06-02-1987 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL TUESDAY, JUNE 2, 1987 7:30 P.M. The Regular Meeting of the Miami Shores Village Council was held on Tuesday, June 2, 1987 at the Country Club commencing at 7:30 p.m. with the following members present: Mayor Spero Canton Robert S. Butler, Jr. Karen Kirby Steve Loffredo Marty Stofik Also present: Gail Macdonald, Acting Village Manager William F. Farm, Jr., Village Attorney The meeting began with Father John McLaughlin, St. Martha's Catholic Church, giving the invocation, followed by the Pledge of Allegiance. MINUTES a. The Regular Council Meeting of May 19, 1987 — Dr. Butler asked that the minutes be corrected to state that Mrs. Kirby (not Dr. Butler) moved to increase greens fees but not cart fees. Mrs. Kirby moved to approve the minutes as amended. Mr. Loffredo seconded and the motion passed unanimously. b. Special Council Workshop 5/20/87 — Mrs. Stofik made a motion to approve the minutes. Dr. Butler seconded and the motion to approve the minutes passed unanimously. RECEIPT ACKNOWLEDGED: c. Planning and Zoning Board 5/28/87 d. Downtown Revitalization Board 5/21/87 e. Constitution Bicentennial Commission 5/13/87 f. Constitution Bicentennial Commission 5/26/87 Mr. Loffredo admired the balloon release idea. g. Pension Board 5/11/87 h. Recreation Advisory Committee 5/11/87 i. Recreation Advisory Committee 5/27/87 Mr. Loffredo and Mrs. Stofik commended Mr. Varney on handling the basketball court incident. J. Fine Arts Commission 5/4/87 k. Historic Preservation Board 5/18/87 AWARD OF BID FOR BACKHOE/LOADER Mrs. Kirby moved to award the bid to Neff Machinery for $32,062 with Options 1 and 2. Dr. Butter seconded and the motion passed unanimously. PRESENTATION OF CERTIFICATES TO BOARD MEMBERS — Mayor Canton gave certificates to the following members of the various boards: LIBRARY BOARD OF TRUSTEES — Mr. James Stuart, President, Mr. James Condit, Ms. Anne Paulk, Ms. Jacquelyn Scott and Ms. Ann Vigneron PLANNING AND ZONING BOARD — Mr. Bob Stabs, Mr. Patrick Duffy, Mr. Thomas Laubenthal, Mr. Larry McClure, Mr. Robert Rossi CODE ENFORCEMENT BOARD — Mr. Santos Rivero, Mr. Franklin Grau, Dr. Thomas James, Mr. William Schroeder, Mr. Sandy Sollitare, Ms. Julie Williamson HISTORIC PRESERVATION BOARD — Ms. Margo Newton, Chairman, Ms. Addea Colangelo, Mr. Henry Courtney, Mr. H. COUNCIL COMMENTS Mrs. Stofik appreciates the input from all of the various boards' minutes. Dr. Butler thanked all the volunteers. Mr. Loffredo thanked everyone for working hard and bringing results. Mrs. Kirby appreciates everyone's assistance and encouraged people to apply for future vacancies. Mayor Canton would like to show the Council's appreciation to the leaders of the community every year by a similar awards ceremony with wine and cheese. PUBLIC COMMENTS Mr. Harms and Mr. Leeds expressed their displeasure over the increase in cart and greens fees. Ms. Kirby asked that there be an investigation as to why the Council was advised the Country Club Advisory Board endorsed the increase in fees. Mr. Oxford reported there are 442 golf members plus 127 summer members to total 569. Following discussion, the audience was advised of when and where agendas are posted and the public availability of minutes. Mr. Loffredo asked Ms. Macdonald to report back on the cost of advertising them in the Neighbors. Mr. Grau suggested placing agendas on a bulletin board at the Country Club and Community Center. Mrs. Stofik recommended that a member of the Men's and Women's golf association act as a liasion to communicate back to them on the Advisory Board meetings.
