10-21-1986 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL October 21, 1986 The regular meeting of the Miami Shores Village Council was held on October 21, 1986 at the Village Hall commencing at 7:30 p.m. with the following members present: Mayor Karen Kirby Robert S. Butler, Jr. Elspeth Jensen Marty Stofik Absent Kevin P. O'Connor Also present L.R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting began with Reverend Michael Hoyer, St. Rose of Lima Catholic Church, giving the invocation which was followed by the Pledge of Allegiance. MINUTES. (a) The amended minutes of the Regular Council Meeting of September 16, 1986 - Mrs. Stofik moved to approve the minutes as amended. Dr. Butler seconded and it was passed unanimously. (b) The Regular Council Meeting of October 7, 1986 - Mrs. Stofik moved to approve the minutes as written. Dr. Butler seconded and it was passed unanimously. Receipt Acknowledged: (c) Downtown Revitalization Board 10/8/86 and 10/15/86. RESOLUTION ON BOARD ATTENDANCE. The Deputy Village Clerk read the Resolution entitled: RESOLUTION NO. 809-86 A RESOLUTION SETTING A MINIMUM ATTENDANCE CRITERION FOR APPOINTED MEMBERS OF ALL BOARDS, COMMITTEES AND COMMISSIONS. Mrs. Stofik moved to adopt the Resolution. Dr. Butler seconded. Mrs. Jensen asked for an amendment to include that if boards did not have a quorum for at least 50% of the meetings that the board should be dissolved. Mayor Kirby seconded. Mrs. Stofik stated that the Council already had the authority to dissolve a board so that those guidelines were not appropriate at this time. The amendment failed with Mrs. Jensen voting for and Dr. Butler, Mrs. Stofik and Mayor Kirby voting against. The original motion passed with Dr. Butler, Mrs. Stofik and Mayor Kirby voting for and Mrs. Jensen voting against. VILLAGE MANAGER'S REPORT. Mrs. Stofik mentioned that the losses at the County Club were substantial -2 - and that expenses should be decreased. Mayor Kirby stated that the Dining Room was doing well but golf was not supporting itself. Golf, this past year, had 44,959 rounds. The Course could easily handle 600,000.* Mr. Forney reported that there was still a possibility of an FPE contract. The PBA contract has been signed. He asked the Council to read Mr. Blue's letter requesting that the city buy his property and advise him if they wished to discuss it at the next meeting. ANNOUNCEMENTS. As noted on the agenda. COUNCIL COMMENTS. Mayor Kirby requested residents to vote NO on the proposed temporary county tax increase for crime prevention programs. She advised that the program had been hastily assembled and was not effectively organized. Mrs. Stofik warned residents to lock their garages and bikes. Dr. Butler stated residents should not tempt burglars by failing to keep things locked -up. He also reminded residents to vote on November 4. Mayor Kirby congratulated Miami Shores Elementary School for being designated as a Quality Education School (E2) for this year by the Board of Education. Miami Shores Elementary is one of only six elementary schools in the entire county so designated. Mrs. Jensen urged opposition to the half mill tax increase. She stated that there would be legislation on seat belts in buses in the state legislature this next year. The meeting was adjourned at 8:10 p.m. ATTEST: L.R.
