03-17-1987 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL TUESDAY, MARCH 17, 1987 7:30 P.M. The Regular Meeting of the Miami Shores Village Council was held on Tuesday, March 17, 1987 at the Village Hall commencing at 7:30 p.m. with the following,members present: Mayor Karen Kirby Kevin P. O'Connor Robert S. Butler, Jr. Elspeth Jensen Marty Stofik Also present L. R. Forney, Jr., Village Manager William F. Fann, Jr_., Village Attorney The meeting began with Reverend Harold Davenport, Miami Shores Community Church, giving the invocation, followed- by the Pledge of Allegiance. MOBILE PATROL AWARDS PRESENTATION Mayor Kirby and Lela Jacobson presented awards to volunteer patrollers with 50, 100, 200, 300, 400 and 500 hours. MINUTES a. The Regular Council Meeting of March 3, 1987 — Mrs. Stofik made a motion to approve the minutes. Dr. Butler seconded and the motion to approve the minutes passed unanimously. Receipt Acknowledged: b. Fine -Arts Commission 1/3/87 c. Fine Arts Commission 12/1/86 Dr. Butler requested that this Commission submit minutes within 30 days following their meetings. d. Code Enforcement Board 3/5/87 e. Country Club Advisory Board 2/17/87 APPOINTMENTS TO FINE ARTS COMMISSION Candidates included Joy Held, Carol Tarailo and Peart Finkelstein. Dr. Butter noted that Ms. Finkelstein did not submit a letter and was absent at the meeting. The Council voted unanimously to appoint Joy Held and Carol Tarallo to serve a three year term. APPOINTMENTS TO DOWNTOWN REVITALIZATION COMMITTEE The applicants included Barbara North—Burton, Leonard Wolfson, Pat Dahne, Boris Moroz, Les Wiesen, Nikki Baron and Margarita Courtney. 3 candidates received 4 votes each — Pat Dahne, Leonard Wolfson and Boris Moroz. Their names were put in a hat to determine who would serve the 1 year term. Mayor Kirby drew the name of Boris Moroz leaving Pat Dahne and Leonard Wolfson to serve 4 years. Mrs. Jensen moved to approve these appointments and the drawing procedure. Dr. Butler seconded and the motion passed unanimously. ►WARD OF BID FOR RENOVATION OF SOUTH BALL FIELD Nr. O'Connor moved to accept Turfmaster's bid of *12,650 based upon the recommendation of the Recreation Director. Dr. Butler seconded and the motion passed unanimously. AWARD OF BID FOR PICK UP TRUCKS Mrs. Jensen moved to accept Sun Chevrolet's bid of *17,139.14 and Mrs. Stofik seconded. Mr. O'Connor asked the Council to consider keeping tax dollars in Miami Shores and awarding the bid to Tropical Chevrolet. Mrs. Jensen withdrew her motion. Mr. O'Connor moved to accept Tropical Jhevrolet's bid of 818,322.54. Mrs. Stofik seconded and the motion passed unanimously. AWARD OF BID FOR STUMP CUTTERS Mr. O'Connor moved to accept Vermeer's bid of 816,805. Dr. Butler seconded and the motion passed unanimously. AWARD OF BID FOR LIBRARY ROOF Mr. O'Connor moved to waive the bidding procedure and award the contract to Tomco Roofing for $2,885 based on the recommendation of the Director of Public Works. Dr. Butler seconded. The motion passed unanimously. SUMMER MEMBERSHIPS AT COUNTRY CLUB Mr. O'Connor moved to offer a summer golf membership for 8200.00 and summer tennis membership for *150.00 from May 1 to Sept. 30. Mrs. Jensen seconded and the motion passed unanimously. VILLAGE MANAGER'S REPORT COUNTRY CLUB FINANCIAL REPORT In February, the Country Club showed a profit of *31,298 despite the drop in bar business and loss of golf revenue due- to rain. COUNTRY CLUB MEMBERSHIP REPORT The Country Club has 1,349 members to date. INVESTMENT REPORT ANNOUNCEMENTS As noted on the Agenda. PUBLIC COMMENTS Mr. Moroz complimented Dr. Butler on his fine presentation in Tampa for Main Street. Mr. Bramson invited everyone to a cocktail party for the Florida East Coast Railway. COUNCIL COMMENTS Mrs. Stofik asked that the Planning and Zoning Board explore the professional use of residential facades between 103rd and 91st St. Mr. O'Connor complimented everyone involved with Main Street. Mayor Kirby stated that Senator Margolis will offer support in getting a traffic signal between 96th and 105th Streets. Dr. Butler thanked everyone who went to Tampa for Main Street. He noted the death of Helen Hollinger. Mrs. Jensen mentioned a recent attempted burglary at her home. The meeting was adjourned at 8:50 p. Karen Kirby Mayor ATTEST: L. R.
