MIAMI SHORES VILLAGE COUNCIL
JULY 29, 1987
The Budget Workshop commenced at 7:00 p.m. to review the
Country Club Revenue and Expenditures. The following members
were present:
Mayor Spero Canton
Stephen K. Loffredo
Robert S. Butler, Jr.
Karen Kirby
Marty Stofik
Also present Elly F. Johnson, Village Mangager
Gall Macdonald, Finance Director
Seth Bramson, Country Club General Manager
Joe O'Rourke, Golf Pro
Mr. Johnson presented a recommended budget for a Golf
Department on the Country Club payroll to Include the Golf
Pro and his staff. This results In $100,000 in additional
revenue as shown on a revised budget worksheet.
REVENUE
Mrs. Stofik stated there Is no equity in Increases
between residents and non residents. She Is concerned that
the proposed fees are broadening this gap even more. Mayor
Canton expressed concern over the resident's perception of
more fee Increases In resident categories than non resident
categories. Mrs. Kirby supported the fees and stated some
adjustments had been made In the past few years to establish
equity. She added efforts to attract non resident members
were needed as past support has not come from residents. Dr.
Butler stated intermediate membership Is underpriced. Mr.
Loffredo supported the proposed fees as the Club Is In both a
membership growth and upgrade program.
Mr. Johnson stated normal parity would not work.
Efforts will be made to find someone to make appropriate
changes between now and the following year.
Dr. Butler expressed concern about the golf membership
in general and forecasting a cap in this category. He feels
some revenue projections are out of line with Mr. Bramson's
expected 10% Increase In membership In most categories and
90% retention of membership.
Several residents commented on opposition to the annual
dues increase.
Mark Haddad requested the Council consider putting a
bicycle track on the vacant lot at the Club. Mr. Johnson
advised he would report to the Council In 2 weeks on this
action.
TRAIL FEES
Mr. Loffredo stated the trail fees as proposed, $2.50
for 18 holes and $1.25 until 2:00 p.m. on weekdays and 3:00
p.m. on weekends and holidays was excessive. He recommended
a fee for weekends and holidays only and an alternate
Increase In non resident golf fees.
Dr. Butler stated the fee would establish some parity as
cart fees were Increased. Mrs. Kirby supported the fee as
the membership dues do not provide for the maintenance of the
course.
There was much public discussion on potential loss of
members and a negative approach to increasing revenue.
The meeting recessed at 8:50 p.m. for a 10 minute break.
The meeting reconvened at 9:00 p.m.
Dr. Butler made a motion to accept a $2.50 trail fee as
designated. Mrs. Kirby seconded. Mrs. Stofik stated the fee
times were discriminatory and suggested other areas to gener-
ate revenue such as winter season weekends and holidays and
adjustments to other membership fees. She would support fees
for prime time as walkers have some responsibility for
course maintenance but feels $2.50 Is excessive. Mayor
Canton supported a trail fee but Is concerned that the Club
will lose more than it would gain with this fee amount.
Dr. Butler called the question. Mrs. Kirby supported
the concept In order to finance the $300,000 loan and
suggested a compromise with amount of fee and times at a
later date.
The motion did not pass by a 1/4 vote with Mr. Loffredo,
Mrs. Kirby, Mrs. Stofik and Mayor Canton dissenting.
Mrs. Stofik made a motion to charge $1.00 on weekdays
until 2:00 p.m. and $2.00 on weekends and holidays until 3:00
p.m. She recommended reviewing this next year before the
summer season started. Mr. Loffredo seconded and suggested
changing fees on weekends and holidays to $3.00. There was
much discussion by Council on the fee and prime times. Mrs.
Kirby made a motion to table. Dr. Butler seconded and the
motion passed by a 4/1 with Mrs. Stofik voting nay.
Mrs. Angela Daley, Country Club Advisory Board member,
stated the Board supported a trail fee.
Dr. Butler moved to approve the dues structure. Mr.
Loffredo seconded. Mrs. Stofik and Mayor Canton stated the
fees are a penalty to residents if non resident fees are not
Increased.
Mrs. Stofik moved to amend the motion to set the non
resident family golf fee at $1,750 and non resident family
golf and tennis at $1950. The amendment died for lack of a
second.
The motion to approve the dues structure passed by a 3/2
vote with Mrs. Stofik and Mayor Canton dissenting.
The meeting adjourned at 10:05 p.m.
