The Regular Meeting of the Miami Shores Village Council way
held en Tuesday, June 16, 1987 as the Village Hall commencing at
7:30 p.m. with the following members present:
Mayor Spero Canton
Karen Kirby
Robert S. Butler, Jr.
Steve Loffredo
Marty Stofik
Also present: Elly Johnson, Village Manager
William F. Fann, Jr., Village Attorney
The meeting began with Mr. Johnson giving the invocation,
followed by the Pledge of Allegiance.
MINUTES
a. Regular Council Meeting 6/2/87 — Mrs. Stofik moved to
approve the minutes. Dr. Butler seconded and the motion passed
unanimously.

APPEAL OF PLANNING AND ZONING BOARD DENIAL OF VARIANCE REQUEST FOR
6 FOOT HEDGE — THOMAS PORTER, 186 NE 106 ST.
Mr. Frank Woland, Attorney for Mr. Porter, addressed the council
claiming that there was not equal enforcement of all hedge
vi-olations -in -the- village. Mrs_ Stofik raised a point of order
that variances are given for hardships only which Mr. Fann defined
as denial of reasonable use of one's property. Mrs. Stofik moved
to affirm the action of the Planning and Zoning Board and deny the
variance and Mr. Loffredo seconded. The motion passed on a 4/1
vote with Mrs. Kirby dissenting.
APPOINTMENT TO LIBRARY BOARD OF TRUSTEES
M. Anne Paulk and Ms. Carol McClure spoke before the Council. The
other applicants, Ms. Koreck, Mr. Pattavina and Ms. Randall,
1 were
not present. Ms. Paulk was appointed to the Board by a
with Ms. Kirby voting for M. McClure.
APPOINTMENT TO CODE ENFORCEMENT BOARD
M. Stofik movcri to wait until the July 7 meeting to make the
appointment since there were only 2 applicants, Mr. Wiesen and Mr.
Asmus, who were not present. Dr. Butler seconded and the vote
passed unanimously.
CONSTITUTION BICENTENNIAL COMMISSION REQUEST FOR FUNDING
Admiral Condit presented the Commission's plans for celebrating the
-Bicentennial which would require funds. Mrs. Kirby moved to
appropriate 2,000 from the Contingency fund for use by the
Constitution. Bicentennial Commission. Mr. Loffredo seconded and
the vote passed unanimously.
AUTHORIZATION FOR THE VILLAGE MANAGER TO SIGN MAIN STREET PROGRAM
GRANT AWARD AGREEMENT
Mr. Loffredo moved to authorize Mr. Johnson to sign the Main Street
Program Grant award agreement. Dr. Butler seconded and the motion
passed unanimously.
LIBRARY BOARD OF TRUSTEES ANNUAL REPORT — MR. JAMES STEWART
Mr. Stewart thanked the Friends of the Library, the Council and
several individuals and organizations for their donations. Mrs.
Stofik moved to approve the Trustees annual report. Dr. Butler
seconded and the motion passed unanimously.

INVESTMENT REPORT
ADVERTISING AGENDA IN NEIGHBORS REPORT
Mrs. Macdonald reported that this would cost $5,000 annually
and would require that the agenda be ready by a Wednesday deadline.
Mr. Johnson stated that agendas would be posted at the Country Club
and the Community Center.

COUNCIL COMMENTS
Mrs. Stofik welcomed Mr. Johnson and encouraged attendance at
the Crime Symposium this Saturday at Barry College.
Dr. Butler congratulated Mrs. Kirby who was recognized by the
Dade League of Cities and Mr. Vickers who attempted to aid a
neigh'or who was being mugged.
Mr. Loffredo reported that he and the Mayor were working on
continuing the Horace Mann program through meetings with the
Superintendent of Schools.
Mrs. Kirby congratulated J.D. Varney who is a recent father.
Mayor Canton commended Ms. Macdonald for her excellent
performance as acting Village Manager and Mr. Ernie Ortero from St.
Rose of Lima school for winning a national essay contest.
PUBLIC COMMENTS
Mr. Arms_ stated his opposition against the increase in greens and
cart fees and the proposed charge for walkers. Mr. Porter
expressed his dissatisfaction that the hedge code was not being
enforced equally.
