11-04-1986 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL November 4, 1986 The regular meeting of the Miami Shores Village Council was held on November 4, 1986 at the Village Hall commencing at 7:30 p.m. with the following members present: Acting Mayor Robert S. Butler, Jr. Kevin P. O'Connor Marty Stofik Absent Mayor Karen 'Kirby Elspeth Jensen Also present L.R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting began with Father Clifford R. Horvath, Episcopal Church of the Resurrection, giving the invocation and followed by the Pledge of Allegiance. MINUTES. (a) The Regular Council Meeting of October 21, 1986 - Mrs. Stofik made a motion to approve the minutes as written. Mr. O'Connor seconded. Mrs. Stofik asked that a typographical error of 600,000 on page 2, last paragraph, be changed to 60,000. Approval of the minutes passed unanimously to include this correction. Receipt Acknowledged: (b) Recreation Advisory Committee 10/13/86. Mrs. Stofik asked that steps be taken to reduce bicycle thefts. (c) Planning and Zoning Board 10/23/86. (d) Country Club Advisory Board 10/2/86 and 10/20/86. PLANNING AND ZONING BOARD ITEM. (a) Robert A. Koppen's request for approval of division of land without plat, Item 2, 10/23/86. Mr. O'Connor questioned Mr. Fann on a point of order to determine whether this item should be tabled until more than 3 Council members were present. After a lengthly discussion with Ms. Moreno the attorney representing Mr. Koppen, Mrs. Stofik moved to table this item until the next Council meeting. Dr. Butler seconded and it was passed unanimously. * AWARD OF SEAWALL BID. Mr. Forney recommended that Council award the bid for the Bayfront Park Seawall renovation to A & C Contractors for $72,611. Mr. O'Connor moved to accept the bid from A & C Contractors. Mrs. Stofik seconded and it was passed unanimously. AWARD OF TRAP RAKE BID. Mr. Forney recommended that Council award the bid for purchase of a sand trap rake to DeBra Turf and Equipment with the bid of $5,318. Mrs. Stofik moved to accept the bid from DeBra Turf and Equipment. Mr. O'Connor seconded and it was passed unanimously. 2 AWARD OF FAIRWAY MOWER PURCHASE. Mr. Forney requested that the normal bid procedures be waived and that a sole source purchase of a Jacobson 5 Gang Ram Ranger Hydraulic Mower be made from DeBra Turf. This type mower is made only by Jacobson and is available locally only from DeBra Turf. Mr. O'Connor made a motion to approve the mower purchase for $14,695 from DeBra Turf. Mrs. Stofik seconded and it was passed unanimously. AWARD OF GARBAGE TRUCK BID. Mr. Forney recommended that the award of the garbage truck bid be made to South Florida Mack for $103,571 for a Mack Truck chassis with a Heil 32 yard packer. Mrs. Stofik made a motion to approve. Mr. O'Connor seconded. Gerard Hughes of Ray Pace's Waste Equipment asked that the Council consider his bid for a Load Master Packer which was $5,000 lower. Acting Mayor Butler stated that he was satisfied the Department Head had picked the lowest and best bid which met specifications. The motion to approve the award to South Florida Mack was passed unanimously. PAY CLASSIFICATION STUDY. Mr. Forney requested that $6,500 be transferred from the Building and Zoning budget to the Village Manager's budget for an employee pay and classification study to be done by Cody & Associates. The money was originally budgeted for a consultant on our Comprehensive Plan. Since passage of the budget the State has made grant funds available for the Comprehensive Plan study. Experience over the last year plus recent labor negotiations have clearly indicated the need for a review of our pay and classification system. Mrs. Stofik voiced her concern regarding comparable worth. Dr. Butler questioned whether this study will resolve the top out problems. Mr. O'Connor moved to transfer the funds to the Village Manager's budget to hire Cody & Associates. Mrs. Stofik seconded and it was passed unanimously. VILLAGE MANAGER'S REPORT. Mr. Forney reported that Club membership was up to 1,000. He asked the Council if they were interested in playing the City of North Miami in a softball tournament on Sunday, December 7. The Council approved. ANNOUNCEMENTS. As noted on the agenda. COUNCIL COMMENTS. Mrs. Stofik reminded people to attend the Fourth Annual Friends of Brockway Fair on Saturday, November 8. Both Mr. O'Connor and Dr. Butler were happy that the Halloween Howl was so successful. PUBLIC COMMENTS. Mr. Bundy encouraged everyone to attend the Second Annual Arts Festival on 3 Saturday, November 15. The meeting adjourned at 8:30 p.m. ATTEST: L.R.
