09-10-1986 Budget Hearing MeetingBUDGET HEARING MIAMI SHORES VILLAGE COUNCIL September 10, 1986 The second public hearing on the proposed budget for the fiscal year 1986-1987, as advertised, was held on September 10, 1986 commencing at 7:30 p.m. at the Miami Shores Community Center. The following members were present: Mayor Karen Kirby Robert S. Butler, Jr. Kevin P. O'Connor Marty Stofik Absent Elspeth Jensen Also present L.R. Forney, Jr., Village Manager Gail Macdonald, Finance Director William F. Fann, Jr., Village Attorney Mayor Kirby called the meeting to order and asked for discussion on the budget and federal revenue budget. There was none. Mrs. Macdonald explained the Federal Revenue Sharing budget. The Deputy Village Clerk read the final millage resolution in its entirety. RESOLUTION NO. 807-86 A RESOLUTION FIXING THE FINAL MILLAGE RATE FOR THE 1986 TAX LEVY OF MIAMI SHORES VILLAGE. Mr. O'Connor made a motion to adopt the resolution setting the millage at 6.995. Dr. Butler seconded and the motion passed unanimously. The Deputy Village Clerk read the budget ordinance in its entirety. ORDINANCE NO. 495-86 AN ORDINANCE ADOPTING THE MIAMI SHORES VILLAGE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1986. Mr. O'Connor made a motion to adopt the ordinance on an emergency basis. Dr. Butler seconded and the motion passed unanimously. The Deputy Village Clerk read the Federal Revenue Sharing resolution in its entirety. RESOLUTION NO. 808-86 A RESOLUTION ADOPTING THE MIAMI SHORES FEDERAL REVENUE SHARING BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1986. Mr. O'Connor made a motion to adopt the resolution. Dr. Butler seconded and the resolution was passed unanimously. Mr. Forney explained that the transfer of franchise fee funds to the Country Club was in accordance with Miami Shores Village Resolution No. 688-80 and rectified an error in that we had not made transfers for three years. Mrs. Stofik made a motion to approve the transfer of these funds to the Country Club. Dr. Butler seconded. Mr. O'Connor questioned the legality of this transfer. Mr. Fann explained that these are franchise fees, not tax dollars. A convenant exists that requires the use of these monies to pay the debt service when Country Club profits are not adequate to make the paymept. The motion to approve the transfer of franchise fee funds to the Country Club was passed unanimously. The meeting adjourned at 8:40 p.m. ATTEST: L.R.
