out the recreation program. It was later discussed that a motion was not necessary as adoption of the budget would Include this Item. Dr. Butler stated his Interest in maintaining rather than implementing new protects. He did not consider the Jacuzzi a priority Item especially considering the structural problems at the pool which a soon to be completed engineering study might Identify. Mrs. Kirby suggested raising pool fees to offset addi- tional expenses. Mrs. Stoflk encouraged restraints In spending as sound fiscal responsibility. Monies should not be spent simply because they were there. Mayor Canton questioned the manpower ability of Building and Zoning to accommodate a recommendation of the Comprehen- sive Plan. This would require inspection of homes upon sale for possible code violations. He would like to implement this year before Pian Is completed and accepted. Mr. Fann advised that there are legal problems and he would research. Mrs. Stoflk stated this process Is done In several communities. Mr. LuBien, Building and Zoning Director, advised that it would be difficult to protect manpower needs without knowing the turnover of sales. Dr. Butler stated If a later assessment Is made for additional staff support this could be brought before the Council for funding. Public comments Included clarification on the capital loan and expenses of the Downtown Revitalization Board. The motion to adopt the tentative budget was passed by a 4/1 vote with Mrs. Kirby dissenting. The meeting recessed at 9:00 p.m. for a 15 minute break and reconvened at 9:15 p.m. Mr. Loffredo made a motion to approve the tentative Country Club budget. Dr. Butler seconded. Mr. Johnson stated there were no changes In this budget. Public comments included clarification of accounting procedures. Mr. Johnson announced the Village was awarded The Certificate of Achievement for Excellence In Financial Reporting. This Is the highest form of recognition In the area of governmental accounting and financial reporting. The motion to adopt the tentative Country Club budget passed unanimously.
