The Regular Meeting of the Miami Shores Village Council was held an
Tuesday, March 3, 1987 at the Village Hall commencing at 7:30 p.m. with
the following members present:
Mayor Karen Kirby
Kevin P. O'Connor
Robert S. Butler, Jr.
Elspeth Jensen
Marty Stofik
Also present L. R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting began with Father Michael Hoyer, St. Rose of Lima
Catholic Church, giving the invocation, followed by the Pledge of
Allegiance.
MINUTES
a. The Regular Council Meeting of February 17, 1987 — Mrs. Stofik
made a motion to approve the minutes. Mrs. Jensen seconded. Mrs.
Stofik asked that the minutes be amended to reflect that she was
not against supporting Keep Dade Beautiful, she simply did not
approve contributing to administrative costs. The motion to
approve th-e- m-inu-te-s as -amended passed unanimously.

Mayor Kirby asked for an explanation of why Dr. Gallagher's
report was not discussed.

PLANNING AND ZONING BOARD ITEM
APPROVAL OF SITE PLAN — BARRY UNIVERSITY.
Mr. O'Connor moved to uphold the decision of the Planning and Zoning Board
to approve the site plan for Barry University. Sister Jeanne O'Laughlin
explained Phases I and II of the architectural drawings. Dr. Butler asked
them to consider the need for a traffic light at the proposed crosswalk.
The motion passed unanimously.
UPDATE ON EMPLOYEE ASSISTANCE PROGRAM.
Mrs. Cullet' reported on the 3.5% utilization rate and positive response
since the first year of implementation. She will make presentations to
the individual departments and have another training session with the
supervisors in the near future.
REQUEST FOR WAIVER OF BID PROCEDURE ON FIREWORKS DISPLAY.
Mr. Forney asked that the normal bid procedure be waived due to the fact
that it is very difficult to get apples to apples bids on fireworks.
Southern International has done a good job for 5 years. Dr. Butler moved
to waive the normal bid procedure and award the contract for 4th of July
fireworks to Southern International. Mrs. Stofik seconded and it passed
manimously.
APPOINTMENT OF SEARCH COMMITTEE CHAIRMAN.
Mr. Forney announced his resignation effective May 4, 1987. Mr. O'Connor
moved to nominate Dr. Butler to head a search committee for a City
Manager, to consist of all Council members who desire to be on it plus no
more than 3 private citizens. Mrs. Stofik seconded and it passed
unanimously.
VILLAGE MANAGER'S REPORT.
Mr. Forney announced that the Country Club has 1319 members which is the
highest it has been in 5 years. He asked for the Council's opinion an Mr.
Blue's property which was described in an attachment. Mr 0" -Connor
expressed the Council's consensus that no Council action was required.
The matter should be allowed to follow its normal course.

PUBLIC COMMENTS
Mr. Roberts asked that the Curler High School goif__players group's
supervisor be reprimanded for parking illegally andallowing the students
to destroy property.
Mr. Cuson announced the death of Mrs. Doris Von Wedel. He congratu—
lated Dr. Butler on his appointment as Secretary to the North Dade YMCA.
COUNCIL COMMENTS
Mrs. Stofik congratulated her 77 yr. old mother on her upcoming
marriage. She also commended John Kirby, Kay McCoy and all others involved
with the Sun Fest which was a huge success.
Mr. O'Connor noted the U.S. Secretary of Education's visit to St.
Rose of Lima and the favorable attention it brought to Miami Shores.
Mayor Kirby complimented the realtors who attended Realtors Day at
Miami Shores Elementary.
Dr. Butler read a letter from the N. Dade YMCA which recognized J. D.
Varney's outstanding contributions. Their Sustaining Drive Breakfast will
be held at the Country Club March 17th at 7:30.
The meeting was adjourned at =: 30 p.m.
