MIAMI SHORES VILLAGE COUNCIL
January 20, 1987
The Regular Meeting of the Miami Shores Village Council
was held on January 20, 1987 at the Village Hall commencing
at 7:30 p.m. with the following members present:
Mayor Karen Kirby
Kevin P. O'Connor
Robert S. Butler, Jr.
Elspeth Jensen
Marty Stofik
Also present L. R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting began with Reverend John McLaughlin, St.
Martha's Catholic Church, giving the invocation, followed by
the Pledge of Allegiance.
Mayor Kirby presented a resolution honoring Mr. C.
Lawton McCall, Village Manager from 1935 to 1968, naming
January 20, 1987, C. Lawton McCall Day in Miami Shores. His
picture was hung in the Council Chambers.
MINUTES
a. The Regular Council Meeting of January 6, 1986 — Mrs.
Stofik made a motion to approve the minutes as written_
Dr. Butler seconded and it was passed unanimously.

AMENDMENT TO ZONING ORDINANCE. Second and Final Reading
ORDINANCE NO. 503-87
AN ORDINANCE AMENDING SECTION 2-81(b) OF THE CODE OF
ORDINANCES OF MIAMI SHORES VILLAGE, FLORIDA; REMOVING
TWO—YEAR LIMITATION UPON DURATION OF CODE ENFORCEMENT
BOARD LIENS; PROVIDING EFFECTIVE DATE.
Ms. Stofik made a motion to adopt on second reading.
Mrs. Jensen seconded. There was no public comment. The
motion to adopt passed unanimously.
ANNUAL AUDIT REPORT
Mr. Duke Landorf of Arthur Young and Co. presented the
Comprehensive Annual Financial Report for the fiscal year
ended September 30, 1986. Mrs. Stofik made a motion to
approve the report. Dr. Butler seconded and commended Ms.
Macdonald, Finance Director, on the fine quality of work done
by the Finance Department. There was no public comment. The
motion to approve the Financial Report passed unanimously.
COUNTRY CLUB FINANCIAL FORECAST
Mr. Forney recommended continuing the operation of the
Country Club and golf course in the same manner as it is
presently being operated with close monitoring of its
financial condition. Ms. Macdonald made a conservative
prediction of a $28,000 operating profit by the end of
September 1987. _Dr. Butler praised the management of the
club and the accuracy of Ms. Macdonald's estimates in the
past. Mrs. Stofik cautioned the Council that this profit
would not cover needed capital improvements. Mr. O'Connor
suggested that Mr. Forney retain the portfolio of management
alternatives fo-r -future reference. Ms_ Jensen verified -that
he
"good months" of Dec. through March had been factored in
Ms. Macdonald's estimate. Mayor Kirby requested that
purchase orders and invoices have closer control. Angela
Daley of the Country Club Advisory Board felt that recent
donations and the present management --had correcte-d- years of
neglect at the club. Mel Roberts suggested that golfers
bring in more members or else the rates would have to be
increased. Mayor Kirby expressed the consensus of the
Council that the present operation be continued with close
monitoring.
AGREEMENT WITH HOTELS REGARDING USE OF COUNTRY CLUB
Mr. Forney asked the Council to approve agreements with
3 hotels, the Holiday Inn Biscayne, Sh-eraton Bal Harbour and
the Harbor Island Spa for use of the golf course for guests
at a premium greens fee and on a space available basis. Mrs.
Jensen made a motion to approve the agreements, Mrs. Stofik
seconded and the motion passed unanimously.
VILLAGE MANAGER'S REPORT
INVESTMENT REPORT
LONG TERM CAPITAL FINANCING
Based on the input of th-e Country Club Advisory Board
and the Greens Committee, a package will be prepared to
borrow money over a 10 year period for future consideration
by the Council.
The Council looked at 4 plans for redesigning the
Council Chambers. Mr. Nunn will appear before the Council
February 3rd with additional information.
ANNOUNCEMENTS
As noted on the Agenda.
PUBLIC COMMENTS
Ms. Bess Carnegie offered to put up equity or a 1st
mortgage on her home to help finance a whirlpool for the
Recreation Department.
COUNCIL COMMENTS
Dr. Butler complimented the Police Department for the
barbecue and for playing softball with the recreation staff
against North Miami on January 18th. He is proud of the
community involvement in recent y -ears.
Mrs. Jensen received notice that a light at Miami Ave.
and 111th Street would receive high priority from Dade
County.
The meeting was adjourned at 8:30 p.m.
