04-21-1987 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL TUESDAY, APRIL 21, 1987 7:30 P.M. The Regular Meeting of the Miami Shores Village Council was held on Tuesday, April 21, 1987, at the Village Hall commencing at 7:30 p.m. with the following members present: Acting Mayor Robert S. Butler, Jr. Elspeth Jensen Marty Stofik Kevin P. O'Connor Also present L. R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting began with Reverend Grady Perryman, Miami Shores Presbyterian Church, giving the invocation, followed by the Pledge of Allegiance. MINUTES a. The Regular Council Meeting of April 7, 1987 — Mrs. Stofik made a motion to approve the minutes. Mrs. Jensen seconded and the motion to approve the minutes passed unanimously. b. The Special Council Meeting of April 15, 1987 — Mrs. Stofik made a motion to approve the minutes. Mrs. Jensen seconded and the motion to approve the minutes passed unanimously. RESOLUTION DECLARING RESULTS OF COUNCIL ELECTION 4/14/87 A canvass of the returns from the Council election held on April 14. 1987, recorded the following vote: Spero Canton -1266 Henry Ferro -533 Charles- -lead-459 Elspeth Jensen -815 Karen Kirby -855 Stephen Loffredo-1249 Marty Stofik-1247 Mrs. Jensen moved to approve and adopt the resolution. The motion was seconded by Mr. O'Connor and passed unanimously, said resolution being entitled: RESOLUTION NO. 817-87 A RESOLUTION DECLARING THE RESULTS OF THE COUNCIL ELECTION HELD -ON APRIL 14, 1987. INSTALLATION OF NEWLY ELECTED COUNCIL Circuit Court Judge Thomas M. Carney administered the oath of office to the newly elected Council members, Spero Canton, Stephen Loffredo, Marty Stofik and Karen Kirby. Dr. Butler -presented a plaque to Mr. L. R. Forney, Jr. who has resigned from his position as Village Manager effective May 4, 1987. ORGANIZATION OF NEW COUNCIL — ELECTION OF MAYOR AND ACTING MAYOR A motion was made by Mrs. Kirby to elect Spero Canton, who received the highest number of votes, to the office of Mayor for the next two years. The motion was seconded by Mrs. Stofik and passed unanimously. Mrs. Stofik moved that Mr. Loffredo be appointed as Acting Mayor, seconded by Dr. Butler and passed unanimously. A plaque was presented to Mrs. Kirby for serving as Mayor and to Mrs. Jensen for serving as Councilman. MAYOR'S COMMENTS Mayor Canton spoke on issues he plans to address during his term of office such as crime, downtown revitalization, zoning, education and public relations. ORDINANCE ON LICENSE OR PERMIT REVOKATION (2nd READING) Following a reading by title, Dr. Butler moved to adopt the ordinance, seconded by Mr. Loffredo. There was no council or public discussion. The motion passed unanimously, said ordinance being ORDINANCE NO. 505-37 AN ORDINANCE AMENDING SECTION 14-31 OF THE CODE OF ORDINANCES, MIAMI SHORES VILLAGE, FLORIDA; AUTHORIZING VILLAGE MANAGER TO REFUSE THE ISSUANCE OF OR REVOKE ANY LICENSE OR PERMIT ISSUED; ESTABLISHING GROUNDS THEREFORE, PROVIDING FOR HEARING AND APPELLATE PROCEDURE TO VILLAGE COUNCIL; PROVIDING EFFECTIVE DATE. APPOINTMENT OF COUNCIL MEMBER TO PENSION BOARD Mrs. Stofik moved to reappoint Dr. Butter to the Pension Board. seconded by Mr. Loffredo and passed unanimously. APPOINTMENT OF COUNCIL MEMBER AND ALTERNATE TO DADE LEAGUE BOARD Dr. Butler moved to appoint Mayor Canton to the Dade League Board, seconded by Mrs. Kirby and passed unanimously. Dr. Butler moved to appoint Mrs. Kirby as the alternate to the Dade League Board, se-con-ded by Mr. Loffredo and passed unanimously. APPOINTMENT OF NEW CHAIRMAN FOR BICENTENNIAL COMMISSION Dr. Butler moved.to appoint Admiral Jim Condit as thechairmanof the Constitution Bicentennial Commission, seconded by Mrs. Kirby and pa -s -s -e -d- unanimously. DESIGNATION OF INTERIM VILLAGE MANAGER Mrs_ Stofik moved to designate Ms. Gail Macdonald as interim Village Manager with a weekly salary increase of $150, seconded by Dr. Butlar and passed unanimously. VILLAGE MANAGER'S REPORT COUNTRY CLUB FINANCIAL REPORT COUNTRY CLUB MEMBERSHIP REPORT INVESTMENT REPORT COUNCIL BRIEFINGS ANNOUNCEMENTS As noted on the agenda. COUNCIL COMMENTS Mrs. Stofik thanked Mr. O'Conner for serving as Mayor and Councilman for 4 years and expressed her appreciation to her supporters. Dr. Butler thanked Bob Stabs and other members of the Search Committee for their efforts in securing a new Village Manager. Mr. Loffredo thanked his family and friends for their support. Mrs. Kirby wished the new Mayor and Acting Mayor success and thanked her husband, the community, Jack Rengstel and members of the Mayors Task Force for their help. Mayor Canton commended the other council members on their campaign efforts. PUBLIC COMMENTS None. The meeting was adjourned at 8:00 p.m. ATTEST: L. R.
