02-17-1987 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL TUESDAY, FEBRUARY 17, 1987 7:30 P.M. The Regular Meeting of the Miami Shores Village Council was held on Tuesday, February 17, 1987 at the Village Hall commencing at 7:30 p.m. with the following members present: Mayor Karen Kirby Kevin P. O'Connor Robert S. Sutler, Jr. Elspeth- Jensen Marty Stofik Also present L. R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meetings began with Mr. Mel Roberts giving the invocation, followed by the Pledge of Allegiance. Mr. Mr. Art Taylor of the Village Masonic Lodge presented the Council an American flag which was flown over the White House on Sept. 12, 1986. PAYMENT OF COUNCIL MEMBERS The Deputy Village Clerk presented each Council member with a check uor $1 for their yearly salary. MINUTES a. The Regular Council Meeting of- February 3, 1987 — Mrs. Jensen made a motion to approve the minutes as written. Dr. Butler seconded and it was passed unanimously. b. The Special Council Meeting of February 6, 1987 — Mrs. Stofik made a motion to approve the minutes as written. Mr. O'Connor seconded and it was passed unanimously. Receipt Acknowledged: c. Country Club Advisory Board 1/12/87 d. Beautification Advisory Committee 1/28/87 e. Fine Arts Commission 2/2/87 f. Recreation Advisory Committee 2/10/87 g. Code Enforcement Board — 2/5/87 USE OF RECREATION DEPARTMENT FACILITIES Mrs. Jensen moved to remove this issue from the table. Dr. Butler seconded and it passed unanimously. Mrs. Jensen spoke on behalf of Mr. Bowen regarding the reverter clause in the deed and the poor condition of the field due to excessive use. Don McIntosh voiced his concern over the insurance liability and discriminatory practices in enforcing the field being closed until noon on Sunday. Mayor Kirby stated she supported the Recreation Department for allowing young people to participate in organized sports with supervision. Joan Hall asked for an answer to questions addressed in her letter. Charlie Sammons explained the 4 deeds which allows the Village 90 days to cure any default following written notice from Bessemer Corp. Mr. Fann advised the Council that they could determine by policy who plays on the field. Mrs. Stofik suggested that the Recreation Advisory Board should be the ones who address these concerns and felt that any problems could be solved there. Mrs. Jensen moved to reserve a perimeter path around the field. The motion died for lack of a second. .EEP DADE BEAUTIFUL Mr. O'Connor moved to appropriate $300 out of the contingency fund For a donation to the administration of Keep Dade Beautiful. Dr. Butler seconded and the motion passed on a 4/1 vote with Mrs. Stofik dissenting. Mrs. Stofik explained that her opposition was due to the fact that the Beautification Committee should be involved in this decision and that there are many worthwhile organizations which have not received donations. PRESENTATION OF COUNCIL CHAMBERS REFURBISHMENT. Mr. O'Connor moved to table this item since he felt the new Council should make the decision to appropriate funds. Mrs. Jensen second -ed and the motion passed on a 3/2 vote with Mayor Kirby and Dr. Butler dissenting. DISCUSSION OF PARTICIPATION IN CONSTITUTION BICENTENNIAL. Mrs. Stofik moved to participate in the Constitution Bicentennial and approve the formation of a committee. Mr. O'Connor seconded and the motion passed unanimously. VILLAGE MANAGER'S REPORT Country Club Financial Report Mr. Forney reported that an operating loss in January was due in part to a drastic drop in bar business. Country Club Membership Report The new Membership Director brought in 20 new members in one week and membership is up to 1294. Investment Report The Village is continuing to invest in Certificates of Deposit. ANNOUNCEMENTS As noted on the Agenda. PUBLIC COMMENTS None. COUNCIL COMMENTS Mrs. Stokif asked residents not to litter. Mr. O'Connor encouraged residents to run far council. Mrs. Jensen inquired about 2 new portables at Miami Shores Elementary School. Mayor Kirby asked for an explanation as to why golfers could not use their own balls in the pitching green and why only the front nine was used for starting on the weekends.
