MIAMI SHORES VILLAGE COUNCIL
TUESDAY, SEPTEMBER 1, 1987
The regular meeting of the Miami Shores Village Council was
held on Tuesday, September 1, 1987, at the Community Center
commencing at 7:30 p.m. with the following members present:
Mayor Spero Canton
Karen Kirby
Robert S. Butler, Jr.
Stephen Loffredo
Marty Stofik
Also present: Elly F. Johnson, Village Manager
William F. Fann, Jr., Village Attorney
The meeting began with Rev. John Rice, Miami Shores
Presbyterian Church, giving the invocation followed by the Pledge
of Allegiance.
Mayor Canton presented a proclamation to Dr. Brad Kern,
representing the Dade County Chiropractic Association, proclaiming
September as Spinal Health Month in Miami Shores.
MINUTES
a. Regular Council Meeting 8/18/87. Mrs. Stofik moved to
approve the minutes as written. Dr. Butler seconded and the motion
passed unanimously.

b. Planning and Zoning Board (Completed Minutes) 8/13/87 and
(Partial Minutes) 8/27/87. Mrs. Stofik requested a cdpy of the
Comprehensive Plan for each Council member. Mr. Loffredo stated he
had met with the Principal and members of the PTA Board of Miami
Shores Elementary School to implement a school beautification plan
for the southern area of the school.
c. Downtown Revitalization Board 8/19/87. Mrs. Stofik
requested a more aggressive approach to getting participation from
property owners who are not already planning Improvements.
d. Historic Preservation Board 8/17/87.
PLANNING AND ZONING BOARD ITEMS
a. Vacation of Partial Alley, Item 5, Minutes of 8/27/87.
Mr. Al Quintan, Jr., Attorney representing Mr. Wiborg and
Mr. Toussaint, presented a petition for the vacation of one-half
dedicated alley running contiguous to the northern property line of
lots 11 through 16, Block 6, Tract "C" of Miami Shores Bay Park
Estates.
Dr. Butler made a motion to uphold the decision of the
Planning and Zoning Board which was to approve the request. Mr.
Loffredo seconded. Mr. Fann recommended that if the Council
approved the concept, he would prepare an appropriate resolution
which would be used as a guideline for future considerations. Dr.
Butler subsequently withdrew his motion for a new motion to include
this recommendation.
Mr. Loffredo made a motion to uphold the decision of the
Board subject to the preparation of an official document by the
Village Attorney with the cooperation of the Village Manager. Mrs.
Stofik seconded and the motion passed unanimously.
APPOINTMENT OF DELEGATE AND ALTERNATE TO FLORIDA LEAGUE OF CITIES
CONVENTION
Mrs. Kirby made a motion to appoint Mayor Canton as voting
delegate to the Convention scheduled for October 15, 16 and 17 in
Miami. Dr. Butler seconded and the motion passed unanimously.
Dr. Butler made a motion to appoint Mrs. Kirby as the
alternate voting delegate. Mr. Loffredo seconded and the motion
passed unanimously.
HISTORIC LANDMARK DESIGNATION PROPOSAL
Mrs. Margo Newton, Chairman of the Historic Preservation
Board, requested historic landmark designation of the residence at
960 N.E. 95th Street. The residence is architectually and
historically significant.
Mrs. Stofik moved to uphold the recommendation of the Historic
Preservation Board and designate the house as an historic landmark.
Dr. Butler seconded and the motion passed unanimously.
RESOLUTION AUTHORIZING EXECUTION OF CAPITAL LOAN
After reading by title, Mrs. Stofik moved to adopt the
resolution. Dr. Butler seconded and the adoption passed
unanimously. The Resolution being entitled:
RESOLUTION NO. 821-87
RESOLUTION AUTHORIZING AND DIRECTING THE PROPER
OFFICIALS OF THE VILLAGE OF MIAMI SHORES TO ENTER
INTO A MASTER LEASE AGREEMENT WITH FISCAL FUNDING
COMPANY OF FLORIDA; AUTHORIZING RENT PAYMENTS
FROM APPROPRIATE MONIES; PLEDGED OF LEASE EQUIPMENT;
DESIGNATION AS QUALIFIED TAX-EXEMPT OBLIGATION;
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT; EFFECTIVE DATE.
AWARD OF BID FOR COUNTRY CLUB FENCE
Mr. Johnson recommended awarding the bid to Richco, Inc., the
only bid presented, in the amount of $51,480. He also requested
that he be authorized to negotiate the price as It exceeded the
$48,295 budgeted amount. The bid amount Includes a 5 ft. black
wrought Iron fence with a metal post every 10 ft. to run from the
north corner of the property to 95th Street and from 99th Street to
100th Street on 10th Avenue. This included the front gate but not
the guard gate.
Mrs. Kirby made a motion to award the bid as recommended
subject to negotiation by the Village Manager. Mr. Loffredo
seconded and the motion passed unanimously.
AWARD OF BID FOR GOLF CARTS AT COUNTRY CLUB
Mr. Johnson stated the present contract for $107 per cart per
month expires in December. Four bids were received.
Mr. Johnson recommended awarding the bld to Golf Car Systems,
the second lowest bidder, for $69.90 per cart, per month, for a 6
year lease. Although the lowest bid was received from Melex USA,
Inc., it did not meet the Golf Pro's evaluation standards. The bid
from Golf Car Systems Included a 100% warranty with a 2 year
replacement; a provision that If a cart Is not repaired within 48
hours, a deduction would be made from the lease payment until cart
Is repaired; and If more than 75 carts are needed, these will be
provided at a flat cost per day.
Dr. Butler moved to award the bid to Golf Car Systems. Mr.
Loffredo seconded and the motion passed unanimously.

COUNCIL COMMENTS
Dr. Butler requested that property owners who will be on the
papal route fix up their property as Miami Shores will receive
national coverage.
Mrs. Kirby reminded drivers of the 15 mph school speed limits.
Mr. Loffredo expressed his concern and commitment to Improving
the appearance of Miami Shores Elementary School.
Mayor Canton commended Barry University for Its efforts In
uniting South Florida for the papal visit. He announced that the
Mayor's Community Task Force Is sponsoring a Peace Walk to
commemorate the occasion.
